Minutes of the Frithville with Westville Parish Council Meeting

held Tuesday 11th July 2017 at Frithville Primary School,

West Fen Drainside, Frithville commencing at 7.30pm

PUBLIC FORUM

There were three members of the public present of which the following questions/short statements were made during the time allocated:

·  The headmaster to Frithville Primary School reported that this has been a fantastic year for the school and is proud with the Ofsted reports. The recent Summer Fair raised £800. The school classes will be reduced to two again with a 1:6 ratio of staff to pupil. The main concern is they are still actively looking for new governors.

·  There was a concern with the application for the new proposed development on Canister Lane, the entrance to the site could mean that there would be a crossroads from Park View, which feels would be unsafe. Additional to this there was a worry that the drains would need to be filled in which fear of potential flooding of the area.

ELDC Cllr Ashton reported that if LCC Highway felt that there would be a safety issue they would not recommend this application. Additionally, to this the Drainage Board would also comment on this application and their views and advice would seriously be taken.

As LCC/ELDC Cllr Ashton had to leave early his report (Item 5 on the agenda) was brought forward which was as follows:

ELDC

·  The Viking Link plans that are currently in process would affect Westville more than Frithville, thereby should not be so apprehensive on the village. Suitable locations with Highways have been agreed in relation for continuation of traffic flow and vehicle movement.

The depth of the line is still being discussed with the Drainage Board. Though the process of this may be a pain whilst being developed, he feels that the progression would be quick.

·  There has been a change in the Code of Conduct of which ELDC has recently adopted.

·  Planning applications procedures have been tightened in regards to the calling in process.

·  A consultation is currently in circulation in regards to Louth Cattle Market.

LCC

·  Langrick straight had recently been closed for a few days this was due to resurfacing of the road. The main bridge in this location is currently being looked into, especially on how to be cost effective in improving the structure and the roads leading to it.

1. REMARKS BY CHAIRMAN

The Chairman welcomed all for attending.

2. APOLOGIES FOR ABSENCE AND REASONS GIVEN

As all the Parish Councillors were in attendance there were no apologies to be received.

3. TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011, AND TO CONSIDER ANY APPLICATIONS FOR DISPENSATIONS IN RELATION TO DISCLOSABLE PECUNIARY INTERESTS

No declarations were declared.

4. NOTES OF THE MEETING HELD ON TUESDAY 9th MAY 2017 TO BE APPROVED AS THE MINUTES AND SIGNED BY THE CHAIRMAN

It was proposed by Cllr Wheatley, seconded by Cllr Crawford and resolved that these notes as a true and accurate record.

5. REPORT FROM ANY OUTSIDE BODIES

Report given earlier in the meeting during the Public Forum.

6. POLICE MATTERS

PCSO Evans forwarded her apologies and sent a report of which was read to the Parish Councillors by Cllr Clark.

7. PARISH MATTERS

a. Broken light in Car Park

This item was deferred to the next agenda for more investigation to be done.

8. HIGHWAYS

The following Highway issues were reported:

·  Though Forceshift Lane had recently been patched the road is still in need of serious repair.

·  There are several large pot holes in all areas of the road along the B1183 (Boston Road)

·  The Solar sign saying slowdown from Boston towards Richardson Bridge has been turned around and is facing the adjoining field instead of the road.

·  Concerns for the constant speeding within the village.

9. PLANNING

Four Planning applications had been received since the last meeting and circulated to the Planning Forum for their perusal and observations. These were:

• Extension and alterations to existing dwelling – Effemall, Boston Road, Cowbridge

• Extension and alterations to existing dwelling – Falcon Foss, West Fen Drainside, Frithville

• Outline erection of 8 dwellings – 4 Canister Lane, Frithville

• Change of use of an existing agricultural field to be used for equestrian use – Fourways Barn, Boston Road, Cowbridge

There were no additional information/decisions to be reported.

It was proposed by Cllr Petchell, seconded by Cllr Needs and resolved that these payments should be made.

There were no other matters for discussion.

13. DATE OF NEXT PARISH COUNCIL MEETING

As previously scheduled the date of the next Frithville with Westville Parish Council meeting is on Tuesday 12th September 2017.

There being no further business the meeting finished at 8.32pm.
