Participation Requirements

  1. State team must include at least two SEA personnel with responsibility for Indistar. Ideal team is 3 to 5 SEA personnel and 1 Regional Center liaison.
  2. At least one SEA team member assigned to each of two Summit strands:
  3. State Indistar Administration Strand
  4. District and School Support Strand
  5. Complete pre-Summit readings.
  6. During Summit, prepare a Next Steps change management plan for the state to improve Indistar implementation quality and measure results.

Summit Objectives

  1. Share state administration strategies for quality implementation and measurable results.
  2. Share district and school support strategies to see change through to the classroom.
  3. Learn about the Center on Innovation in Learning’s suggestions for using Indistar as a platform for innovation and instructional technology.
  4. Develop state plans to enhance quality implementation and measure results.
  5. Learn more about Indistar Network.
  • Review Indistar enhancements and client support since last Summit.
  • Learn about new Indistar system improvements for 2014 version releases.
  • Other major system changes: Advisory Council and state sponsorship.

Things to Think About

  1. Does your state provide a set of indicators of effective practice that you believe, if fully implemented, will result in a high-functioning school or district?
  2. Do you provide the expectations and supports for your districts and schools to operate with highly-functioning Leadership Teams that seriously strive for full implementation of the indicators?
  3. Do you identify the districts and schools that most effectively use Indistar to direct their improvement and recognize and showcase their work?

Keys to Success for Indistar States

  1. State Administrative Team meets regularly (typically once a month) to review district and school implementation progress and reporting and provides periodic feedback.
  2. State Administrative Team annually reviews and revises the state’s Indistar implementation plan, including state efforts to promote teaming, culture of candor, coaching, and district engagement.
  3. State Administrative Team plans and leads state support for district and school implementation, including training and coaching.
  4. State Administrative Team encourages integration of state planning and reporting functions from various divisions within the SEA and uses Indistar forms and reports for this purpose.
  5. State Administrative Team provides clear, written expectations (responsibilities, benchmarks, timelines) for coaches, districts, and schools, and training and helpful guidance in meeting the expectations.
  6. State Administrative Team attends annual Indistar Summit and maintains communication with other Indistar states to share experience.
  7. State Indistar Teammaintainsclose contact with the Indistar Shepherd, including monthly conference calls and emails, and the Indistar Shepherd provides guidance, reflection, pressure, and support.
  8. State Indistar Leader prepares periodically (quarterly) progress reports on Indistar implementation for Chief State School Officer and other key SEA personnel.

Keys to Success for Indistar Schools

  1. School Leadership Team meets regularly (typically twice a month) to review multiple data sources, including evidence of indicator implementation, monitor progress, and guide continuous improvement of professional practice.
  2. School Leadership Team dialogues with the coach and district liaison via coaching comments and reviews.
  3. Instructional Teams meet regularly (including large blocks of time) to review student performance data and develop and refine differentiated instructional plans and formative assessments.
  4. Principal provides direction for the teams, focuses on instruction, builds leadership capacity of others.
  5. Teachers implement effective instructional practice, guided by indicators.
  6. Coaches (including district liaisons) regularly review the work of the Leadership Team and provide guidance, reflection, pressure, and support.
  7. Teachers, parents, school board members, and district personnel review reports through the Guest Login to stay abreast of the evolving plan and offer feedback.

Keys to Success for Indistar Districts

  1. District Leadership Team meets regularly (typically twice a month) to review multiple data sources, including evidence of indicator implementation, monitor progress, and guide continuous improvement of district support for school improvement.
  2. District Leadership Team reviews work of school Leadership Teams to determine where district supports and resources might be best applied.
  3. District Leadership Team dialogues with the coach via coaching comments and reviews.
  4. Superintendent provides direction for the District Leadership Team, focuses on district support for school improvement, builds leadership capacity of others.
  5. District Liaisons regularly review the work of the School Leadership Teams and provide guidance, reflection, pressure, and support.
  6. Superintendentgenerates a monthly progress reports (Summary Report and/or Where Are We Now?) for the district and for each school and summarizes the reports for the board.
  7. School board members, district personnel, school personnel, and district stakeholders review reports through the Guest Login to stay abreast of the evolving district plan and offer feedback.
