Call to Order
- Open Session was called to order by Carol Guttschall, President at 6:00 p.m.

Minutes
- Motion to accept June 7, 2017 Open Session Minutes as submitted made by Jean, seconded by Lynne, all in favor.
Administrative
- Carol thanked Bob for preparing a list of unit owners requiring new garage doors and units with grills without required patio extension. Warning letters were sent on 8/29 for garage door replacements to 22 unit owners. Of those 10 (or more) now have property modification approval and 1 is complete. Carol noted that the knobs on garage door of
27 Four Oaks need to be painted by the Association so it conforms to the newer door.
Financial
- Carol announced that the Association is in good shape and a new budget will be presented in October.
- A Municipal Reimbursement check for $946.14 for lighting was received 7/20/17.
- Two rounds of lighting fixture replacements are done and homeowners are now on their own if they wish to change.
- Three closings since last report – 11 Artillery, 10 Heatherwood and 47 Heatherwood.
Buildings & Grounds
- Carol reviewed the amount of work done this year – a retaining wall on Oak Knoll; several roof replacements; drainage behind 44 Four Oaks; road patching done prior to seal coating scheduled on Oct. 2nd - 4th. Tree work yet to be done.
- A motion to ratify the following items as a group was made by Lynne, seconded by Bob, with all in favor.
- Drainage work behind 40-46 Four Oaks in the amount of $2,100.00 by High Tech.
- Termite remediation at 7, 9, 11 Artillery in the amount of $1,750 plus $200 warranty by RM Termite.
- Roof replacement at 2-12, 14-24 and 19-29 Four Oaks Rd. in the amount of $37,000 each.
- Tree work on Oak Knoll, Artillery Rd. and Heatherwood for $7,534.70 by High Tech.
- The following additional motions were made:
- Motion to approve a three year gutter cleaning proposal for $2,137.50 per year by Garden State Gutter made by Ilene, seconded by Jean, all in favor.
- Motion to conditionally approve $1,641.60 for irrigation repair (clocks, spray heads, rotor heads) made by Bob, seconded by Jean, all in favor. (Condition: The Board wants the irrigation to be turned off now but High Tech will give their professional opinion as to whether a new inspection and repairs can wait for spring.
- Concrete repair and replacement inspection by the Board will be made using Supreme Metro’s proposal.
- Joist repair at 7 Oak Knoll affected three units and amounted to $11,000 to be paid from Capital Reserves.
- Roadway crack filling and sealing will take place from Oct. 2nd through the 4th.

Property Modifications
- There were twenty two property modifications requests of which 19 were garage door modifications and 3 patio extensions.
Open Forum
- All homeowners in attendance relayed questions and concerns of a general nature.
Adjournment
- Having no further business Open Session adjourned at 6:37 p.m.
