Comment 1:

The Grading and Erosion Control Document included the SWMP report. Rename the report as Stormwater Management Plan (SWMP) and submit as a separate document. Coordinate with the PM to create the SWMP document line item. The Grading and Erosion Control document should only be the GEC construction plans. (Appendix A of the uploaded document) Attached is the SWMP checklist identifying items not addressed.

Rain Gardens which includes flood control requires notification per SB-212. Therefore, submit the following documents: 1. A completed Stormwater Detention and Infiltration (SDI) worksheet. 2. A completed MS4 Post Construction Form (attached). SDI worksheet is available at: Coordinate with the Project Manager to create a document line item for these two documents.

Submit a pond maintenance agreement. Attached is the template. Coordinate with the PM to create the Detention/BMP Agreement document line item.

Comment 4:

Engineering redline comments on the following pdf documents will be uploaded by the project manager: 1. Financial Assurance Estimate 2. Grading and Erosion Control Plan 3.Landscape Plan 4.Site Development Plan 5. Drainage Report

Comment 5:

Per Section 1.1 of the ESQCP application form, submit an Operations and Maintenance Manual for the permanent BMPs. Coordinate with the Project Manager to create a document line item for the O&M.

Comment 6:

Limits of construction and disturbance extends to the adjacent property. Coordinate with the Forest Lakes Fil 2A & 2B developer for a temporary construction easement within their property. Submit the verification from the adjacent property owner granting approval.

PIKES PEAK REGIONAL BUILDING DEPARTMENT

Comment: Regarding a request for approval of a development plan for a water treatment facility at Forest Lakes, Enumerations has the following comments:

1.The address of 2621 Forest Lakes Dr. has been assigned by Enumerations for this building. Any building plans submitted for review/permit should use this address. Any secondary structures included in the plans which are determined by RBD’s construction plan reviewers to need a separate permit will be assigned a separate address as part of Enumerations plan review.

Floodplain has the following comments:

1.There is floodplain in the vicinity of this proposed building. The development plan should show the floodplain boundary. Compliance with Regional Building Code section RBC313 is required. Contact Floodplain Administrator Keith Curtis (, 719-327-2898) with any questions or concerns regarding compliance with the floodplain code.

Description: Forest Lakes Metropolitan District is requesting approval for a WaterIntakeTreatmentPlantwithbuilding,basinsandfacilities.Thisfacilityis to be located on a 113.85 acre parcel in Section 27 & 28, Township 11 South, Range67West.

This area is within MVEA certificated service area. MVEA will continue to serve this area according to our extension policy. Information concerning connection requirements,feesandupgradesunderMVEAlineextensionpolicycanbeobtainedby contactingtheEngineeringDepartmentofMVEA.

MVEA will work with Forest Lakes Metropolitan District to acquire utility easements for additional services as needed.

MVEA has existing facilities within this parcel of land. If there is any removal or relocation of facilities it will be at the expense of the applicant.

Please accept the following comments from El Paso County Public Health for the project referenced above:

  • The construction of the water treatment facility must meet all the design criteria of the Colorado Department of Public Health and Environment, Water Quality ControlDivision.
  • Per Wright Water Engineers, Inc., the water treatment facility will have wastewater service provided by the Upper Monument Creek Regional Wastewater Treatment Facility. There is an employee restroom planned for the water treatmentplant.
  • Earthmoving activity in excess of one acre, but less than twenty-five acres, will require a Construction Activity Permit from El Paso County Public Health. Go to moreinformation.

Due to the number of comments and necessary revisions to the plan(s) an additional detailed review will be necessary. Please address the comments as listed above. A detailed letter needs to accompany the revisions to allow for an expeditious re-review timeframe. The letter shouldinclude each comment listed above and, immediately thereafter, include a response from the applicant addressing the comment.

If any review agency has an issue that needs resolution or requires a revision, you will need to provide the necessary documents, drawings, etc., to the Planning and Community Development Departmentin the form of a resubmittal. The Planning and Community Development Department will then forward the resubmitted items directly to the appropriate review agency. If you have any questions pertaining to specific agency comments please contact the appropriate agency directly.

When all the comments have been addressed and corrections made please submit the required documents as requested on the attached resubmittal matrix.
