ARTICLEI:NAME

ThenameofthisforumshallbetheForest Hills ElementarySchoolAdvisoryForum(SAF).ThisForum operatesunderBrowardCountySchoolBoardPolicy1.3:SchoolAdvisoryForum.

ARTICLEII:OBJECTIVES

Section1:MissionStatement:ThemissionoftheForest Hills ElementarySAFistofosterandpromote communicationbetween itsstakeholders,theschool,andtheAreaAdvisoryCouncil.TheSAFshallbring forthrecommendations,concerns,andintereststoandfromtheirAreaAdvisoryCouncil.

Section2:Duties:

1.Alldutieswillbeadvisoryinnature,noneofwhichwillconflictwithanyofthepowersandduties reservedbylaw,policyoradministrativeguidelinestotheprincipal.

2.ActivelyparticipatewiththeSchoolAdvisoryCouncilinidentifyingtheeducationalneedsand prioritiesoftheschool.

3.Activelyparticipatewiththeprincipalinthepreparationofthebudget,andreviewingthebudget- relatedconcernsaftereachFTEcount.

4.Indicateawarenessoftheprogramandplansfortheschoolbythesignatureofthechairpersonon thebudgetwhenitissubmittedfordistrictbudgetpreparation.

5.Assistintheidentificationandcoordinationoftheuseofcommunityresourcestoimprovestudentachievementandschooleffectiveness.

6.Addressparent/communityconcerns;workwiththeadministrationtosolveproblemsandtoinitiate desirablechange.

7.Assistinincreasing/sustaininghighlevelsofcommunitysupportfortheschool.

8.Assistinplanning,developingandimplementingparent/communityprogramsandtrainingactivities.

9.ParticipateinjointtrainingopportunitieswiththeSchoolAdvisoryCouncil.

10.InadditiontoindividualSchoolAdvisoryForummeetings,holdsemi-annualmeetingsjointlywiththe SchoolAdvisoryCouncil.

11.The SchoolAdvisory Forum shalluse guidelines developedby thedistrict, develop andadoptproceduralbylaws,conductmeetingsinaccordancewiththeFloridaSunshineLaws,andconductmeetingsaccordingtoRobert’sRulesofOrder,NewlyRevised.

12.Asanapoliticalorganization,officersandmembersareprohibitedfromusingtheirtitlesand/ortheir positionstoendorse,orgivetheimpressionofendorsingcandidatesforpublicoffice.Inaddition,publicmoniesand/ormaterialsmaynotbeusedtoendorsecandidatesorfurthertheircampaigns.

ARTICLEIII:MEMBERSHIP

Section1:MembershipoftheSchoolAdvisoryForum(SAF)shallberepresentativeoftheschool communitytoincludeparentsorguardiansofthestudentsenrolledintheschool,studentsoftheschool,employeesoftheschool,businesspartnersoftheschool,communitymembersandbusinesspeople.Participationfromallethnic,religious,cultural,andsocioeconomicbackgroundsiswelcomeand encouraged.

Section2:VotingRights:Meetingsareopentoallbutvotingrightsaregrantedonlytomemberswhoare parentsorguardiansofthestudentswhoareenrolledintheschoolormatriculatingtotheschoolthe followingyear,studentsoftheschool,employeesoftheschoolandbusinesspartnersoftheschool.To voteatanymeeting,membersmustsigninandshowproofthattheymeettheabovevotingmembership requirements,ifrequested.

ARTICLEIV:OFFICERS

Section1:Officers.TheofficersshallbetheChairperson,Vice-Chairperson,andRecordingSecretary.Theyshouldbeelectedannuallyatthefinalmeetingoftheschoolyearbutnolaterthanthefirstmeeting ofthenextschoolyear.

Section2:Eligibility:TheChairpersonandtheVice-chairpersonshallbeaparentorcustodialguardian ofastudentwhowillbeenrolledandattendingtheschoolduringtheirtermofserviceandshallnotbe employedbytheSchoolBoardofBrowardCountyattheschoolwheretheywillserve.

Section3:TermofOffice:ElectedOfficersshallserveaperiodofoneyearoruntiltheirsuccessorshave beenelected.Theymaybere-electedtothatofficefor2consecutiveterms.

Section4:ElectionofOfficers:Nominationsshallbetakeninaccordancewith ArticleV,Section2.The electionshallbebyawrittenandsignedballotwhenthereismorethanonecandidateforanyoffice.The ballotswillbecountedbyamemberofSchoolAdministration,amemberoftheNominatingCommittee andavotingmemberoftheAdvisoryForumwhoisnotontheballot.

Section5:ChairpersonDuties.TheChairpersonshallhavethefollowingduties:

a.PresideatalltheForest Hills ElementarySAFmeetings;

b.Signallcorrespondenceaswellas,distributeallcorrespondencetotheelectedofficersofthe

Forest Hills ElementarySAF

c.AttendallAreaAdvisoryMeetings

d.AttendtheSchoolAdvisoryCouncilmeetingsasavotingmemberorappointapermanentdesignee

toattendthemeetings

e.Actinaprofessional,promptandorganizedmanner.

f.RepresentthemajorityopinionofForest Hills ElementarySAF.

Section6:Vice-ChairpersonDuties.TheVice-Chairpersonshallhavethefollowingduties:

a.AssumealldutiesoftheChairperson,intheeventthe Chairpersonbecomesincapacitated,

unavailable,ormuststepdown.

b.AssisttheChairpersoninperforminghis/herduties

c.Govern yourselfby beingprofessional, prompt,andorganizedatalltimes.

Section7:RecordingSecretaryDuties.TheRecordingSecretaryshallhavethefollowingduties:

a.EnsuretherecordingofminutesateachForest Hills ElementarySAF.

b.PresenttheminutesatthenextForest Hills ElementarySAFmeetingforreview.

c.RetaincopiesofallminutesofanyForest Hills ElementarySAFmeetingsandcommittees.

d.TransmittheapprovedForest Hills ElementarySAFminutestothePrincipalandtosuchotherpersons astheForummaydirect.RetaincopiesofalltheForest Hills ElementarySAFcorrespondences,chairperson’sreports,andmeeting/committeereports

ARTICLEV:COMMITTEES

Section 1:The Chairpersonwill createsuch committeesas maybe required topromote theobjectives oftheForest Hills ElementarySAF.OnceformedthecommitteemembersshallelectaChairperson.

Section2:NominatingCommittee:TheChairpersonwillappointaNominatingCommitteeatthegeneral meetingnolaterthanMarch.TheCommitteewillconsistofatleastthreemembersandalwayshavean unevennumberofmembers.AtleastoneofficeroftheSAFshallserveontheNominatingCommittee.Thecommitteewillelectachairperson.ThepurposeoftheNominatingCommitteeshallbetonominate onepersontofilleachelectedpositionandtopresentthisslateofofficersatthegeneralmeetingwhere electionswilltakeplace.Additionalnominationsmaybemadefromthefloorwhentheelectionsareheld.TheCommitteeshallfunctionaccordingtoRobert’sRulesofOrder,NewlyRevised.

Section3:EachCommitteeChairshallhavethedutytoupdatetheForest Hills ElementarySAF,as necessary,atthemonthlygeneralmeeting.

ARTICLEVI:MEETINGS

Section1:GeneralMeetingsForest Hills ElementarySAFshallmeetregularlywiththetime,date,andplace of futuremeetingsdecidedbythe Forest Hills ElementarySAFwith theunderstandingthatallmeetingswill be heldinplacesthatareeasilyaccessibletothepublic.Notificationofallregularmeetingsshallbe includedintheminutesandannouncedperFloridaSunshineStatelaw.

TheForest Hills Elementary SchoolSAFshallmeetatleasttwiceayearwiththeForest Hills ElementarySchoolAdvisory Councilwiththetime,date,andplaceofmeetingtobedeterminedbya mutualagreementbetweenSchool Advisory Counciland School Advisory Forum.NotificationofallspecialmeetingsshallbeincludedintheminutesandannouncedperFlorida SunshineStatelaw.

Section2:SpecialMeetings:

Aspecialmeetingmaybecalledwhenitisdeemednecessarytoconductthebusinessofthe forum.TheChairpersonoramajorityvoteofthemembershipmaycallspecialmeetings.NotificationofallspecialmeetingsshallbeincludedintheminutesandannouncedperFlorida SunshineStatelaw.

ARTICLEVII:AMENDMENTS

ThesebylawsoftheForest Hills ElementarySAFmaybeamendedatanyregularmeetingbyatwo/thirds affirmativevoteofthoseeligiblevotersinattendance,providedthattheamendmenthasbeensubmitted inwritingatthepreviousmeeting.AnyamendmentmustconformtotheBrowardCountySchoolBoard PolicyforSchoolAdvisoryForums;Policy1.3.

ARTICLEVIII:PARLIAMENTARYAUTHORITY

TherulescontainedinthecurrenteditionofRobert’sRulesofOrder,NewlyRevisedshallgovernthe

Forest Hills ElementarySchoolAdvisoryForum.
