nternational Education Consulting (IEC) is a highly regarded provider of foreign credentials evaluation services for individuals, immigration attorneys, academic institutions, and other governmental and non-governmental clients. IEC evaluates foreign education and work experience credentials to determine their U.S. equivalency for a variety of purposes, such as college admission, employment, professional licensing, such as employment-based immigrant and non-immigrant visas.

For most types of employment-based visas, USCIS (United States of Citizenship and Immigration Services )requires that a candidate hold an equivalent of a Bachelor's degree from an accredited college or university in the U.S.

In relation to these services, IEC also provides expert analysis in the form of testimonials pursuant to requests for evidence from the USCIS and the Department of Labor associated with specialty occupation determination and qualifications of candidates for offered positions.

While IEC can customize its evaluation reports for any desired purpose to meet our clients’ specific needs; however, a vast majority of the evaluation reports fall under the following three types:

The education evaluation report reviews educational credentials earned in a foreign country and states their U.S. equivalence. This type of evaluation is most common for H-1B, EB-2, and EB-3 visa classification.

The H-1B temporary employment visa requires, at minimum, an equivalence of a bachelor's degree from an accredited institution of higher education in the U.S. in the specialty occupation of one’s proposed employment.

If foreign academic credentials are insufficient to establish a bachelor level U.S. equivalency, professional work experience may be substituted to make up for the deficiency in education, provided work experience meets certain criteria specified by the USCIS. USCIS mandates that an applicant must show three years of professional work experience for each year of deficiency in education. For instance, if an applicant’s foreign educational credentials are judged to be equivalent to an Associate’s degree from an accredited college or university in the U.S., then the applicant must demonstrate six years of professional work experience relevant to the proposed position to get the U.S. equivalency of a four-year degree.

This type of evaluation is most common for H-1B visas. IEC will evaluate both education and work experience to ascertain their U.S. equivalency.

A course-by-course evaluation reviews course level details and describes courses, credit hours, grades (upon request) and degrees, as well as overall grade point average (GPA) in terms of education system in the U.S.

A course-by-course evaluation is most often required for college admissions (for determination of transfer credits and fulfillment of other admission criteria), and may, at times, be required for professional licensing and certifications.

While the form of documentation required for credential evaluation may vary from situation to situation, in most cases IEC requires submission of the following documents according to the type of evaluation being requested:

  1. Copies of all final diplomas and certificates for secondary, higher secondary/intermediate, and postsecondary education.
  1. Copies of school transcripts (mark sheets) for all levels of education completed in a foreign country. At minimum, these documents should provide a listing of subjects studied, date of completion/examination, and length of each academic program attended. For institutions and programs that are well established in the country of origin, it may still be possible to do an evaluation even if all of the requested information is not available.

Note:- It you are lacking any of these documents, please contact us. In most cases, it may still be possible to do an evaluation of your foreign credentials.

  1. Copies of all final diplomas and certificates for secondary, higher secondary/intermediate, and postsecondary education.
  1. Copies of school transcripts (mark sheets) for all levels of education completed in a foreign country. At minimum, these documents should provide a listing of subjects studied, date of completion/examination, and length of each academic program attended. For institutions and programs that are well established in the country of origin, it may still be possible to do an evaluation even if all of the requested information is not available.
  1. Submit a detailed resume specifying each position held, listed chronologically, with a clear description of your role and responsibilities, including tools and skills used, start date and end date for each position and project, any special accomplishments, and employer's name and geographical location.
  1. Submit an employment verification letter from each employer, indicating position title, start date, end date, and a description of job responsibilities. Please be advised that only that portion of the work experience that has been authenticated by an employment verification letter may be used in equivalency evaluation.
  1. Copies of all final diplomas and certificates for secondary, higher secondary/intermediate, and postsecondary education.
  1. Copies of school transcripts (mark sheets) for all levels of education completed in a foreign country. At minimum, these documents should provide a listing of subjects studied, date of completion/examination, and length of each academic program attended. For institutions and programs that are well established in the country of origin, it may still be possible to do an evaluation even if all of the requested information is not available.
  1. Submit all available information regarding program structure, nature of the institution and its accreditation/recognition status, course syllabus, grading scheme, and admission and graduation requirements.
  • Note: Additional documentation may be requested as needed. IEC may request original documents to verify authenticity, which will be subsequently returned to the applicant. The applicant may request other means of delivery at his or her own expense. An evaluation report cannot be prepared until all requested information and documentation has been submitted. IEC will not be held liable for damages resulting from the loss or physical damage to the original documents requested by IEC in performance of its services for the applicant.

GENERAL

  • Evaluation reports prepared by IEC are advisory in nature and are non-binding on any third party. As such, IEC will not be liable for any damages resulting from the use of the evaluation report for any purpose by any individual or institution.
  • Evaluation reports prepared by IEC are based on the best information and research available. IEC utilizes all possible resources, placement recommendations and guidelines to form the basis for its interpretations and judgments. IEC does not guarantee that its conclusions and judgments will be accepted by the applicant or by a third party.
  • IEC's evaluation reports are prepared on the basis of thorough analysis of documents that are represented to be true copies of the originals. Any responsibility for factual and material misrepresentations lies directly with the client. If forgery or misrepresentation is suspected, evaluation report will not be prepared, all parties will be duly notified, and all appropriate actions will be taken to protect the integrity of the persons and institutions involved.
  • IEC reserves the right to request original documents to verify information provided by the applicant. The original documents will be subsequently returned to the applicant by regular mail. The applicant may request other means of delivery at his or her own expense. Furthermore, IEC will not be held liable for damages resulting from the loss or physical damage to the original documents requested by IEC in performance of its services for the applicant.
  • Any dispute between the applicant and IEC shall be governed by laws of the State of Virginia and shall be subject to the jurisdiction of the Fairfax County courts in the State of Virginia.

CORPORATE ACCOUNTS

IEC offers volume based discount to corporate clients. The amount of discount varies with level of account activity. Please contact us if this applies to you.

Corporate clients with regular account activity will be billed on a monthly basis. All charges must be paid by the due date. Accounts that are past due will be subject to a late fee to cover the cost of account maintenance and administration. IEC reserves the right not to service an account that is past due more than 60 days until the account has been fully paid, and may require advance payment for future evaluation requests. For new clients, we may require a valid credit card information for our file, which will be used to pay off the account balance in the event account has not been with 60 days from the date of the invoice.

ADVANCE PAYMENT

All fees are payable in advance, unless IEC agrees to defer a payment. An advance payment is not required for approved corporate accounts in good standing.

PAYMENT METHODS

All fees are payable in U.S. dollars by personal check, money order, cashier check, international money order or bank check with an office in the U.S. , payable to IEC, Inc. For personal checks, please allow up to 10 business days for check to clear. You may also pay online by means of a credit or debit card. For security reasons, IEC uses PayPal to process its credit card payments.

RETURNED CHECKS

Returned or cancelled checks will be charged a fee of $35.

REFUNDS

In recognition of a variety of business constraints, our refund policy differs according to the type of evaluation being requested. The following refund guidelines apply to evaluations submitted for standard processing.

Education Evaluation

For standard processing requests (7 business days processing), a full refund will be issued if a cancellation is requested within 24 hours from the time the application was first received by IEC. After the 24-hour period, a partial refund may still be issued if the application has not been processed yet. There will be no refund issued after the application has been processed.

For expedited requests, applications are processed almost immediately, and, therefore, only a partial refund may be issued even if the evaluation has not been completed.

Course-by-Course Evaluation

For course-by-course evaluation, all fees are non-refundable.

Education and Work Experience Evaluations

For standard processing requests (7 business days), a full refund will be issued if a cancellation is requested within 24 hours from the time the application was first received by IEC . In addition, all education and work experience evaluations are subject to a minimum processing fee, as described below.

Minimum Processing Fee (applies to an Education and Work Experience Evaluation)

All applications for education and work experience are subject to minimum processing fee that can range from $50 to $100, depending upon the amount of application material to be reviewed. The minimum processing fees typically apply when (1) a cancellation is requested after the 24-hour period but before document review is fully complete, or (2) when an evaluation cannot be completed due to lack of sufficient documentation, or (3) when a requested U.S. equivalency cannot established on the basis of submitted documentation.

Note: For expedited services, often it is not possible to issue refunds as processing of your application starts almost immediately. In all cases, the amount of refund due will be determined at the sole discretion of IEC.

RE-EVALUATION

Once an evaluation report has been prepared, a request for re-evaluation based on new information will be treated as a new application and will require a separate payment of fee.

RE-ACTIVATION FEE

If you are requested to submit additional documents, you will have a period of 120 days to do so, during which time your application will remain active. If needed, you may request additional time to submit requested documents. However, if you allow this time period to expire without taking any action, your application will be rendered inactive. To reactivate your application, you will be required to submit a new application and fee payment.

ADDITIONAL COPIES OF EVALUATION REPORTS

Additional copies of the report may be requested by the applicant at an additional cost. The cost of additional copies depends on the type of evaluation.

If requested within 30 days of when the evaluation reported was issued.

Education Evaluation: $15 per each additional copy.

Education and Work Experience Evaluation: $25 for each additional copy.

Course-by-Course Evaluation: $25 for each additional copy.

If requested after 30 days of when the evaluation reported was issued.

Education Evaluation: $30 per each additional copy.

Education and Work Experience Evaluation: $50 for each additional copy.

Course-by-Course Evaluation: $50 for each additional copy.

If you would like your report to be sent to a third party, please provide address and phone number on a separate sheet.

DELIVERY OPTIONS

After evaluation report has been prepared, the applicant will receive one copy of the report via fax, if fax number has been provided by the applicant. The original will be forwarded to the applicant via regular U.S. mail service. Following delivery options are available at an additional cost.

CHANGE IN PROCESSING FEES

The processing and postage fees may be changed by IEC without prior notice.

WAIVER

No waiver by IEC of any breach of the agreement by you shall be considered as a waiver of any subsequent breach of the same of any other provision.
