Introduction and Background

People Incorporated of Virginia is a private non-profit organization established in 1964 as the first community action agency in the Commonwealth of Virginia. For 50 years, the agency’s mission has been to provide opportunities for economically disadvantaged people to reach their goals in order to enhance their lives, their families, and their communities. Today, what began as a small, community-based organization has evolved into one of the nation’s largest and most successful Community Action Agencies and Community Development Corporations.

Commemorating its 50th anniversary in 2014, People Incorporated is known for promoting economic self-sufficiency for low-income residents and communities, and currently operates 29 programs focusing on child and family development, housing, community economic development, workforce development and community services. These programs and the services they provide are designed to help low-income residents achieve self-sufficiency and move into the economic mainstream.

Objective:

The objective of this Request for Qualifications is to engage a qualified firm to provide videography services resulting in one video of approximately 15 minutes, and 4-5 shorter videos (may be excepted from the main video) ranging from 30 seconds to 5 minutes that promote People Incorporated to a variety of stakeholders, provide greater exposure and visibility, and increase awareness of the agency in order to cultivate resources and expand capacity.The video(s) will include client testimonials, and will showcase People Incorporated’s programs and projects across the agency’s service areas.

Instructions on Proposal Submission:

  1. Closing Submission Date Proposals must be submitted no later than 4:30 p.m. on May 15, 2014.

It is important that the Offeror's proposal be submitted in a sealed envelope clearly marked in the lower left-hand corner with the following information:

Failure to do so may result in premature disclosure of your proposal. It is the responsibility of the Offeror to ensure that the proposal is received by People Incorporated by the date and time specified above. Late proposals will not be considered.

  1. Right to Reject: People Incorporated reserves the right to reject any and all proposals received in response to this RFQ. A contract for the accepted proposal will be based upon the factors described in this RFQ.
  2. Small, Woman, and/or Minority-Owned Businesses: Effortswill be made by People Incorporated to utilize small, woman owned, or minority-owned businesses (SWaM). An Offeror qualifies as a small business firm, if it meets the definition of "small business" as established by the Small Business Administration (13 CFR 121.201), by having average annual receipts for the last three fiscal years of less than six million dollars. Offerors should indicate within their response whether or not they qualify as a SWaM.
  3. Notification of Award: It is expected that a decision selecting the successful firm will be made within 2 weeks of the closing date for the receipt of proposals. Upon conclusion of final negotiations with the successful firm, all Offerors submitting proposals in response to this Request for Proposal will be informed, in writing, of the status of their proposal.

Goods and Service Required:

The services to be provided pursuant to this request include, but are not limited to planning, video/audio recording, and all associated editing necessary to produce:

o 15 minute agency video;

o A minimum of 2 30-second PR spots*;

o A minimum of 1 2-minute video*; and

oA minimum of 1 5-minute video.*

* May be excerpted from the 15-minute video

Proposal Criteria:

Responses to this Request for Qualifications must include, at a minimum, the information below; a contract for the accepted proposal will be based upon the factors described in the following proposal criteria:

1. Statement of Qualifications

  • History and Organizational Structure of Firm-Provide a description of the Offeror’s history and organizational structure and staff capacity, including whether or not the Offeror qualifies as aSWaM.
  • Experience of Firm – Provide a detailed description of the firm’s experience providing similar services. Examples of the Offeror’s past work may be included for review.
  • Experience/Qualifications of Assigned Professionals – Provide a resume for each individual who may be assigned to provide these services and designate the individual who would have primary responsibility for overseeing these services.

2. Scope of Services

Provide a description of the proposed service delivery strategy; typical turnaround times; services offered, including whether or not those services will be provided by the Offeror’s direct staff or through sub-contractors; and any other recommendations to demonstrate that the firm understands the organization’s needs.

3. References

Provide at least three (3) references, all of which have knowledge of your experience and expertise providing the requested services.

4. Disclosure of Potential Conflict of Interest

Provide a statement regarding any current or, to the extent possible, potential conflict of interest issues the firm or individual staff assigned to this project might have or encounter in taking on this engagement.

Price:

Price will not be the sole determining factor in the award of a contract. The Offeror’s proposed pricing and terms should include the applicable billable rate for services, any proposed retainer fees, and any other associated costs. The pricing information should be submittedas part of the Offeror’s response.

Evaluation of Qualifications: Evaluation of Qualifications for consulting services will be based on the following criteria:

People Incorporated of Virginia reserves the right to establish further criteria for evaluation of qualifications, to require submission of additional information, to request presentations by or meetings with any or all Offerors, to waive any informalities in submissions, to reject any or all submissions and to negotiate with successful respondents. People Incorporated also reserves the right to enter into a contract without further discussion of the proposals submitted. Therefore, proposals should be submitted initially on the most favorable terms, from both technical and price standpoints, which the Offeror can propose. People Incorporated contemplates award of the contract to the most responsive Offeror with the highest total points.

The successful Offeror will be required to provide evidence of Worker’s Compensation Insurance coverage prior to the award of a contract.

  2. The individual signing certifies that the Offeror is not involved in any agreement to pay money or other consideration for the execution of this agreement, other than to an employee of the Offeror.
  3. The individual signing certifies that the prices in this proposal have been arrived at independently, without consultation, communication, or agreement, for the purpose of restricting competition.
  4. The individual signing certifies that the prices quoted in this proposal have not been knowingly disclosed by the Offeror prior to an award to any other Offeror or potential Offeror.
  5. The individual signing certifies that there has been no attempt by the Offeror to discourage any potential Offeror from submitting a proposal.
  6. The individual signing certifies that he/she has read and understands all of the information in this Request for Qualifications.
  7. The individual signing certifies that the Offeror, and any individuals to be assigned to the contract, does not have a record of substandard work and has not been debarred or suspended from doing work with any governmental organization.
