PROCEDURAL REGULATIONS

for the SPbU School Olympiad in the 2017/2018 Academic Year

1. General Provisions

1.1.The qualifying round of the Olympiad in each general education subject (set of subjects) shall be organised as follows:

1.2.The qualifying round of the Olympiad in each general education subject (set of subjects) shall be organised in accordance with the qualifying round schedule published at the official website of St Petersburg University in the Olympiad section

1.3.The final round of the Olympiad in each general education subject (set of subjects) shall be organised on site.

1.4.The final round of the Olympiad in each general education subject (set of subjects) shall be organised in accordance with the final round schedule published at the official website of St Petersburg University in the Olympiad section

1.5.During the performance of the assignments of each round of the Olympiad any data entry (marking of papers) that can help identify the author of the paper shall be prohibited. In case any data (marks) that can help identify the author of the paper (surnames, names, patronymics, any digital or letter symbols, etc. making it possible to identify a particular participant) are discovered, such paper shall not be checked and its author shall obtain a minimum score (0 points).

1.6.The papers of all the participants are made anonymous through encryption, so that the author of any paper cannot be identified, and in such condition they are checked by the Organising Committee of the Olympiad.

1.7.Outside Russia, the qualifying round shall be organised as per the procedure established by the Organising Committee of the Olympiad.

  1. The Olympiad Assignments

2.1.Assignments for each round of the Olympiad shall be developed by the Methodological Board of the Olympiad and are based on the exemplary main educational programmes of basic general education and secondary general education in an amount approved either by the Deputy Chairperson of the Organising Committee of the Olympiad or his/her authorised representative. The Olympiad assignments shall comprise test questions, non-routine tasks and creative assignments.

  1. Participant Registration for the Olympiad

3.1.Participants shall be registered prior to the qualifying round.

3.1.1.Participants of the qualifying round are registered interactively at the SPbU official website in the Olympiad section One can participate in the Olympiad only within the time frames specified hereby.

3.2.When registering for the Olympiad, the participant, by entering his/her personal data into the registration form, shall confirm his/her familiarity with the following:

3.2.1.Procedures for School Olympiads approved by the Order 267 dd. April 04, 2014 of the Russian Federation Ministry of Education and Science (as amended by the Order No 1563 dd. December 10, 2014);

3.2.2.SPbU School Olympiad Statement;

3.2.3.these Procedural Regulations.

3.3.When registering for the Olympiad, the participant and one of his/her parents (authorised representatives) shall voluntarily give their consent to the participant's personal data processing under the laws of the Russian Federation (collection, storage, usage, transmission, publication) as well as to the publication, including Internet publication, of his/her Olympiad paper by SPbU. This consent shall be personally signed by the participant on either his/her Participant's Questionnaire or the participant's registration card and personally signed by the participant's parent (authorised representative) on the Statement of Consent to Personal Data Processing and shall be valid during the whole period of the Olympiad in the current academic year as well as within one year from the end of the Olympiad in the current academic year.

3.4.Unregistered candidates and those who denied being registered shall be prohibited from participation.

  1. Olympiad Organisation by Correspondence
  2. Before doing the Olympiad assignments, the participants shall be registered by filling in the registration form at the of the SPbU official website. In doing so, they must follow the relevant technical guidance. One of the parents (authorised representatives) of the participant shall be obliged to fill in the form of the Statement of Consent to Olympiad Participant's Personal Data Processing.
  3. Before doing the assignments, the participant and one of his/her parents (authorised representatives) shall be familiarised with these Procedural Regulations and the SPbU School Olympiad Statement as well as with the Procedures for School Olympiads approved by the Order 267 dd. April 04, 2014 of the Russian Federation Ministry of Education and Science (as amended by the Order No 1563 dd. December 10, 2014). The participants shall be informed that during the evaluation of papers and determination of the winners and runners-up all the works of the qualifying round participants shall be considered.
  4. By registering and starting doing the assignments the participant confirms that:
  5. the work is being done by the same person who have entered his/her personal data during the registration;
  6. he/she is a student of an educational organisation of the Russian Federation or other state implementing educational programmes of basic general education and secondary general education or their equivalents.
  7. The work shall be done by each of the Olympiad participants in person.
  8. The qualifying round held by correspondence shall be organised in the following formats:
  9. in Biology, Geography, History, Medicine, Social Science, Law, Economics and the set of subjects "Sociology" (Social Science, History):

The Olympiad shall be held interactively in the Internet. Access to the Olympiad registration form shall be provided to the participants from October 23, 2017 to January 21, 2018. Access to the Olympiad assignments shall be granted after the successful registration for the appropriate subject (set of subjects) until January 21, 2018. After being successfully registered, the participant shall receive to his/her e-mail address specified earlier a confirmation letter with login and password enabling him/her to receive assignments to be done interactively. The Olympiad assignments are generated from the assignment corpus and are of a complex character. Each variant must comprise assignments from the programme of basic general education and secondary general education in the appropriate subjects. Graphic image analysis may be included. The participant has 1 astronomical hour (60 minutes) to do the assignments. At the end of this period the accomplished task shall be directed to the assignment bank for being further passed on to the Olympiad Jury members in an unidentified manner.

4.5.2.in a Foreign Language ((English, Spanish, German, French):

The Olympiad shall be held interactively in the Internet. Access to the Olympiad registration form shall be provided to the participants from October 23, 2017 to January 21, 2018. Access to the Olympiad assignments shall be granted after the successful registration for the appropriate subject from January 15 to January 21, 2018.After registration the participant shall be provided access to the qualifying round assignments. The Olympiad assignments are generated from the assignment corpus and are of a test character. The participant has 1 astronomical hour (60 minutes) to do the assignments. At the end of this period the accomplished task shall be directed to the assignment bank for being further passed on to the Olympiad Jury members in an unidentified manner.

4.5.3.in Informatics:

The Olympiad shall be held interactively in the Internet. Access to the Olympiad registration form shall be provided to the participants from October 23, 2017 to January 21, 2018. Access to the Olympiad assignments shall be granted after the successful registration for the appropriate subject (set of subjects) until January 21, 2018. The qualifying round includes: 1) doing assignments at the Olympiad website; 2) getting assignments in programming. The list of questions of the Olympiad assignment shall be generated from the question corpus by random sampling. The participant has 2 astronomical hours (120 minutes) to do the assignments at the Olympiad website. Having accomplished that, the participant shall get the programming assignments (by random sampling from the task list). The text of the programming work must be uploaded by the participant until January 21, 2018 to the electronic system of the Olympiad qualifying round held by correspondence. All the papers shall be directed in an unidentified manner to the Olympiad Jury members, who, independently from one another, shall grade the papers using the predefined criteria. The final grade of each participant shall be formed as the sum of the points obtained for the assignments done on the website and points obtained for the programming assignments.

4.5.4.in Mathematics:

The Olympiad shall be held interactively in the Internet. Access to the Olympiad registration form shall be provided to the participants from October 23, 2017 to January 21, 2018. Access to the Olympiad assignments shall be granted after the successful registration for the appropriate subject (set of subjects) until January 21, 2018. After registration the participant shall be provided access to the qualifying round assignments. The participant has 1 astronomical hour (60 minutes) to do the assignments. At the end of this period the accomplished task shall be directed to the assignment bank for being further passed on to the Olympiad Jury members in an unidentified manner.

To determine the final grade for the qualifying round participant's paper, both the correctness of the answer and the manner of solving the appropriate problem shall be graded.

4.5.5.in the set of subjects "Journalism":

The Olympiad shall be held interactively in the Internet. Access to the Olympiad registration form shall be provided to the participants from October 23, 2017 to January 21, 2018. Access to the Olympiad assignments shall be granted after the successful registration for the appropriate subject (set of subjects) until January 21, 2018. The qualifying round includes: 1) doing a test assignment; 2) creative project presentation. The list of questions of the Olympiad assignment shall be generated from the question corpus by random sampling. The participant has 1 astronomical hour (60 minutes) to do the assignments at the Olympiad website. Having accomplished that, the participant shall get the creative project topic (by random sampling from the list of topics). The text of the creative projects must within three days from getting the topic be uploaded by the participant to the electronic system of the Olympiad qualifying round held by correspondence. All the papers shall be directed in an unidentified manner to the Olympiad Jury members, who, independently from one another, shall grade the papers using the predefined criteria. The creative project grade shall be formed by the arithmetic mean of the points awarded by the three Jury members. The final grade of each participant shall be formed as the sum of the points obtained for the test and creative assignments.

4.5.6.in the set of subjects "Modern Manager" (English, Mathematics, Social Science):

The Olympiad shall be held interactively in the Internet. Access to the Olympiad registration form shall be provided to the participants from October 23, 2017 to January 21, 2018. Access to the Olympiad assignments shall be granted after the successful registration for the appropriate subject (set of subjects) until January 21, 2018. After registration the participant shall be provided access to the qualifying round assignments. The Olympiad assignments are generated from the assignment corpus. Each variant must comprise various types of assignments from different sections of the programme of basic general education and secondary general education in English, Mathematics and Social Science. The participant has 3 astronomical hours (180 minutes) to do the assignments. At the end of this period the accomplished task shall be directed to the assignment bank for being further passed on to the Olympiad Jury members in an unidentified manner.

4.5.7.in Physics:

The Olympiad shall be held interactively in the Internet. Access to the Olympiad registration form shall be provided to the participants from October 23, 2017 to January 21, 2018. Access to the Olympiad assignments shall be granted after the successful registration for the appropriate subject (set of subjects) until January 21, 2018. After registration the participant shall be provided access to the qualifying round assignments. The participant has 2 astronomical hours (120 minutes) to do the assignments. At the end of this period the accomplished task shall be directed to the assignment bank for being further passed on to the Olympiad Jury members in an unidentified manner.

To determine the final grade for the qualifying round participant's paper, both the correctness of the answer and the manner of solving the appropriate problem shall be graded.

Problems requiring presentation of their solution can be formalised as follows: a) in the Microsoft Word 2003 text format using the Equation editor and standard fonts such as Times, Arial, Symbol; b) in either the GIF or JPEG formats as well as in the PDF format as scanned sheets of paper with solutions. Readability of the submitted materials is a prerequisite. If the text is not readable, such a solution shall not be subject to grading by the Jury members.

4.5.8.in the set of subjects "Philology" (Russian Language, Literature, Foreign Language)

The Olympiad shall be held interactively in the Internet. Access to the Olympiad registration form shall be provided to the participants from October 23, 2017 to January 21, 2018. Access to the Olympiad assignments shall be granted after the successful registration from January 15 to January 21, 2018.After registration the participant shall be provided access to the qualifying round assignments. The Olympiad assignments are generated from the assignment corpus and are of a test character. The participant has 1 astronomical hour (60 minutes)to do the assignments. At the end of this period the accomplished task shall be directed to the assignment bank for being further passed on to the Olympiad Jury members in an unidentified manner.

4.5.9.in the set of subjects "Engineering Systems" (Mathematics, Chemistry, Physics, Informatics):

The Olympiad shall be held interactively in the Internet. Access to the Olympiad registration form shall be provided to the participants from October 23, 2017 to January 21, 2018. Access to the Olympiad assignments shall be granted after the successful registration for the appropriate subject (set of subjects) until January 21, 2018. The qualifying round includes: 1) doing assignments at the Olympiad website; 2) getting assignments in the set of subjects. The list of questions of the Olympiad assignment shall be generated from the question corpus by random sampling. The participant has 2 astronomical hours (120 minutes) to do the assignments at the Olympiad website. Having accomplished that, the participant shall get the assignments in the set of subjects (by random sampling from the task list). The text of the paper in the set of subjects must be uploaded by the participant until January 21, 2018 to the electronic system of the Olympiad qualifying round held by correspondence. All the papers shall be directed in an unidentified manner to the Olympiad Jury members, who, independently from one another, shall grade the papers using the predefined criteria. The final grade of each participant shall be formed as the sum of the points obtained for the assignments done on the website and points obtained for the assignments in the set of subjects.

4.5.10.in Chemistry:

The Olympiad shall be held interactively in the Internet. Access to the Olympiad registration form shall be provided to the participants from October 23, 2017 to January 21, 2018. Access to the Olympiad assignments shall be granted after the successful registration for the appropriate subject until January 21, 2018. After registration the participant shall be provided access to the qualifying round assignments. The participant has 2 astronomical hours (120 minutes) to do the assignments. At the end of this period the accomplished task shall be directed to the assignment bank for being further passed on to the Olympiad Jury members in an unidentified manner.

4.6.In case of a technical failure while doing the qualifying round assignments by correspondence, the Organising Committee, after considering the participant's written appeal, can make a decision to give this participant a right to retake the tests of the Olympiad. Such a decision shall be taken after analysing the technical recording of the participant's operational sequence in the system of online organisation of the Olympiad. The deadline for such appeal submission is January 22, 2018, on or prior to 6 p.m., Moscow standard time. The appeal must be sent to . In case of a positive decision, the retaking of the tests shall be organised from January 23 to January 26, 2018.

4.7.After doing the qualifying round assignments by correspondence, the participant may look up the technical score of the automated grading of the paper in his/her personal account. Regardless of that, the paper shall be graded by the Olympiad Jury. The final results of the qualifying round shall depend on the Jury grading and may differ from the technical grading.

  1. Organisation of Final Round of the Olympiad
  2. Participants shall be registered prior to the final round from February 05, 2018 to March 25, 2018. The final round is held on site.
  3. If they have not taken part in the qualifying round, the final round participants being either winners or runners-up of the previous academic year Olympiad in the appropriate subject shall submit to the organisers their Statements of Consent to Olympiad Participant's Personal Data Processing filled in by one of the participants' parents (authorised representatives).
  4. The registration shall be finished prior to the beginning of the final round in the appropriate room. The participants shall confirm their registration by their personal signatures in the Registration Lists. Either during the registration or in the process of doing the assignments, the Olympiad Organising Committee's coordinators in each subject (set of subjects), employees of the Admissions Office or officials authorised by the Chairperson or Deputy Chairperson of the Organising Committee to hold the Olympiad in the appropriate subjects (sets of subjects), workers of SPbU's partner organisations bound with the University by cooperation agreements on organising the Olympiad in the appropriate organisation shall check the participants' identity documents, statements from their educational institutions or their effective student cards (or copies thereof), i.e. make sure that the work is being done by the holder of this passport being a student of an educational organisation of the Russian Federation or other state implementing educational programmes of basic general education and secondary general education or their equivalents.
