a.Equal Employment Opportunity Requirements - The SAWS highly encourages Respondents to implement Affirmative Action practices in their employment programs. The SAWS Board of Trustees has adopted a policy to establish and oversee a program that will support the inclusion of small, minority and woman-owned businesses (SMWB). It is the policy of SAWS that it will ensure that small, minority, and woman-owned businesses have an equal opportunity to receive and participate in SAWS contracts. It is our policy to:

The successful respondent will be required to report the actual payments to all subcontractors, specifically SMWB firms, in the time intervals and format prescribed by SAWS. This information will be utilized for SMWB participation tracking purposes. Any unjustified failure to comply with the committed SWMB levels may be considered breach of contract

b.All SMWBs responding to SAWS solicitations as either prime or subcontractors, consultants, or vendors will require certification as an SMWB. SMWB certification will be accepted from The South Central Texas Regional Certification Agency (SCTRCA), the Texas Historically Underutilized Business (HUB) Program, or any federal SMWB designation. The GFEP, which is required with submittals of construction bids and professional services and other consulting proposals, includes an aspirational SMWB goal. In order to comply with the SMWB goal in the GFEP, all firms submitted as SMWB must provide a copy of their certification certificate. If you have questions, please contact Marisol V. e.The SMWB goal is expressed as a percentage of the total dollar amount of the contract going to SMWBs for those areas which the Respondent has subcontracted or anticipates subcontracting, including any future contract amendments. The goal shall also apply to contract amendments that require work beyond the scope of services originally required to accomplish the project.

f.The Respondent agrees to employ good faith efforts to carry out this policy through award of sub consultant contracts to SMWBs to the fullest extent possible. SAWS Respondents are expected to solicit bids from available SMWBs on contracts which offer subcontracting opportunities.

g.Respondents for this contract are asked to make good faith efforts to meet or exceed the aspirational goal for SMWB participation. Respondents must satisfy the good faith effort requirements by documenting outreach conducted by the respondent to achieve the overall aspirational goal for professional services on the SMWB Good Faith Effort Plan or completing all sections of the SMWB Good Faith Effort Plan. The Good Faith Effort Plan will be subject to approval by the SMWB Program Manager, as part of the proposal submittal, prior to the award of the contract. Should the Good Faith Effort Plan not be submitted, the proposal shall be considered non-responsive.

h.SAWS highly encourages applicants in those instances when joint venturing and/or subcontracting is appropriate, to form joint ventures and/or provide subcontracting opportunities to small, minority and woman-owned firms.

The SAWS GFEP will be used for scoring purposes based upon SMWB participation. The information provided in the GFEP will be utilized in the development of the final contract/agreement. The GFEP format is attached as Exhibit “B.” This form is required and considered part of the response to the RFQ.

Please note that as of 1/1/2017, an updated SMWVB Policy and scoring methodology are being implemented by San Antonio Water System. Veteran-owned Business Enterprises (VBEs), are tracked for statistical purposes, but are not eligible for points. The maximum number of Small, Minority, and Woman-owned Business (SMWB) points to be earned is 15 points. Self-performance and subconsulting may be used to achieve the aspirational goals and earn points. SMWB Respondents and/or subconsultants must be certified by the South Central Texas Regional Certification Agency. Eligible firms (including MBEs and WBEs) must also be certified as a Small Business Enterprise (SBE), and must perform a commercially-useful function on the project in order to be counted for SMWB points. Please see the Good Faith Effort Plan for definitions of terms. All Respondents, whether SMWB or not, may earn the maximum number of SMWB points (15) by adhering to the point structures belowwhen attempting to meet the aspirational goals:

System, beginning with the first SAWS payment for services under the contract, and with every payment thereafter (for the duration of the contract). This information will be used for subcontractor utilization tracking purposes. Any unjustified failure to comply with the committed SWMB levels may be considered breach of contract.

Web Submittal of Subcontractor Payment Reports

The Respondent is required to electronically submit subcontractor payment information using the Subcontractor Payment and Utilization Reporting (S.P.U.R.) System, accessed through a link on SAWS’ “Business Center” web page. The Contractor and all subcontractors will be provided a unique log-in credential and password to access the SAWS subcontractor payment reporting system. The link may be accessed through the following internet address:

Training on the use of the system will be provided by SAWS. After the prime receives payment from SAWS, electronic submittals will require data entry of the amount paid to each subcontractor listed on the Contractor’s Good Faith Effort Plan.

Below is a listing of all of the questions received by 4:00 p.m. March 21, 2017 and the official SAWS answers to those questions.

  1. Will it be possible to get a list of the existing system control panels?

  1. Will it be possible to get a list of doors, inputs, and outputs connected to each controller? Will SAWS have any specific requirements (other than those required by the ACS manufacturer) for the new system servers?

  1. How many client stations will be used to access the system?

There will be 25 users accessing the system.

  1. Do you have a list of all SAWS locations that this Access Control upgrade will effect?

  1. I was wondering if you can provide a camera count that will be pulled into the access control system.

Currently there are approximately1050 cameras in our system, that is not a static number.

  1. Can we get a wiring closet breakdown of readers and I/O coming back to each closet?

  1. What type of Readers and Credentials is SAWS using?

The majority of our readers are UTC Model T-520SW. A few are UTC Model T-500SW and the current access badges are HID iClass, part number 2102PGGMN.

  1. Are they proprietary?

Yes, the majority of our readers are UTC Model T-520SW. A few are UTC Model T-500SW.

  1. How many cameras are in the system?

Currently there are approximately1050 cameras in our system, however that is not a static number.

  1. 1.A. Objective says 25 users and 1.B. Background says 20 end users. Kindly confirm which you prefer?

We are looking to have 25 users.

  1. Is concurrent licensing OK or does SAWS want a solid 25 user client licenses?

We want to have 25 users on the system at one time.

  1. Can SAWS provide a clean common credential database file or Excel file for import into the new system?

SAWS’ current database is in SQL 2008 R2.

  1. How many cameras are in the system and do they need to control all of them through the command and control software?

There are 1050 cameras currently in our system. The command and control software will need to control all of them.

  1. Are the cameras IP or Analog?

1022 of the cameras are IP, the remaining 28 are analog.

  1. Are the cameras proprietary?

No, the cameras are Axis Cameras.

  1. WebEx is mentioned several times. Are we required to sign up for a WebEx account or can SAWS set up these meetings? Can we use an alternate,ie GoToMeeting, etc?

SAWS will setup any required WebEx meetings.

  1. Can we get an exact count of readers, panels and site locations? We were given rough estimates in the meeting, and exact count would be useful.

  1. Can we get addresses for each site location?

SAWS will provide addresses of to each of the site locations to the successful respondent. We have provided a mileage chart of distances from our Headquarters location on 281N to the various locations. See attached spread sheet Attachment 2.

  1. Your question #8: The access control system shall be capable of integrated operation with other security related systems such as Video Analytics Systems (VAS) PSIM/ Situation Management, or Cyber Security Management System (CSMS). Whatever manufacturer that we offer will integrate with VAS, PSIM, etc—but is there a specific manufacturer for each one that we will need to be aware of, need to integrate with?

No, there are not any specific VAS, PSIM or CSMS systems that we require integration with. However we do require integration with our current Video Management System from Salient Systems.Refer to RFP page 2 for integration requirements.

  1. In the meeting it was mentioned that some of the readers are to be used and some will need to be replaced. Can we get a count of what will be used, along with part numbers for those readers, as well as the count for how many readers will need to be replaced?

We do not require that any of the readers be replaced. We hope to use all existing readers. However, you should provide unit pricing of your proposed system’s readers in the event that additional requirements are presented before the contract award. The majority of our current readers are UTC Model T-520SW P/N 430210003. A few are UTC Model T-500SW P/N 430209002.

  1. Can you provide the existing Card Reader part number?

The majority of our current readers are UTC Model T-520SW P/N 430210003. A few are UTC Model T-500SW P/N 430209002.

  1. Are you utilizing the WIU-4 reader interface boards?

No, we are not using WIU-4 interface boards.

  1. Micro5 part numbers, control panels?

The requested part numbers are as follows: M3000PXNPlus Microcontroller P/N 450231001, Model M3PPMSP and DD1FC Direct Door Controller.

  1. PXNplus?

  1. Ethernet or serial communications to the host?

We don’t understand the question. What is the host?

  1. Can you provide the type of cable pulled from the control panels to the card readers? (how many conductors? Composite cable?)

The cable from MRJ board to the Reader is 18/6.

  1. As I understand from the prebid, the 3 database and 15 comm servers SHOULD be replaced with ONE server if possible within our solution? Is this correct?

The software and databases will be added to the existing infrastructure provided by SAWS. The successful respondent will not need to provide any physical servers for this project.

  1. Page 19 of 33 of the RFP, “References of current users…” line one states experienced LOCAL integrators, please define LOCAL?

A business located in the San Antonio Metropolitan Statistical Area (SAMSA) , which includes the counties of Atascosa,Bandera,Bexar, Comal, Frio, Guadalupe, Kendall, Kerr, McMullen, Medina, Uvalde and Wilson. A business’s presence in the SAMSA thatconsists solely of a P.O. box, a mail drop, or a telephone message center does not count as beinglocal.
