FORWARD PLAN: JANUARY – APRIL 2009

1.0Summary

1.1This report seeks approval for the publication of the Council’s Forward Plan detailing the business of the Council over the next four months.

2.0Contribution to the Council’s Corporate Objectives

2.1The Forward Plan outlines the work undertaken across the Council to achieve the Council’s corporate objectives.

3.0Background

3.1Members will be aware from previous reports that there is a statutory requirement on the Council to publish its Forward Plan. This outlines the key decisions scheduled to be taken by the Executive over the next four months, and details who is responsible for making these decisions.

4.0Report

4.1Where relevant, the Plan contains details of the following particulars:

  • the matter in respect of which the key decision is to be made,
  • the date on which, or the period within which, the decision is to be made,
  • the identity of any groups or organisations whom the decision maker proposes to consult before making the decision,
  • the means by which any such consultation is proposed to be undertaken,
  • the steps that may be taken by any person who wishes to make representations in respect of the subject matter on which a decision is to be made, and
  • a list of documents to be considered by the decision maker.

4.2A key decision means an Executive decision which is likely to result in the Council incurring expenditure (or making savings) which is significant in relation to the Council’s overall budget for the service or function to which the decision relates, or is significant in terms of its effects on communities living or working in an area comprising two or more wards of the Council. Details of key decisions must be included in the Forward Plan.

4.3The Forward Plan, attached as Appendix ‘A’ (Pages 4 – 5), is enclosed for approval by the Executive Member for publication as a non-key decision. The Plan seeks to be accurate as possible and includes known information at the time of publication.

4.4This version of the Forward Plan shall be taken to have superseded any earlier Forward Plan document. The reports listed, excepting those of an exempt nature, will be made available for public inspection five clear days before the meeting listed, at the Council Offices in Bishop’s Stortford and Hertford, and can be viewed on the Council’s website – www.eastherts.gov.uk.

4.5As well as key decisions, a number of other items are reported to the Executive. Details of these are set out in the “Committees Work Programme”, which is publicised on the Members’ Extranet and in the Members’ Information Bulletin. This Work Programme will be updated on a regular basis.

5.1None.

6.0Legal Implications

6.1The Council is obligated to publish its Forward Plan setting out the key decisions to be taken over the next four months, at least fourteen days prior to the period in question.
