MAIN RESPONSIBILITIES

In accordance with Agency policy and procedures and in close collaboration with the AHC and A/CFHP, the incumbent assumes functions related to the implementation and management of hospitalization services provided by UNRWA through monitoring hospital services provided, controlling expenditures and monthly reporting for evaluation purposes and in order to ensure access of Palestine Refugees to quality care hospitalization services. In particular, the incumbent:

(A)Conducts daily visits to contracted hospitals to verify patients’ admissions and ensure compliance with admission criteria for self admitted patients or for patients referred by Health Centers’ Medical Officers, in case of secondary and/or tertiary hospitalization care;

(B)Directs the implementation of hospitalization services in his/her Area in coordination with the AHC and other concerned personnel; covers areas of hospitalization activity to ensure that relevant procedural requirements are fulfilled while delivering a quality, cost-effective service to patients; implements approved department policies, processes, and procedures and monitors adherence; assists the AHC in liaising and maintaining contacts with NGOs, community leaders, governmental and municipal organizations and other bodies to enhance cross-functional responses to the health needs;

(C)Monitors the financial hospitalization expenditures against budget so that areas of unsatisfactory performance are identified and rectified promptly and potential performance improvement opportunities are capitalized upon; reviews hospitalization bills and hospitals’ admission documents before they are delivered to the Health Department to ensure clinical relevance of these admissions and their compliance with the agreed upon terms and conditions;

(D)Receives and investigates complaints from UNRWA – referred patients and solves their problems; monitors and measures the performance of contracted hospitals to guarantee the provision of good quality services to Palestine Refugees; this includes, but is not limited to, reviewing patients’ medical records in hospitals, calculating indicators, and monitoring the quality of standards;

(E)Provides quantitative and qualitative reports on the status of hospitalization in order to assist management in decision making;

(F)Performs such other duties as may be assigned.

PERSONAL & PROFESSIONAL COMPETENCIES

Academic and Professional

(i)A Medical Degree from a recognized university including an internship of at least 12 months duration;

(ii)A valid governmental license to practice medicine in the country of duty station.

Experience

At least five years of satisfactory professional working experience in the public health field and specifically in hospitalization supervision and monitoring of in-patient services.

Language

Excellent command of written and spoken English and Arabic.

(i)Excellent analytical skills, including the ability to interpret medical information/data, to summarize findings and to contribute to reports;

(ii)Strong Communication Skills, including the ability to present technical information to different target audiences in a clear and concise manner;

(iii)Management skills, including the ability to deal with administrative issues;

(iv)Good decision making, conflict resolution & problem solving skills;

(v)Good Computer skills.

(vi)Ability to work under pressure,

DESIRABLE QUALIFICATIONS

(i)Knowledge of UNRWA and Health services, in particular;

(ii)Proficiency in standard PC applications of the Agency.

CONDITIONS OF SERVICE

Salary: Monthly basic salary L.L 2,052,755+L.L. 404,224 Allowance

Contract Duration: Fixed term-Three years

Holidays: 30 days annual leave

Dependency allowance: Dependent spouse: L.L 60,000 per month Dependent child: L.L 33,000 per month

Pension: Provident Fund contribution

EQUIVALENCY

Candidates with an equivalent combination of relevant academic qualifications, professional training and progressive work experience may also be considered.

RECRUITMENT PROCESS:

The Recruitment process is based on the Agency’s strategy to obtain the best qualified and suitable employees through a competitive recruitment process. After the deadline for receiving applications, all applications will be reviewed by Human Resources and the Hiring Department. Short-listed candidates who fully meet the required criteria shall undergo technical and practical tests. For all posts, the weight allocated for the combined technical & practical tests is 60% and for the interview is 40%. The final recommendation for selection is based on the combined test results, interview assessment, Agency priorities and needs and the candidate’s profile.

Where there are two or more equally qualified candidates, selection preference will normally be given to internal candidates, Palestine Refugees and candidates of the under-represented gender. An internal candidate with a temporary-indefinite or fixed-term appointment selected for this post will retain his/her current contractual status and entitlements in accordance with current letter of appointment and applicable Area Staff Rules. With their prior agreement, candidates who are approved as suitable for appointment but are not the selected candidate for this vacancy, will be placed on the Agency’s roster of pre-approved candidates for a period of up to one year, and may be considered for future vacancies in the same position. The Agency maintains the discretion to fill future vacancies for this position from the roster without re-advertising the vacancy.

TECHNICAL & PRACTICAL TESTS REQUIRED:

For short-listed candidates, the following tests will be conducted:

The top 10 scoring candidates, given that none have scored less than 50%; will be invited for an interview.
