Dr Ellis welcomed everyone to the Health & Wellbeing Forum and introductions were made.
2. / Presentations: Gillian Shadbolt, Service Director for Care & Repair (Northamptonshire) Ltd delivered a presentation updating forum members on the range of services available from Care & Repair. These include a repair and home maintenance service; child home safety works; warmth at home measures and for those struggling to fund essential home repairs they offer hardship funding. Anyone can refer into the services and they work closely with Community Law Services.
A discussion took place around the services offered by Northampton Care and Repair, who used to have the minor adaptations works contract for NCC. Currently Millbrook are the providers of minor works. Vicki Jessop advised there were instances where the costs of minor works quoted by Millbrook exceeded the budget threshold for minor works adaptations, whilst the council are able to arrange for the work for below the budget threshold. This has resulted in the council picking up the minor works and costs through the disabled facilities grant budgets.
Dr Ellis enquired as to whether Care & Repair had a connection to the ‘Falls Team’ at Isebrook hospital. Gillian Shadbolt confirmed that they did.
Caroline Kingsnorth, Senior Co-ordinator Collaborative Care Team, provided a presentation to update Forum members on the progress of the project. Originally a GP referral-based project referrals were now being received from other professionals coming across those people in need. Caroline outlined the referral process and how support was offered in the main for up to 6 weeks although some cases required longer. Cases supported through the project have reached 86 with further capacity for another 10 – 12 new referrals per week. They are looking at more areas of expertise such as Delos. It is noticeable that low levels of mental health are an issue.

Vicki Jessop advised that Wellingborough Homes advised at the Housing Forum that they are undertaking a review of their independent living schemes for older persons. They advised they were experiencing difficulty with letting the stock allocated for this, even though improvements had been carried out. NCC published its ‘Social Care Accommodation Strategy for Older People 2016 – 2021 at the end of January 2016 and the 7 local boroughs and districts were contributing to this work looking at what the need is going forward. Vicki advised that people’s aspirations have changed and this must be given consideration as part of this piece of work going forward. Rosemary Hadaway advised that she is one of the VCS representatives on the Scrutiny Committee for Health & Adult Social Care who have been looking at this draft strategy. It was agreed to invite Lauren Humber, author of the NCC strategy to the November meeting to provide an update.
4. / Discussion: First for Wellbeing (CIC)Following the presentation by First for Wellbeing at the last meeting there was discussion around what the organisation will contribute to public health outcomes locally and at what cost. Value for money will become increasingly important as current EU funding of £320m for the charitable sector may be in jeopardy in the future. Charitable organisations will need to diversify their funding base to compensate for a reduction in traditional funding streams. Stephen Marks provided a verbal up date from Sarah Ward, Area Manager, First for Wellbeing sharing progress to date and it was agreed to invite Sarah to provide an update to the Forum at its first meeting in 2017, date yet to be set.
5. / Potential ‘At Risk’ Groups:Stephen Marks circulated a briefing note complied by NCC Public Health on the estimated levels of dementia need in the borough. It is difficult to get borough level information as it is mainly at Nene CCG or GP practice level.
Vicki Jessop said she felt that what needs to be considered is what care facilities do we have now in Wellingborough and what will we need in the future? Are there homes that won’t meet the long-term needs? It was asked whether Health Watch has done some work around dementia and it was agreed for Susan Hills to investigate and report back to the next meeting.
Rosemary Hadaway advised that they are working with Armed Forces veterans. Discussion took place around the particular issues faced by this group. Rosemary Hadaway to forward veteran figures to Moira Hope for circulation. What is contained/covered in the Armed Forces Covenant?
It was asked whether the outcomes of the NCC consultation on the future of Care Homes for Older People had been published yet? Questions were raised including what are the needs in the borough; what services are being provided; what services could be provided; what could this Forum achieve? Members were asked to find out any information held within their own organisations to bring back to the next meeting in September.
6. / AOB
  • Request by the University of Leicester: Moira Hope table arequest that had been received from the University of Leicester to attend and observe a Health & Wellbeing Forum meeting as part of a research study being carried out. Members discussed the request and agreement was given for Moira Hope to invite Dr Pamela Carter to attend and observe the September meeting.
  • Stephen Marks advised of a report from NCC covering findings from a Mental Health survey commissioned by NCC. This report has already been circulated prior to the meeting. Stephen also advised that he had responded to the consultation on the Emerging Plan for the Borough of Wellingborough on behalf of NCC Public Health. Stephen will forward this response to Moira Hope for circulation. It was also advised that a Health Needs study had been commissioned for the north of the county.
