a)  The tenderer who have purchased the tender specification are only eligible to quote the rates.

b)  If any of the dates mentioned in the tender notification and specification happen to be a holiday due to unforeseen reason the same will be considered as the next working day.

c)  Any requisition for tender specification beyond the specified date, will not be entertained.

d)  The Superintending Engineer, RPUC Pune has the right to reject all or any tender without assigning any reason.

FOR ENGAGEMENT OF AGENCY FOR MONTHLY METER READING THROUGH DIGITAL PHOTOGRAPHY & DATA ENTRY & BILL DISTRIBUTION FOR RCI CONSUMERS HAVING THE LT BILLING SYSTEM WITH DTC PHOTO READING UNDER Bund Garden DIVISION FOR RASTA PETH URBAN CIRCLE.

THE DETAILED ACTIVITIES TO BE UNDERTAKEN BY THE AGENCY WILL BE AS UNDER: -

a)  Pre-printed stickers indicating consumer Number is to be pasted on the consumer’s meter, consumer premises door and the meter box wherever necessary this will be a one time job

b)  Monthly meter reading through digital photography and preparation of CD of RCI consumers.

c)  Data punching of the said readings

d)  Bill distribution (Bill generation & printing will be done by MSEDCL).

e)  T/F meter reading.

f)  Correcting route sequence of scattered consumer or mismatch PC consumer.

The contract period shall be initially for One year that is up to 30/06/08 and renewable for such period or periods as mutually agreed.

The prospective Bidder should have the necessary competence, adequate financial standing, sufficient experience, expertise and related infrastructure for handling contract work of similar nature.

INSTRUCTIONS TO TENDERER

This invitation of Bid is open to eligible bidders for “FOR ENGAGEMENT OF AGENCY FOR MONTHLY METER READING THROUGH DIGITAL PHOTOGRAPHY & DATA ENTRY & BILL DISTRIBUTION FOR RCI CONSUMERS HAVING THE LT BILLING SYSTEM WITH DTC PHOTO READING UNDER Bund Garden DIVISION FOR RASTA PETH URBAN CIRCLE.

1.02  The scope of work covered under the tender shall comprise of

MONTHLY METER READING THROUGH DIGITAL PHOTOGRAPHY & DATA ENTRY & BILL DISTRIBUTION FOR RCI CONSUMERS HAVING THE LT BILLING SYSTEM WITH DTC PHOTO READING UNDER Bund Garden DIVISION FOR RASTA PETH URBAN CIRCLE.

under jurisdiction of Rasta Peth Urban Circle, Pune as per the instructions

of concerned Executive Engineer / S.D.O.’s/Incharge of Billing unit after

receipt of order from the Office and completing of all formalities.

1.03 The EARNEST MONEY to be deposited with tender shall be

Rs. 50,000/- Tenders submitted without earnest money shall be summarily rejected.

1.04  Payment of earnest money as indicated in clause 1.03 shall be

accepted in the form of cash / demand draft in favour of Supdt. Engineer, MSEDCL, RPUC, Pune payable at any Scheduled Bank, Pune. The Earnest Money Deposit will be forfeited in case successful tenderer fails to pay security deposit and execute the contract agreement within the prescribed period. Payment of Earnest Money by “Cheque” shall be not been accepted.

1.05 The blank tender form will be available at the cost of Rs. 1,000/- in cash at Block No. 204, Rasta Peth Admn. Building, Rast Peth, Pune - 411 011 from 3/07/07 to 11/07/07 up to 15.00 Hours. Last date of submission of tenders will be 12/07/07 up to 13.30 Hour & the same will be opened on 12/07/07 at 14.00 Hours.

1.06 Tenderer must return the tender form together with the

Specifications and the rates duly filled in Schedule-“A” duly signed. Any tender not bearing the signature of tenderer on all the documents accompanying the tender is liable to be rejected.

1.07 The Offer is to be submitted in two envelopes super scribed as 'Envelope I' and 'Envelope II in Tender Box in due time.

a) Envelope I:

Envelope containing the qualifying documents / certificates should properly sealed and super scribed as below:

The envelope I should contain following qualifying attested document.

1.  Valid registration (Under SSI unit in Maharashtra if E.M.D. is exempted.)

2.  Service Tax registration / VAT Registration if applicable.

3.  Experience certificate regarding satisfactory completion of work for meter reading or spot billing reading & distribution of the bill at least one Indian Electricity Distribution Companies/SEB’s Covering at least 50,000 meter reading in any one month from April 2004 to March 07.

4.  Also submit the attested documents as detailed below.

a)  Valid contractor licenses/ Co. registration

b)  Valid Income Tax Clearance Certificate/ PAN No/Last 3 years Income Tax paid Certificate.

c)  Solvency certificate of 50% of value of tender issued by National Bank valid for the current year 2007-08.

d)  Copy of receipt regarding payment of EMD.

b) Envelope II:

The envelope II should contain the tender document with price

offered in Schedule-“A”

1.08 The tenderer will have to submit SOLVENCY CERTIFICATE from any Nationalised Bank to the extent of 50% of value of the tender.

1.09 The tenderer shall be deemed to have studied the specifications and all other documents attached to the tender papers, on his having filled in tender.

1.10 The tender duly completed sealed and super scribed with the subject of tender and due date of opening on the face of cover will be received up to 13.30 hrs. on the due date and opened on the same day, if possible in the said Office in the presence of tenderer or the representatives who may choose to remain present.

1.11  It shall be definitely understood that the MSEDCL does not accept any responsibility for

the correctness or completeness of the Schedule “A” for given part and this schedule is

liable to alterations by commissions, deductions or addition in the item or quantities at

the discretion of the Supdt. Engineer or his authorised representative and Tenderer would

be bound to execute all the activities actually ordered / encountered during execution at

the corresponding tender prices.

1.12  The rates in the Schedule-“A” shall be quoted in figures as well as in words. In case of

any differences in the rates quoted in words and figures, the lowest will only be

considered. All the entries by the tenderer should be in ink erasing and over writings are

not permissible. The tenderer should initiate all corrections and insertions.

1.13  Lowest bidder in Envelop II shall be given the contract. The comparison shall

be made on the basis of “TOTAL PRICE” for all the 3 activities taken together

and part contract will not be offered to the lowest in one of the activities.

1.14  The Tenderer on award of the contract will have to pay a SECURITY DEPOSIT for

work contract at the rate of 5% of the value of contract by cash or Bank Guarantee for

the same value in the prescribed MSEDCL’s format.

1.15 Tenders which do not fulfill any or all the conditions or are found incomplete in any respect are liable for rejection.

1.16 The undersigned reserves the right to accept or reject any part or all tenders without assigning any reasons.

1.17 The rates quoted shall remain open/ valid up to 30-06-2008.

1.18  Income tax, Works Contract Tax / Service Tax at appropriate rate will be deducted from

the Tenderers bill at the prevailing rates and applicable surcharges thereon of the gross

value of the bill as per instructions laid down in Government of India Notification unless

the necessary exemption certificate from the income tax department authorised for the

purpose in produced will in time.

1.19 The Tenderer on placement of the work order enumerating the contract conditions shall within the prescribed period have to execute a written agreement on the prescribe standard form as per MSEDCL’s Rules. The regular stamp fees etc. necessary for completing the agreement shall have to be borne by the Tenderer.

1.20 No tender will be considered for acceptance unless it is accompanied by the latest income tax clearance certificate/ Pan Card No. issued by the competent authority in favour of Tenderer and attested copies should be attached with tender.

1.21 The jurisdiction of work is Rasta Peth Urban Circle. The Bidder is therefore advise to get themselves acquainted with the work area & all other aspects before preparing & submission of bid document & entering in to a contract. The bidder should also get acquainted with the billing patterns in different areas.
