The ETS Regulations require applications to include a description of the measures that are planned to monitor and report greenhouse gas emissions in accordance with Commission Guidelines. The Explanatory Notes relating to this application form provide an indication of the required monitoring and reporting, based on the Commission’s Guidelines. Monitoring and reporting of emissions can be based on calculation or measurement.
A permit issued in response to this application will include a requirement to submit a plan to the Department, setting out in detail the proposed monitoring and reporting measures (including monitoring methodology and frequency). The permit holder will be required to monitor and report emissions in accordance with that plan, with effect from 1 January 2008, unless otherwise agreed in writing by the Department.
