RECEIVERS (PLGR).
1. DISTRIBUTION: NOTE THIS IS A GPM MESSAGE AND HAS NOT BEEN
TRANSMITTED TO YOUR SUBORDINATE UNITS. MACOM COMMANDERS WILL
IMMEDIATELY RETRANSMIT THIS MESSAGE TO ALL SUBORDINATE UNITS,
OR ACTIVITIES ELEMENTS AFFECTED OR CONCERNED. RETRANSMITTAL SHALL
REFERENCE THIS MACOM COMMANDERS WILL IMMEDIATELY VERIFY AND

2. PERSONAL NOTE FROM THE CG CECOM: IN LIGHT OF THE SERIOUS
NATURE OF RECENT INCIDENTS WITH BA-5800/U BATTERIES THAT RESULTED
IN INJURIES, I HAVE DECIDED TO REISSUE GUIDANCE PROVIDED IN OUR
PREVIOUS GPM. UNTIL OUR EVALUATION IS COMPLETED, THE GUIDANCE
BELOW IS THE BEST ADVICE WE CAN GIVE FOR AVOIDING ADDITIONAL
INJURIES. PLEASE MAKE SURE EVERYONE IN YOUR CHAIN OF COMMAND WHO
WORKS WITH THE BA-5800/U AND AN/PSN-11 RECEIVES THIS CRITICAL
SAFETY GUIDANCE.
3. PROBLEM DISCUSSION.
A. SUMMARY: THIS GPM IS INTENDED TO REITERATE REFERENCE A
MESSAGE AND PROVIDE ADDITIONAL GUIDANCE, AS A RESULT OF THE RECENT
VIOLENT VENTINGS OF BA-5800 BATTERIES. ALL THESE VIOLENT VENTINGS
OCCURRED BECAUSE OF IMPROPER USAGE OR DISPOSAL PROCESSING.
B. ITEMS AFFECTED:
(1) BA-5800/U, BATTERY, NON-RECHARGEABLE, LITHIUM SULFUR
DIOXIDE, NSN 6665-99-760-9742.
(2) AN/PSN-11, PRECISION LIGHTWEIGHT GLOBAL POSITIONING
SYSTEM RECEIVER (PLGR), NSN 5825-01-374-6643, LIN N95862.
(3) AN/PSN-11(V)1, PRECISION LIGHTWEIGHT GLOBAL
POSITIONING SYSTEM RECEIVER (PLGR), NSN 5825-01-395-3513, LIN N95862.
4. USER ACTIONS. THE FOLLOWING INFORMATION IS A REITERATION OF
REFERENCE A MESSAGE. FAILURE TO FOLLOW THESE PROCEDURES MAY RESULT IN
SERIOUS PERSONAL INJURY AND/OR EQUIPMENT DAMAGE:
A. AN/PSN-11 AND AN/PSN-11(V)1
(1) NEVER USE ANY BA-5800 BATTERY IN THE AN/PSN-11 OR
AN/PSN-11(V)1 WHEN CONNECTED TO EXTERNAL POWER. REMOVE THE BA-5800
BATTERY BEFORE CONNECTING EXTERNAL POWER.
(2) PERFORM THE FOLLOWING PROCEDURES TO CONNECT A BA-5800
POWERED PLGR TO EXTERNAL POWER (TM 11-5825-291-13 WILL BE MODIFIED
TO INCLUDE THESE PROCEDURES):
(A) TURN OFF PLGR BEFORE CONNECTING TO EXTERNAL
POWER.
(B) REMOVE THE BA-5800 BATTERY.
(C) PROTECT THE BATTERY. ENSURE BATTERY IS STORED SO
THAT THE TERMINALS CAN NOT BE SHORTED OR USE ELECTRICAL TAPE ACROSS
THE TERMINALS.
(D) CONNECT THE EXTERNAL POWER CABLE TO A PROPERLY
GROUNDED (PER REFERENCE B MSG) 9-32 VOLT DC POWER SOURCE OR CONNECT
THE AC POWER ADAPTER TO 110/220V 50/60 HZ POWER SOURCE.
(E) CONNECT THE EXTERNAL POWER CABLE OR AC POWER
ADAPTER TO THE PLGR.
(F) INSTALL THE PLGR IN THE MOUNT.
(G) TURN ON PLGR.
(3) PERFORM THE FOLLOWING PROCEDURES WHEN DISCONNECTING
THE PLGR FROM EXTERNAL POWER FOR OPERATION WITH THE BA-5800 BATTERY
(TM 11-5825-291-13 WILL BE MODIFIED TO INCLUDE THESE PROCEDURES):
(A) TURN OFF PLGR
(B) REMOVE PLGR FROM MOUNT.
(C) DISCONNECT EXTERNAL POWER CABLE OR AC POWER
ADAPTER.
(D) REMOVE ANY ELECTRICAL TAPE, DIRT, DEBRIS FROM
BA-5800 BATTERY AND INSTALL INTO PLGR.
(E) TURN ON PLGR.
(F) REPLACE BA-5800 BATTERY WITH A FRESH BATTERY IN
THE EVENT OF LOW POWER INDICATION.
B. BA-5800 BATTERIES. THE FOLLOWING STEPS MUST BE TAKEN TO
SAFELY DISPOSE OF BA-5800 BATTERIES:
(1) DO NOT PUSH THE COMPLETE DISCHARGE DEVICE (CDD)
IMMEDIATELY AFTER USE. RETURN BATTERY TO DESIGNATED BATTERY DISPOSAL
PERSONNEL (TO BE DESIGNATED BY UNIT COMMANDER) FOR DISPOSAL
PROCESSING.
(2) DESIGNATED PERSONNEL MUST CAREFULLY SLIT OR REMOVE THE
PROTECTIVE LABEL COVERING THE CDD. NEVER PIERCE THE CDD LABEL WITH
ANY OBJECT TO ACTIVATE THE CDD.
(3) GENTLY DEPRESS THE CDD WITH A SMALL SCREWDRIVER.
PUSH THE SCREWDRIVER IN A STRAIGHT DOWN MOTION UNTIL YOU HEAR A
SINGLE CLICK. DO NOT USE A KNIFE OR ANY SHARP OBJECT WHICH MAY CAUSE
DAMAGE DURING CDD ACTIVATION. NEVER TWIST ANY OBJECT IN THE CDD
SLOT.
(4) AFTER DEPRESSING THE CDD, PLACE THE BATTERIES IN A
SECURE WELL VENTILATED AREA ISOLATED FROM PERSONNEL AND SEPARATED
FROM OTHER HAZARDOUS MATERIAL.
(5) SEPARATE ALL DISCHARGING BATTERIES BY AT LEAST TWO
INCHES ON ALL SIDES.
(6) ALLOW THE BATTERIES TO SIT A MINIMUM OF FIVE DAYS FOR
COMPLETE DISCHARGE.
(7) AFTER 5 DAYS (ONE DAY LONGER IN TEMPERATURES BELOW 32
DEGREES FAHRENHEIT), THE BATTERY VOLTAGE MUST BE MEASURED. IF THE
VOLTAGE READING IS LESS THAN TWO VOLTS THE BATTERY MAY BE DISPOSED OF
AS NON REGULATED WASTE IN ACCORDANCE WITH LOCAL REGULATIONS. IF TWO
VOLTS OR GREATER, DEPRESS THE CDD A SECOND TIME AND WAIT AN
ADDITIONAL 5 DAYS OR DISPOSE OF AS HAZARDOUS WASTE. AFTER 5 DAYS
RECHECK THE BATTERY VOLTAGE. DISPOSE OF AS NON REGULATED WASTE IF
LESS THAN TWO VOLTS OR AS HAZARDOUS WASTE IF TWO VOLTS OR GREATER.
