MEYER SHIELD

RULES and BYLAWS

(updated September 2006)

1. LAWS OF CRICKET TO APPLY

All matches shall be played in accordance with the laws of Cricket as recognised by the Australian Cricket Board except as hereinafter modified, added to or deleted.

2. TEAM CAPTAINS, MANAGERS AND ASSOCIATIONS are responsible for conduct and

behaviour of their players on and off the field.

3. MATCH CONDITIONS

3.1Matches are to start at 10.00am.

Captains to toss 15 minutes before the commencement of play.

3.2Each team is entitled to a maximum of 50 overs in its innings. No player shall bowl more than 10 overs in any one innings.

3.3A team shall consist of 12 named players. Eleven fieldsmen only shall be on the field at any one time. Interchange of fieldsmen without restriction is permitted (provided no time is wasted) and there shall be no requirement for a bowler to be on the field for a certain length of time following an absence.

One player in each team shall not be permitted to bat. The captain is not required to nominate the player in advance, and may make such decision at any time of his choosing.

3.4A 35 minute lunch break will be taken at the completion of 50 overs, and/or if an innings is closed after the 45th over.

In the event of an innings being completed prior to 45 overs being bowled, the team batting second must begin its innings, with lunch being taken at 12.30 pm.

3.5Match result - matches will be decided on the first innings only.

4. DELAYS BEFORE AND DURING MATCHES

4.1Umpires are to make adjustments to playing time because of delays.

If commencement of play is delayed, the total playing time shall be taken from the commencement of play, to drawing of stumps at 5.00pm, making allowance for a 35 minute lunch break, and a ten minutes break between innings. The number of minutes in the total playing time shall be divided by seven, and the resultant whole number will be the number of overs to be bowled by each team, provided the number is not greater than 50 overs.

4.2In the event of play being washed out in any one day in the Meyer Shield Competition, the two teams with the highest average will play off in the finals.

To calculate a team’s average the following system shall be adopted: The runsscored for are divided by the wickets lost, then multiplied by the wickets taken and finally divided by the runs scored against.

4.3To constitute a game at least 25 overs must be bowled to the team batting second, otherwise the match is declared washed-out. In the event of the team batting second facing at least 25 overs but not the same as the team batting first, the result will be declared as the team having the highest score at the same number of overs as faced by the team batting second. To achieve this, the score must be recorded at the end of each over of each team’s innings from the 25th over onwards. If there is no result in the final, the winner will be decided by the highest average in the previous matches.

4.4Notwithstanding all of the above, play may be extended by the umpires beyond the scheduled conclusion of play by a maximum of 60 minutes.

4.5For the purpose of determining positions (either day) only runs and wickets from completed games under Rule 4.3 shall count. All individual runs and wickets may be considered towards the Team of the Year and individual trophies.

5. FORMAT FOR MEYER SHIELD

5.1The four winners on the first day are to play against each other on the second day. The draw will be 1 v 4 and 2 v 3.

The position on the premiership table shall be determined by averages (see 4.2 above).

The two subsequent winners play off in the final.

5.2The four losers on the first day are to play against each other on the second day. The draw will be 5 v 8 and 6 v 7.

The position on the premiership table shall be determined by averages (see 4.2 above).

6. TIED SCORES

6.1FIRST ROUND MATCHES

Tied scores on the first day will be resolved by a five overs per team second innings play off, and must be played immediately to decide a winner.

6.2GRAND FINAL TIES

In the event of a tie in the grand final of the Meyer Shield competition, the names of both teams shall be recorded on the shield.

7. MATCH BALL

Only one new 156g ball will be used by each team.

8. PLAYERS are required to wear correct cricket attire.

9. DRINKS BREAK

It is recommended that drinks be taken (max. 50mins) at the end of 17 and 34 overs.

Umpires may vary the number of drinks breaks according to the conditions.

10. PRESENTATION OF TROPHIES

Presentations of trophies to individual trophy winners and to the team of the year are to made at the conclusion of the second round of matches

The team of the year to be selected on performance over the two qualifying days.

11. PRESENTATION OF ALL SHIELDS AND CUPS

All presentations to be made immediately after the conclusion of the final.

12. UMPIRES FOR MEYER SHIELD

12.1Umpires to be appointed by F & D.C.C. from a panel of umpires from all associations.

12.2Umpires to be paid $100 per match.

Meyer shield umpires to be paid by F & D.C.C.

13. PLAYER QUALIFICATIONS.

13.1Players must have played a minimum of two matches in their Association in the current season, to be eligible to play in inter-association matches.

13.2If a player cannot meet this requirement due to extenuating circumstances an Association may apply to the executive committee for a permit.

14. OVER LIMITATIONS ON BOWLERS AGED UNDER 19 AND OVER 17 AS AT

SEPTEMBER 1ST IN THE CURRENT SEASON:

14.1Under 19 slow bowlers:

Slow bowlers are permitted to complete a spell of 10 consecutive overs.

14.2.Under 19 fast or medium paced bowlers:

14.2.1No such fast or medium paced bowler shall bowl more than 8 consecutive overs in a spell without taking a break of at least 16 overs after which he may commence a new spell.

14.2.2A fast or medium paced bowler who bowls 7 overs in a spell may commence a new spell after a break of 14 overs.

14.2.3A fast or medium paced bowler who bowls 6 overs or less in a spell may commence a new spell after a break of 12overs.

14.2.4If a fast or medium paced bowler bowls less than 6 overs in a spell and then resumes bowling with less than a 12 over break this will be considered to be a continuation of the same spell and the maximum of 8 overs in that spell shall apply after which a break of 16 overs shall be taken.

15. OVER LIMITATIONS ON BOWLERS AGED UNDER 17 AS AT SEPTEMBER 1ST IN THE

CURRENT SEASON:

15.1Under 17 slow bowlers:

Slow bowlers are permitted to complete a spell of 13 consecutive overs.

15.2.Under 17 fast or medium paced bowlers:

15.2.1A fast or medium paced bowler who bowls 6 overs or less in a spell may commence a new spell after a break of 12 overs.

15.2.2If a fast or medium paced bowler bowls less than 6 overs in a spell and then resumes bowling with less than a 12 over break this will be considered to be a continuation of the same spell and the maximum of 6 overs in that spell shall apply after which a break of 12 overs shall be taken.

16. LUNCHES

Lunches will be available for purchase by players at Meyer shield match venues.

17. UNSATISFACTORY BEHAVIOUR

17.1Misconduct or unsatisfactory behaviour by players and/or officials shall be reported by official umpires or executive members of affiliated associations.

17.2All reports must be made to the council secretary.

17.3Reports must be made verbally and in writing as soon as possible after the completion of the match – to give every opportunity for notification to be given to those involved before leaving the main venue.

17.4Umpires must notify the offending player at the earliest opportunity.

17.5At least two members of the council executive committee will adjudicate on the issue, either on the day of the report or at an appropriate date as determined by that executive committee.

17.6The executive committee may set any penalty that it deems appropriate and shall record such penalty for future reference.

17.7Decisions made and penalties levied are final, with no appeals.

17.8Where a player’s language or comments to the opposing players are offensive and/or repetitive, the umpire(s) should immediately issue a warning to the player and inform both the player and his captain that should the behaviour continue a report would be made.

18. REGISTRATIONS AND CLEARANCES

18.1Players shall be registered for the club with which they are playing.

18.2Each association secretary, or appointed person shall maintain an up to date register of these players.

18.3Players must be financial to be cleared from one club to another in their association.

18.4Players transferring from one association to another must be financial with their previous Club for which they played.

18.5Players must be registered in their new Association before playing any matches, approval being given by the management committee, permit Committee, or any other body appointed for the purpose of accepting new registration in that Association.

18.6No player shall move from one Association (or club) when the team (or club) with which he is registered has a bye match.

18.7The penalty for any breach of this rule will to be loss of registration for a period to be set by the home Association.

19. UNDER AGE SATURDAY MORNING COMPETITIONS (U17 and below).

19.1Players in these competitions may play in another Club or Association in Saturday competitions, provided there is not a team in which they can be selected

within their club or Association.

19.2Players must return to their club of origin for senior cricket competition if required.

They may play for their Saturday morning Association in Calaby Shield, Fuller Trophy, or any other competition convened by Fleurieu and Districts Cricket Council, providing however that they are not required by their Association of origin.

20. HARD WICKET – PITCHING OF BALL / WIDES

20.1In matches played on hard wickets, any balls pitching off, or on the edge of the pitch shall be deemed a wide. The penalty for a wide shall be one run, in addition to any runs scored as extras. The penalty runs shall be scored as wides and debited against the bowler.

20.2If the ball subsequently comes back onto the pitch the ball shall be called “wide, dead ball” and one wide will be recorded and no other runs or extras shall be recorded.

20.3In matches played with matting, any ball not pitching as described in the previous paragraph, but which pitches on a strap, or hem on the matting, shall be deemed dead, and shall be re-bowled. No runs or extras shall be recorded.

20.4The umpire at the bowlers end shall call “dead ball” promptly when required under this by-law.

20.5The ball shall be called “dead” if it hits the cement between the matting ends in the middle of the pitch.

20.6In most cases the ball pitching on the six foot (1.83 metres) matting should not be called a wide

21. TELEVISION one day rules do not apply.

22. PROTESTS AND DISPUTES ARISING FROM RULES AND BYLAWS.

22.1In the event of a dispute or complaint arising, details must be lodged with the council secretary - verbally and in writing – as soon as possible on the day of the event.

22.2At least two members of the council executive committee will adjudicate on the issue, either on the day of the report or at an appropriate date as determined by that executive committee.

22.3The executive committee may set any penalty that it deems appropriate and shall record such penalty for future reference.

22.4Decisions made and penalties levied are final, with no appeals.

23. HEAT POLICY

23.1The F&DCC HEAT POLICY (Sept 2006) will apply to all F&DCC matches.

23.2The Executive will make decisions regarding the application of the HEAT POLICY after consultation with whomever it deems appropriate.

23.3Matches cancelled will be treated as for a tied match – see Rule 6.
