CONDITIONS:

1.Interested bidders can purchase the tender documents online from website

2.The tenderers will have to deposit earnest money which is to be paid through e-mode online(NEFT/RTGS, Net Banking, OTC, IPG). Other mode of payment DD/Manual will not be considered.

3.Tender Form fee Rs 1000/- shall be strictly paid through online mode. Other mode of payment will not be considered.

4. Bidders have to pay the processing fee through IPG/Net-Banking. Other mode of payment will not be considered.

5.Bidders can access tender documents on the website, fill it and submit the completed tender document into Electronic Tender on the website itself. Bidders shall attach scanned copies of all the documents, i.e. Earnest Money, Tender Form Cost & Processing fee etc. as required in the Bid.

6.The tenders without earnest money, tender form fee & processing fee will not be considered

7.Corrigendum / Addendum / Corrections, if any will be published on the website.

8.If the date of opening of tenders happens to be a holiday then the tenders will be opened on the next working day at the same time.

9.The Tenders shall be valid for 30 days from date of opening of Tenders.

10.The Committeereserves the right to accept/reject any or all tenders without assigning any reasons.

TENDER FOR SUPPLY OF A-TYPE JUTE BAGS.

The Punjab State Federation of Cooperative Sugar Mills Ltd, SCO.125-127, sector 17B, 3rd floor, Chandigarh invites on line tender from manufacturers/traders of A-Type Jute Bags for the season 2016-17 duly approved by G.T.A for packing of 50 kg. sugar for the Cooperative Sugar Mills in the State of Punjab located at Morinda, Nawanshahr, Batala, Gurdaspur, Fazilka, Nakodar, Budhewal, Bhogpur and Ajnala as per specifications given below. Total bags required are 6,80,600 Nos.

Specifications for 50 Kg. gunny bags:

“A-Type Jute bags should be ISI marked conforming to IS:15138-2002 as amended from time to time. Each bag shall measure 87.5 cm x 58.5 cm whereas weight will be 630 gms packed in 500 bags in each iron bond bale having a net weight of bale not less than 315 kgs. excluding the weight of the binding material.”

TERMS & CONDITIONS

  1. The tenderers should quote the fixed rates per bag for A-Type jute bags F.O.R. sugar mills inclusive of excise duty (modvatable), sales tax, loading charges, freight, transit insurance, service tax, entry tax and other charges etc. Unloading, LADT if any, will be on mills account. Two (2) samples be deposited in the office before opening of Technical Bid.
  2. Tenderers are required to deposit Rs. 5.00 lakhs as Earnest money through e-mode online (NEFT/RTGS, Net Banking,OTC,IPG).No interest shall be paid on Earnest money which shall be retained in case of successful tender in the fulfillment of terms and conditions of the supply. No tender would be accepted without earnest money.
  3. The successful tenderer will have to deposit a refundable security of 5% of the value of order (inclusive of earnest money already deposited) by way of bank draft in favour of the Punjab State Federation of Cooperative Sugar Mills Ltd, payable at Chandigarh or through e-mode online (NEFT/RTGS, Net Banking,OTC,IPG). No interest shall be payable on the security. The security amount will be refunded after complete and satisfactory supply as per order.
  4. Manufacturer should also attach the proof of being the manufacturer of from any Govt. authority having valid ISI license for 2016-17. In case of trader, in addition to the proof of his arrangement with a Manufacturer, a proof of being the manufacturer from any Govt. authority having valid ISI license for 2016-17 should also be attached.
  5. The technical bid should be attached with documents as per clause 4 above. The technical bid without required documents, earnest money, tender form fee and processing fee will be rejected.
  6. Tender should be submitted strictly as per the terms & conditions of DNIT. Any variation will result in rejection of the tender.
  7. The contract shall be subject to the provisions of section 56 of the Indian Contract Act, 1872.
  8. The supply schedule will be given by the respective Cooperative Sugar Mills. The ordered quantity can be increased/ decreased by this office. Tendered quantity shall further be keeping in view the existing package/policy of the Govt. of India. In case of any change in the package/policy of Govt. of India and subsequent variation in requirement, mills shall not be bound to purchase the tendered quantity.
  9. The tenderer will ensure that the fortnightly supply to the mill is received by the end of the fortnight as per delivery schedule. Delay upto 3 days will not invite any action. In case of any further delay, in receipt of material as per delivery schedule, a penalty @1% per week subject to maximum 5% of the value of the material to be received during that fortnight will be imposed. In case the supplier is unable to supply the material as per specifications, even after this i.e. 38 days (3+ 35), the Managing Director, Sugarfed Punjab shall have the absolute powers to purchase the material at the risk and cost of the supplier.
  10. Pre-inspection, loading sealing and supervision of dispatches of A-Type Jute bags will have to be arranged by tenderer at its own cost as per required IS specifications from Institute of Jute Technology, Kolkata. All consignments delivered to the mills must carry this inspection note certifying that the A-Type Jute bags are in accordance with the specification. Post Despatch/Random inspection/testing will be held at the mill level and any material found defective/sub-standard/under-weight/below average breaking load or in any manner not conforming to the I.S.I. specifications will be rejected at the cost of the supplier. Mills further reserves the right to get the bags tested from Shri Ram Industrial Research Insitute, New Delhi at the risk and cost of supplier. However sample of bag will be drawn randomly by the Sugarfed/Sugar mills in presence of supplier or his authorized representative. The rejected bags shall have to be taken back by the supplier at their own cost for replacement. Rejection by mill/Federation at mill end shall be treated as final and neither supplier nor the inspecting agency shall be opened to contest the decision taken by the mill/Federation nor this issue can be raised in any court of law.
  11. 100% payment will be made against the delivery of the specified material in the mills in good condition as per specifications alongwith pre-inspection report. The supplier will provide proforma invoice in advance but demand draft will be collected by the supplier against the delivery of the material at mills in good condition. The rejected material will have to be replaced within a period of one month and if the supplier failed to replace the material with in this period, the sugar mill will have absolute powers to procure the required quantity at the risk & cost of the supplier.
  12. The Finance Committee reserves the right to accept or reject any or all of the tenders or modify the terms and conditions of tender documents without assigning any reason and the tenderer shall be required to abide by such decision.
  13. The earnest money of the successful tenderer will be forfeited, if he withdraw his offer/rates or modify the terms and conditions of the same during the validity of their offer which are adverse to the conditions of N.I.T. issued by Sugarfed, Punjab. In case of evidence of cartel formation by the bidder(s), the EMD is liable to be forfeited alongwith other actions as are permissible to Govt. like filling complaints with the Competent Commissions of India and/or other appropriate forums. In addition, the material will be purchased at the risk & cost of tenderer/supplier.
  14. If any time during the period of contract, BASED ON FIXED RATES, the supplier supplies the said material of similar specifications on similar payment terms to any other sugar mills in India on the rates lower than the ones agreed upon, the supplier shall notify such reduction forthwith and rates shall stand automatically reduced to that extent with effect from the date of supplies made on reduced rates. The supplier shall also give a certificate on the bills that rates charged by them are not higher than those charged by them from any other sugar mills in India during the corresponding period.
  15. Any dispute arising between the parties hereto shall be referred to the sole arbitration of Managing Director, Sugarfed Punjab whose decision shall be final and binding on the parties. The said decision shall not be open to challenge before any courts.
