Policy for the Use of the MoCCFOA ListServ

What is the ListServ?
ListServ is an email based discussion group where members ask questions or share information. Once you join a list service, you may send an email to a specific address () and your message will automatically be forwarded to everyone who has joined the list serve. The members of the list serve can then respond to just the sender, the entire list, or choose not to respond at all. It’s a great way to get advice from several people at one time or to share information with a large group that could benefit from the information.
The purpose of the ListServ:
- To network with colleagues
- To seek advice and get responses quickly
- To resolve problems and seek solutions
ListServ Etiquette:
To make ListServ posting more effective:
- Provide contact information – Name, Title, City, Population, and City Classification
- All emails should be professional and concise – do not send jokes, stories or pictures
- Reply to the entire ListServ (reply all) if everyone will benefit from your information, otherwise, send the response to the individual only (reply) – not the entire list
- Do not post anything you do not want the world to see (Mayor/Council or Board/City Administrator/City Attorney)
- Use the ListServ for business purposes only and not as a social media site
- You may not violate any local, state, national, or international laws or regulations.
- You may not market, promote, advertise, or solicit.
- You may not arrange for the exchange or transfer of any pirated or illegal software.
- You may not upload or transmit any copyrighted content that you do not own all rights to without the express written permission of the author or copyright holder.
- You may not share your user name or password with anyone.
- Refrain from inappropriate language, offensive material (pornography, or sexual, racial or ethnic comments), derogatory or personal attacks (including promoting or opposing religious beliefs), and any purpose related to gambling.
- Misrepresentation under any circumstances of a member’s true identity is strictly prohibited.
- Remember: Individuals other than the sender and recipient may read the electronic communications (i.e. other members of this group or anyone who may have access to your email). If the email address that you are currently using to receive these messages is open access to all other city employees and elected officials you may want to consider setting up a personal (free) email account to receive these communications.
MoCCFOA Membership Required
The MoCCFOA ListServ is a membership benefit. A lapse in membership dues will result in removal from the ListServ. The ListServ is sponsored by the Missouri Municipal League and is open to all current members of MoCCFOA. All new members should provide an email address on their membership application. The MoCCFOA Treasurer forwards new member information to the Technology Committee Chair. New members will receive an email invitation to join the ListServ.
To Post a Message:
- Create/Open a New Message in your email program
- In the “To” line type:
- Fill in the “subject” line and “message” lines with your question/problem (do not just use “Need Help” in the subject line – please be more specific)
- Send the message
To Change Subscription Type:
There are two types of subscriptions:
- Receive an email for every email sent
- Receive a daily digest for emails sent that day – If you find that you are overwhelmed with the number of emails in your inbox you can ask to receive them by digest only. You will receive an email recapping the subject content of the emails for that day. If there is one that you are interested in you can click to read the emails related. Contact the Technology Chairman (currently Renée Kingston – ) to change to this type.

NOTES:
- Do not solicit legal advice over the ListServ…contact your City Attorney or the League.
- The Missouri Municipal League does not circulate, rent, lend or otherwise share the email addresses of MoCCFOA members.
- Be aware that emails are increasingly considered “open records” under the Missouri Sunshine Law, so keep the ListServ entries professional and use discretion.
- There is an archive of prior postings. The archive is only available to the list members.
