The Mark ‘WC’ indicates that these people can be member of the appeal committee for the Mondial 2012. The others can be member of a committee for other international races in so far as they are not involved in the race or race organization.

02.5 Approval of the special rules :
There only one rule that is not in the ISRR it is that drinking alcohol or being under the influence when racing in forbidden.
Also the volunteers are engaged in this rule. They are asked not to drink alcohol when doing their function.

02.6 Other Business

It is asked that the new flags would be well communicated in the General Briefing for the pilots.

03 Preparation of the GA

03.1 Report on the GA from the 2nd tot the 10th of June 2012.
It will be put to agreement on the next GA

03.2 FISLY Constitution
No changes

03.3 FISLY finances (payment of membership fees)

The treasurer has send the list of payments.
USA and Australia pay their fee for 2011. 2012 had been paid. Each 80 €.
It gives them a voting right on the GA.
For the future we agree that the membership fees for the year ‘x’ must be paid before the 30th of June of the year ‘x’ to have the voting right on the following GA.


03.4 IRR

Overview of the proposals:
The proposals received by the secretary will be put to discussion on a working group on the rules as the work on the renewal of the rules is not finished.
It is agreed that it will be put to vote the fee rise to 50 € for appeal to the FIAC.
03.5 Candidateship of Spain:
The president of the AEC, the Spanish federation, Miguel Angel Hernaiz gives an overview of the history and activities in landsailing. In Spain it is mostly class 8 and MINI-yachts sailing since 20 years. There are about 25 small groups over the country that are active. All clubs and groups are involved in a forum and there is integration of the Blokart sailers.
Sail numbers are given by the federation.
There is an insurance but it will be more easy to get a better insurance if the sport is recognized in Spain. It is a topic to work on.
Competitions are organized.
There is a selection for the internation competition like the Mondial.
The licence system exisists but must be made stronger.
Spain expresses the will to become Associated member. It is agreed that they will presented on the GA.

The representation in the council will bee decided later.

Alan Watson had the initiative to make postcards with the help of Geoff Waterhouse. These are to sold 4 cards for 5€. The profit will be for the youngsters in landsailing.
