2008 Priorities and Actions

ChileasrepresentativeofFriendsoftheChair(FOTC)willbeinvitedtobrief the SCCP on the set ofpriorities and actions for 2008 drafted by FOTC.

TheSCCPwilldiscussthedraftandendorseafinalsetofprioritiesandactions for 2008.

5.TradeFacilitation

(i)Single Window

-AustraliaasleaderofthenewWorkingGroup(Phase2)willpresent TermsofReference,work plan, timeline and Tier 2 stakeholder engagement list to the SCCP for discussionand approval.

-Peru will present progress on the implementation of its singlewindow.

(ii)Business Outreach

The Chair will report to the SCCP on arrangements for 2008 APEC Customs-Business Dialogue (ACBD).

(iii)CAP Evaluation and Development

UnitedStatesasCAPEvaluationWorkingGroupleaderwillbeinvitedto present outcomes on itsCAP evaluation.

(iv)Common Data Elements

CanadaasleaderoftheCommonDataElementsWorkingGroupwillbe invited to report on activities held by the Group.

(v)Time Release Survey

-JapanwillbeinvitedtoreportonprogressofthisCAPandmakea presentationonoutcomesoftheworkshopscarriedoutin2007 regarding Time Release Survey (TRS).

-Chile,PeruandVietNamwillbeinvitedtobriefonworkshopsheldin their economies in 2007.

(vi) ATACarnetImplementation

UnitedStateswillbeinvitedtoreportonoutcomesofitsexplorationin twoareas:WorldCustomsOrganization’s(WCO)ElectronicATACarnet andWorkingGroupDevelopmentofAutomatedCommercialEnvironment(ACE).

(vii)Trade Facilitation ActionPlan (TFAP 2)

ThedevelopmentofKeyPerformanceIndicators(KPIs),whichmeasure theTFAPIIprogress,hasbeenrequestedbyCTI.Forthispurpose proposals presented by SCCPwill be discussed.

6.SecureTrade

(i)APEC Framework for Secure Trade

-UnitedStateswillbeinvitedtoreporttotheSCCPonoutcomesof seminarsheldinThailandin2007andtheprogressofitsproject approved by APEC.

-ChineseTaipeiwillbeinvitedtoreporttotheSCCPonoutcomesofCustoms Amity Seminar held in 2007.

-Australia,Japan,KoreaandMalaysiawillbeinvitedtoreporttotheSCCP on Authorized Economic Operators (AEO) Program.

-Peruwillbeinvitedtopresentitsachievementsonactivitiesagainst illegal trafficof goods.

(ii)Tracking Cross-Border Shipments

AustraliawillbeinvitedtoupdateSCCPonafeasibilitystudyonUnique ConsignmentReference(UCR)andRadioFrequencyIdentification Devices (RFID).

(iii)TradeRecoveryProgram (TRP)

SingaporewillbeinvitedtoreporttotheSCCPonaCapacity-BuildingWorkshop to be held inJuly, 2008.

7.IPRApplication

The Chair will report SCCP on outcomes of IPEG-SCCP joint session.

8.Transparency

Integrity

AustraliaasCAPleaderwillbeinvitedtoreporttotheSCCPonactivities regarding implementation progress.

9.APEC-Funded Projects

APECSecretariatwillbeinvitedtopresenttotheSCCPanassessmentreport of APEC-funded projects.

10.Otherissues

-Peru will report on progress of its projects approved by APEC in 2007.

-TheChairandmembersmaywishtoproposeotheritemsfor discussion in 2007.

11.FutureMeetings

The Chair will inform the SCCP of the date and venue of thenext meeting.

12.Adoption of the Work Program of 2008

SCCPwill discuss and approve 2008 SCCP Work Program.

13.Adoption of the Report of the First SCCP Meeting of 2008

SCCPwill review and adopt 2008 first meeting report.
