The 107th meeting of State Level Expert Appraisal Committee, Chhattisgarh was held on 22/06/2013 at Conference Hall, SEAC, Secretariat, Commercial Complex Housing Board Colony Kabir Nagar, Raipur at 11:00 AM onwards. Shri Ashok Masih, Chairman, SEAC, Chhattisgarh chaired the meeting. The following members of SEAC were present in the meeting: -

At the outset, the Technical Officer, SEAC, Chhattisgarh welcomed the Vice Chairman and Members of State Level Expert Appraisal Committee, Chhattisgarh. Agenda wise discussions were carried out as follows: -

Agenda Item No. 1 - Confirmation of minutes of the meeting of SEAC, Chhattisgarh

103th and 104th meeting of SEAC, Chhattisgarh was held on 18/05/2013, and 24/05/2013 respectively. 103th and 104th meeting of SEAC, Chhattisgarh was presented before the Committee. Committee approved the minutes of the meetings. Committee was informed that the minutes of 105th and 106th meeting being prepared and will be presented before Committee in the next meeting. Committee agreed to same.

Agenda Item No. 2 - Presentation on the proposals received for TOR/EC as per provisions of the Environment Impact Assessment Notification, 2006.

(1)  M/s Dhanraj Bricks Co., Village – Sarwani, Tehsil – Bilha, District- Bilaspur

Project proponent submitted application (Form-I and Project Report) for obtaining Environment Clearance on 26/02/2013 for Manufacturing of Bricks (minor mineral) of capacity - 3,000 Metric tonne per year at Khasra no. 364/1-2, 314, 315, 317, 334/1-2-3, 354/2-3, 356 at Village – Sarwani, Tehsil – Bilha, District – Bilaspur (C.G.). Mining lease area is 9.95 acres.

The case was discussed in the 101th meeting of SEAC, Chhattisgarh held on 04/05/2013. After deliberation, the Committee decided to ask the project proponent to present the case. Project proponent was informed vide letter dated 11/06/2013. Project proponent presented the case along with related information/document before SEAC, Chhattisgarh in the 107th meeting of SEAC, Chhattisgarh held on 22/06/2013. Committee is of the opinion that project proponent shall follow the provisions of fly ash notification, 2009 and the height of Chimney shall be at-least 30 m.

After deliberation SEAC, Chhattisgarh considered the activity from the point of view of its location (in rural area), no involvement of forest land for mining, having small lease area of 9.95 acre and felt that no significant impact on the surrounding is anticipated. State level Expert Appraisal Committee (SEAC) considered the proposal as ‘B2’ category and recommended to grant environmental clearance for Manufacturing of Bricks (minor mineral) of capacity – 3,00,000 Bricks per year at Khasra no. 364/1, 364/2, 314, 315, 317, 354/1, 354/2, 354/3, 359/2, 359/3, 356 total area 9.95 acre, Village – Sarwani, Tehsil – Bilha, District – Bilaspur (C.G.) subject to the fulfillment of the terms and conditions mentioned in Annexure- I.

SEIAA, Chhattisgarh shall be informed accordingly.

(2)  M/s Laxmi Swa–Sahayata Samooh, Village – Khairwari, Tehsil –Simga, District – Balodabazar- Bhatapara

Project proponent submitted application (Form-I and Project Report) for obtaining Environment Clearance on 08/03/2013 for mining of Lime Stone (minor mineral) of capacity - 3,000 metric tonne per year at Khasra no. 504, Village – Khairwari, Tehsil – Simga, District – Balodabazar-Bhatapara (C.G.). Mining lease area is 1.46 acres.

The case was discussed in the 101th meeting of SEAC, Chhattisgarh held on 04/05/2013. Project proponent has submitted supplementary information, environment management scheme, land documents, NOC from gram panchayat, copy of lease deed, photographs, information regarding all existing / proposed / abandoned mines and stone crushers / cutting & polishing units / brick kilns location and distance within 05 km radius from mine site, NOC from forest department and toposheet / google image.

Committee then decided to ask the project proponent to present the case with some information/documents. Project proponent was informed vide letter dated 11/06/2013. Smt. Pushpa Dhruw Chairperson of M/s Laxmi Swa–Sahayata Samooh presented the case in 107th meeting of SEAC, Chhattisgarh held on 22/06/2013.

It is noted that it is an old mine at Khasra no. 504, total area is 1.46 acres, Village – Khairwari, Tehsil – Simga, District – Balodabazar-Bhatapara (C.G.). Project proponent has submitted NOC of Gram Panchayat Basin. Project proponent has submitted land documents. There is 66 mine within 05 km radius of the mine. There is 04 mine within 500 m radius of lease area. It is a barren land. National Highway is about 25 km away from the site. There is seasonal nala at 01 km away from the site. Nearest habitation is about 01 km. There is no notified protected area under wild life act / no critically polluted area / national park / reserve forest / protected forest with 10 km radius. No forest land is involved. Mining will be done manually. There will be no blasting. No drill machine, loading machine will use for mining operation. Estimated reserve is 30,000 tonnes. Annual production will be 3000 tonnes. Mined out lime stone will be used for making gitti. Ultimate depth of the mining will be 06 m. Overburden will be used to make back filling. Stone crusher will not be installed. Green belt will be developed around the lease area.

SEAC, Chhattisgarh considered the activity from the point of view of its location (in rural area), no involvement of forest land for mining, having small lease area of 1.46 acres and felt that no significant impact on the surrounding is anticipated. State level Expert Appraisal Committee (SEAC) considered the proposal as ‘B2’ category and unanimously recommended to grant environmental clearance for Lime Stone (minor mineral) of capacity – 3,000 tonnes per year at Khasra no. 504, total area is 1.46 acres, Village – Khairwari, Tehsil – Simga, District – Balodabazar-Bhatapara (C.G.) subject to the fulfillment of the terms and conditions mentioned in Annexure- II.

SEIAA, Chhattisgarh shall be informed accordingly.

(3)  M/s Sristi Stones, Prop. permshanker shukla, Village – Piplaawand, Tehsil and District – Bastar

Project proponent submitted application (Form-I and Project Report) for obtaining Environment Clearance on 08/03/2013 for mining of Lime Stone mine (minor mineral) of capacity - 84,000 metric tonne per year at Khasra no. 393, Village - Piplaawand, Tehsil and District - Bastar (C.G.). Mining lease area is 1 acre.

The case was discussed in the 101th meeting of SEAC, Chhattisgarh held on 04/05/2013. Project proponent submitted partial information/documents vide letter dated 01/04/2013. It was decided to ask the project proponents to present the case. Project proponent was informed vide letter dated 11/06/2013. Project proponent presented the case along with related information/document before SEAC, Chhattisgarh in the 107th meeting of SEAC, Chhattisgarh held on 22/06/2013. SEAC, Chhattisgarh observed that the proposed site is sub-terrain. Crusher will be installed in the lease area. Blasting will be done. The application format submitted is incomplete and contradictory. Hence, Committee ask the project proponent to submit revised application in complete and correct form.

The information / documents to be submitted to SEIAA/ SEAC, Chhattisgarh shall be duly signed by proprietor with seal of firm. Project proponent shall also submit hard and soft copies (in pdf file) of all application / documents / reply submitted to SEIAA/ SEAC, Chhattisgarh.

After submission of the above information/document, proposal shall be considered accordingly.

Project proponent should be intimated accordingly.

(4)  M/s Devesh Verma, Village – Nilja, Tehsil – Dharshiwa, District – Raipur

Project proponent submitted application (Form-I and Project Report) for obtaining Environment Clearance on 11/03/2013 for mining of Lime Stone Mine (minor mineral) of capacity - 1,000 metric tonne per year at Khasra no. 413/9 at Village – Nilja, Tehsil – Dharshiwa, District – Raipur (C.G.). Mining lease area is 2.44 acres.

The case was discussed in the 101th meeting of SEAC, Chhattisgarh held on 04/05/2013. Project proponent has submitted supplementary information, environment management scheme, land documents, NOC from gram panchayat, copy of lease deed, photographs, information regarding all existing / proposed / abandoned mines and stone crushers / cutting & polishing units / brick kilns location and distance within 05 km radius from mine site, NOC from forest department and toposheet / google image.

Committee then decided to ask the project proponent to present the case with some information/documents. Project proponent was informed vide letter dated 11/06/2013. Shri Devesh Verma Proprietor of M/s Devesh Verma presented the case in 107th meeting of SEAC, Chhattisgarh held on 22/06/2013.

Project proponent has submitted NOC of Gram Panchayat Nilja. Project proponent has submitted land documents. There is 32 mine within 05 km radius of the mine. There is no mine within 500 m radius of lease area. It is a barren land. National Highway is about 03 km away from the site. There is seasonal nala at 300 m away from the site. Nearest habitation is about 2.2 km. There is no notified protected area under wild life act / no critically polluted area / national park / reserve forest / protected forest with 10 km radius. No forest land is involved. Mining will be done manually. There will be no blasting. No drill machine, loading machine will use for mining operation. Estimated reserve is 10,000 tonnes. Annual production will be 1000 tonnes. Mined out lime stone will be used for making gitti. Ultimate depth of the mining will be 06 m. Overburden will be used to make back filling. (5)  M/s Gajanand Agrawal (Birgahni Lime Stone Mine), Village – Birgahni, Tehsil – Janjgir, District – Janjgir- Champa

Project proponent submitted application (Form-I and Pre feasibility Report) for obtaining Environment Clearance on 15/03/2013 for mining of lime stone (minor mineral) of capacity - 15,000 metric tonne per year at Khasra no. 228 and 229, at Village – Birgahni, Tehsil - Janjgir, District – Janjgir- Champa (C.G.). Mining lease area is 1.03 acres.

The case was discussed in the 101th meeting of SEAC, Chhattisgarh held on 04/05/2013. Project proponent was informed vide letter dated 11/06/2013. Project proponent presented the case along with related information/document before SEAC, Chhattisgarh in the 107th meeting of SEAC, Chhattisgarh held on 22/06/2013. SEAC, Chhattisgarh observed that the mining is not workable since the area proposed is very small. Blasting is also proposed to be done. Mining of demanded capacity is not possible as per proposed mining. Hence, Committee recommended to reject the case.

SEIAA should be intimated accordingly.

(6)  M/s Chhattisgarh Minerals (Birgahni Lime Stone Mine), Village – Birgahni, Tehsil – Janjgir, District - Janjgir- Champa

Project proponent submitted application (Form-I and Project Report) for obtaining Environment Clearance on 15/03/2013 for mining of Lime Stone Mine (minor mineral) of capacity - 15,000 metric tonne per year at Khasra no. 281, 282, 283, at Village – Birgahni, Tehsil – Janjgir, District - Janjgir- Champa (C.G.). Mining lease area is 1.05 acres.

The case was discussed in the 101th meeting of SEAC, Chhattisgarh held on 04/05/2013. Project proponent was informed vide letter dated 11/06/2013. Project proponent presented the case along with related information/document before SEAC, Chhattisgarh in the 107th meeting of SEAC, Chhattisgarh held on 22/06/2013. SEAC, Chhattisgarh observed that the proposed mine is an existing one. Mineable reserve has been found to be already mined out. Hence, Committee recommended to reject the case.

SEIAA should be intimated accordingly.

(7)  M/s Akaltara Minerals, Village – Tarod, Tehsil – Akaltara, District- Janjgir-Champa

Project proponent submitted application (Form-I and Project Report) for obtaining Environment Clearance on 15/03/2013 for mining of Stone Mines (minor mineral) of capacity - 1,50,000 Metric Tonne per year and Stone Crusher capacity is 1,20,000 metric tonne per year at Khasra no. 2114 at Village – Tarod, Tehsil – Akaltara, District - Janjgir-Champa (C.G.). Mining lease area is 6.00 acres.

The case was discussed in the 101th meeting of SEAC, Chhattisgarh held on 04/05/2013. Project proponent was informed vide letter dated 11/06/2013. Project proponent presented the case along with related information/document before SEAC, Chhattisgarh in the 107th meeting of SEAC, Chhattisgarh held on 22/06/2013. SEAC, Chhattisgarh observed that the proposed mine is an existing one. Crusher unit exist in mine area. Mine depth of 02 m has been mined out. Mineable reserve has been found to be already mined out. Hence, Committee recommended to reject the case.

SEIAA should be intimated accordingly.

(8)  M/s Shyam lal Rajwade, Village – Khopa, Tehsil – Bhayathan, District - Surajpur

Project proponent submitted application (Form-I and Project Report) for obtaining Environment Clearance on 02/04/2013 for Manufacturing of Bricks (minor mineral) of capacity 1,50,000 Bricks per year at Khasra no. 592, Village – Khopa, Tehsil – Bhayathan, District - Surajpur (C.G.). Mining lease area is 0.62 acre.

The case was discussed in the 102th meeting of SEAC, Chhattisgarh held on 11/05/2013. Project proponent has submitted supplementary information, environment management scheme, land documents, NOC from gram panchayat, copy of lease deed, photographs, information regarding all existing / proposed / abandoned mines and stone crushers / cutting & polishing units / brick kilns location and distance within 05 km radius from mine site, NOC from forest department and toposheet / google image.
