COMMISSION on SERVICE TO HUMAN PROMOTION (CARITAS PARAÑAQUE) / 2017 - Year of the Parish as Communion of Communities
Iba’t ibang Biyaya sa Iisang Simbahayan / RE-ALIGNED/ADJUSTED OBJECTIVE and GOALS FOR 2017 / PROPOSED PROGRAMS
on the DIOCESAN LEVEL for 2017
Objective/ Flagship / To launch a community-based sustainable and developmental program that addresses the basic needs of the poorest of the poor with the engagement of the whole parish community. / To launch a parish-based sustainable and developmental program that addresses the basic needs of parishioners, especially the poor, with the engagement of the whole community.
“Basic needs” as defined by Asian Development Bank and quoted in DPA 2006 Document refer to such essential assets: basic education, primary healthcare services, reasonable reward for labor, protection from external shocks, and empowerment to make decisions that shape their lives.

1.  Caritas Family Program, “families helping families”.
2.  Journey in Faith to Action formation seminar and training-of-trainers, as needed.
3.  Catholic Social Teaching Conference for all CoSHP volunteers. Expand to include other pastoral workers in the diocesan, vicariate and parish levels.
4.  Annual Year-end General Assembly: Recollection and Fellowship of all CoSHP volunteers in the diocese.
5.  Organizational Development to make the diocesan CoSHP/Caritas Paranaque more responsive to the needs of its ministries.
Social Services & Development Ministry
(SSDM)
GOALS / At least 1 sustainable SSDM program has been launched as a community-based initiative to benefit the poorest of the poor. / All 3 SSDM ministries: to have at least one (1) sustainable program each that benefits the poor. / 1.  Re-activate the diocesan Livelihood Ministry; and launch the Self-Help Approach (SHA), an economic & social development and empowerment program.
2.  Continue the following institutional programs:
a.  Parish Clinic
b.  Primary Healthcare Training (c/o AKAP)
c.  Hapag-asa Feeding Program (c/o Pondong Pinoy)
d.  Scholarship (c/o Caritas Manila and Caritas Paranaque)
Disaster Risk Reduction and Management (DRRM)
Ministry
GOALS / Identified the disaster risks that the whole parish community will likely be exposed to and commenced actions in reducing them through a preventive program participated by the whole community. / same / 1.  Regular conduct of lectures on Disaster Preparedness including coordination with Red Cross for apt trainings.
2.  Support the organization of a DRRM ministry in all parishes including their:
a.  Preparation of a list of emergency response teams to call during emergencies/calamities; and
b.  Conduct of geo-hazard mapping and disaster assessment on disaster prone areas in collaboration with the LGU, and preparation of a computerized data base of gathered information
3.  Creation of a Disaster Assessment Data Bank System from all parishes
Good Governance, Public Affairs and Advocacy (GGPAA)
Ministry
GOALS / At least 80% of the parishes have organized GGPAA and have launched UBAS.
Parishes who have launched UBAS the previous years should have commenced a working relationship with their respective Barangays in their DRRM, SSDM & other CoSHP programs where applicable. / same / 1.  Partner with other ministries in promoting their advocacies.
2.  Conduct of diocesan training-of-trainers on UBAS and PPCRV as needed.
New Holistic Restorative Justice
(NHRJ)
Ministry
GOALS / At least 85% of the parishes have well-established RJM, working in collaboration with each other; and have developed good rapport with the city jail inmates and other organizations serving the PIITAN who share the same advocacy with RJM. / Following recommended holistic strategies by the diocesan NHRJM, the New Holistic Restorative Justice Ministry [NHRJM] should have been established in every vicariate to serve its respective city jail in working collaboration with all relevant commissions; and have established good rapport with city jail inmates, BJMP officers and other organizations serving the PIITAN who share our ministry’s advocacies. / 1.  Cascade recommended holistic strategies in organizing and operating the NHRJ ministry in every vicariate to serve its respective city jail in partnership with all relevant commissions.
2.  Launch the following:
a.  Capability-building program for NHRJM volunteers such as spiritual formation, skills training on guidance counselling, and para-legal/legal series of orientations; and for BJMP personnel & officers and other stakeholders in charge of the inmates, such as human rights of the accused, proper custodial investigation to jail commitment and release after acquittal, dismissal or desistance. 8
b.  Information campaign for the lobbying of advocacies and for establishment of linkages in the legislation of penal laws favourable to the inmates, accused & respondents, and in objection & opposition to the enactment or legislation of unfavourable ones.
c.  Alternative modes of releases of pauper litigants such as Good Conduct Time Allowance (GCTA) and Release on Recognizance (ROR).
d.  A suitable program for implementation by the parishes in the rehabilitation of drug campaign surrenderers.
Justice, Peace and Integrity of Creation
(JPIC)
Ministry
GOALS / To develop among parishioners greater awareness of Laudato Si; and for parishes to develop programs responsive to its call.
[Note: For 2017, JPIC recommends focus on programs on Integrity of Creation in response to the papal call in Laudato Si.] / Support and monitor the Implementation of Ecological Solid Waste Management Act of 2000 (RA9003) in all parishes.
