OVERVIEW

Cleveland County is soliciting proposals for fire extinguisher, emergency light and exit light inspection, maintenance and testing services. The county intends to contract with a sole provider for these services, and seeks the most cost-effective solution based on the representative criteria contained in this RFP.

SCOPE OF WORK

The winning Contractor will have a proven track record in the successful delivery of quality fire extinguisher, emergency light, and exit light inspection, maintenance and testing services.

Period of this contract shall be for three (3) years renewable at the anniversary date of the contract up to one (1) additional one (1) year terms if mutually agreed upon by both parties and subject to annual appropriations by the governing body.

Proposals must be submitted by the date and time specified. Proposals not received by this time will be rejected and not considered for award.

SPECIFICATIONS

  1. All work to be performed under this contract shall be done in accordance with the North Carolina Fire Codes, N.F.P.A and any revisions as they are required by N.F.P.A. in the future.
  1. All Fire Extinguisher maintenance and service should be done normal hours 8:00 AM thru 5:00 PM, Monday-Friday, and if needed in an emergency situation.
  2. All service contractors must be covered by Worker’s Compensation Insurance which is supplied by the contractor. A copy shall be enclosed with the bid.
  3. All service mechanics must have proper ID and safety protection where needed.
  4. The contractor must maintain proper records during the period of the contract. These records are to be kept on all services for a period of (1) one year after expiration of the contract. Upon inspection of the fire extinguishers, all service tickets are to be rendered (1) copy to Cleveland County Fire Marshal’s Office, and (1) copy to Cleveland County Finance Department. All service tickets are to show the type, size, location and worked performed
    (WORK PERFORMED: Recharge service and tag, repair parts, hydro test).
  5. The contractor shall have available adequate facilities and supplies including:
    a) Hydro test equipment for water and Co2
    b) Adequate supply of Co2 and rechargeable chemicals.
  6. All work shall be done on the premises. Fire Extinguishers shall not be removed from service except when necessary and in case of necessary removal; a loaner fire extinguisher shall be provided. If an extinguisher is removed from service or the premises, it should be returned within a 72 hour turnaround period. Extensive repairs and hydrostatic testing shall require no longer than a 10 day turn around period.
  1. After awarding the contract for fire extinguisher servicing, the company under contract shall inspect all fire extinguishers. These inspections should be done between the months of May and June the contract year. The company under contract shall proceed to complete the approved recharge, hydrotest, service and tag, or repair parts service at this time.
  1. When hydrostatic testing is required, inform the Cleveland County Fire Marshal’s Office.This is so the affected department can be made aware of the additional expenses due to hydrostatic testing or replacement.
  1. Vendors maybe required to submit three (3) references with phone numbers and contact names. The awarded vendor may be required to submit additional documentation.
  2. Either party may terminate the contract upon thirty days written notice to the other party. Any previous assigned projects prior to the termination notice shall be completed and the Contractor will be paid in accordance with the terms of this contract.

The Cleveland County Fire Marshal’s Office, reserve the right to inspect the premises before awarding the contract to determine the adequacy of facilities and supplies on hand.

The County reserves the right to add additional locations if needed at the contract price.
