FINEDON PARISH COUNCIL

Minutes of the Meeting of the Parish Council held at the Town Hall, Finedon on Wednesday 25th April 2012.

Present: Councillors Mr G Swann (Chairman), Mrs K Bivens (Vice-Chairman), Councillor Mr Bailey, Mrs Bailey Mr M Ward, Mr R Ogle, Mr D Willmott, Mr M Bentley and Mrs E Baker (Clerk).

Apologies were received from Ms L Callnon, Mrs G Spencer, Ms Maxwell-Evans and Mr Cheney.

Mr Spencer Hawkes attended the meeting.

01/1213 PRAYERS

02/1213 MINUTES

RESOLVED that the minutes from the Parish Council meeting held on Wednesday 21st March 2012 were confirmed and signed.

03/1213 DECLARATION OF INTERESTS

Ward, Willmott declared an interest regarding item 11 – Planning

04/1213 POLICE MATTERS

RESOLVED:

The Clerk informed the meeting that it has been reported that Youths are causing a nuisance in the Cemetery during the evening. The Clerk will contact PCSO Amey-Heard to inform her of this.

The Clerk informed the meeting that the Borough Council are not going to install a chain across that entrance to the Recreation Ground. It was agreed that the Clerk contact the Borough Council to find out why it has been stopped.

05/1213 QUESTIONS / STATEMENTS FROM PARISHIONERS

There were no questions and statements from Parishioners.

06/1213 MATTERS ARISING FROM PREVIOUS MINUTES

RESOLVED:

The quotation by SJ Hawkes Ltd of £1,655.57 to restore the Bus shelter in Irthlingborough Road.

Proposed by Councillor J Bailey and Seconded by Councillor B Bailey. All agreed to the quote. The Clerk will inform SJ Hawkes Ltd to carry out the restoration.

07/1213 POCKET PARK MAINTENANCE AND GROUNDS MAINTENANCE

RESOLVED:

a. Spencer informed the meeting that he has not been able to carry out all the maintenance in the Pocket Park however he will make up the time next month.

It was agreed that the lock is replaced on the gate in the Banks Park on the High Street side and the steps on the Wellingborough Road side are repaired and made safe.

Councillor Bailey asked if the Dolben Square Stone could be cleared of rubbish.

The Chairman asked if the Tainty Field grass could before the Queen’s Diamond Jubilee event.

Councillor Bentley informed the meeting that there is a lot of brushwood and branches at the St Mary’s entrance to the Pocket Park and could this be cleared away.

A site viewing of the Pocket Park has been arranged for Friday 18th May at 10.30am. All Councillors attending to meet at the entrance on Station Road.

08/1213 CEMETERY

There were no reports regarding the Cemetery.

09/1213 COMMUNITY MATTERS

RESOLVED:

a. The Chairman updated the meeting with details of the programme of events for the Queen’s Diamond Jubilee.

b.  The letter relating to the volunteers for Sunday opening of the Library was past to Councillor Mrs Bailey for action.

c.  Email from Steve Shaw regarding empowering Town and Parish Councils was noted.

d.  Two applicants have come forward for the vacancy of Parish Councillor. It was agreed that they would be invited to the next meeting to speak to the Councillors prior to the meeting. A vote will take place and the successful candidate will be co-opted on to the Parish Council.

11/1213 PLANNING

a.  Planning Applications

RESOLVED:

There were no comments regarding the following applications.

  1. listed building consent) 19 Museum Tower, Finedon Hall for Mr Mat Peck.
  1. WP/2012/0167/F – Proposed removal of single storey lean-to extension and erection of a replacement single storey extension to form kitchen-diner at 13 Kenmuir Road for Mr John Boddington.
  1. WP/2012/0150/F – 2-storey extension to the front, side and rear. Also includes internal alterations and a loft conversion at 5 Hunston Kenmuir Road for Mr N Done.

The following application was objected to due to the construction of the road is too premature for the development.

  1. WP/2012/1072/RMM – Consent is sought for highway works only, extending the consented Route 4 to connect to the existing Irthlingborough Road. Reserved Matters to be determined are: access, appearance, landscaping, layout and scale. This Reserved Matters application relates to Route 4 included in the Stanton Cross outline Planning permission (ref. WP/2004/0600/O at Land to South area 12 Bovis Irthlingborough Road. For Mr Paul Boatman Bovis Homes Ltd

b. Planning Approvals

  1. Kettering Borough Council Notice of Approval KET/2011/0506 Erection of 5 no. wind turbines (100m High to the tip of a rotor blade in vertical position)./ Provision of crane hard standings, control building, sub-station, underground cabling, temporary construction compound, widening of the existing site access, new site access tracks and permanent 65m high anemometer mast at Glendon Farm (land at) Near Burton Latimer.

12/1213 BANKS PARK / WELL STREET OPEN SPACE

RESOLVED:

There were no comments regarding the playground.

The tennis court cleaning will take place once the water has been connected.

RESOLVED:

c. Quotes have been received from two insurance companies Aon and Came and Company. It was agreed that Came and Company become the insurance company for the Parish Council for the next 3 years. The insurance will be review again in 2015.

The Chairman will attend the Wellingborough Mayoral Civic Service on Sunday 27th May at 3.00pm.

Information from SITA regarding the proposed planning application for changes to the landfill site in Sidegate Lane.

Councillor Mr Bailey was congratulated on the news that he is going to become the Chairman of Northamptonshire County Council.
