part ii: project JustiFication

A.  Description of the consistency of the project with:

A.1.1 the GEF focal area/LDCF/SCCF strategies / NPIF Initiative:

The proposed project addresses convention obligations related to reporting requirements under the three main focal areas: Biodiversity, Climate Change and Land Degradation. It specifically fits under the fifth (5) strategic objective of the Cross Cutting Capacity Development (CCCD) strategy developed under GEF5, that is “enhancing capacities to monitor and evaluate environmental impacts and trends”.
In line with this objective, the project will: (i) strengthen the institutional framework to enable a coordinated multi-agency information management and monitoring system; (ii) strengthen the legal and regulatory framework to enable a coordinated multi-agency information management and monitoring system; (iii) upgrade environmental information management and monitoring standards, norms, procedures and IT architectures; and (iv) pilot the new approach in one environmental area responding to environmental information and monitoring requirements.
In addition to be aligned with the fifth objective of the CCCD strategy, the project will also contribute indirectly to objective 2 and 4 of this same strategy. By strengthening the capacity in Tajikistan to better monitor the environment, indirect benefits include: (i) the training of stakeholders on how to use different tools available to manage information that is a core output of objective 2 “generate, access and use of information and knowledge”; and, (ii) the enhancement of management capacities for implementing convention guidelines and reporting that is a core output of objective 4 “strengthened capacities for management and implementation on convention guidelines”.
Finally, the project will also contribute significantly towards some GEF5 focal area strategies. It includes the objective 5 under the biodiversity strategy that is to “integrate CBD obligations into national planning processes through enabling activities” through strengthening measurable biodiversity conservation and sustainable use targets; the objective 6 under the climate change strategy that is to “support enabling activities and capacity building under the convention” through the strengthening of national communications submitted to UNFCCC as required. It will also contribute to the learning objective under this strategy that is to improve the monitoring system and the tracking tools and refine the GHG estimation methodology through close collaboration with the GEF agencies; and, the objective 4 under the land degradation strategy that is “to increase capacity to apply adaptive management tools in SLM” through increasing the capacity of Tajikistan to fulfill its obligations in accordance with the provisions provided in the UNCCD and improving the monitoring of the GEF portfolio using new and adapted tools and methodologies.

Tajikistan is a ratifying party to all three Rio Conventions, along with other Multilateral Environmental Agreements (MEAs). The United Nations Framework Convention on Climate Change (UNFCCC) was ratified in 1998 and the national action plan to mitiage climate change was approved in 2003. Tajikistan reported to the Convention through the first national communication in 2002 and the second in 2008. The Convention on Biological Diversity (CBD) was ratified in 1997, including the signature of the Cartagena Protocol on biosafety. The NBSAP was approved in 2003 and Tajikistan produced four national reports on biodiversity conservation during the period 2003-2009. The United Nations Convention to Combat Desertification (UNCCD) was ratified in 1997. Tajikistan produced its NAP in 2000. The Rio Conventions and their protocols collectively set the overall context for Tajikistan’s global environmental management, as the natural resource management regime is guided by these key global documents, translated as national level policies, strategies and plans. However, the country's capacity is still limited, along with the institutional and human resources, to implement these MEAs and national policy instruments effectively.
In 2004-2005, the government conducted a National Capacity Self-Assessment (NCSA) funded by the GEF and implemented by UNDP and the Committee for Environmental Protection (CEP). The government - under the Resolution #202 of June 6, 2005 - endorsed the final NCSA document. The NCSA process was an innovative approach to assess capacity needs to implement the Rio conventions in Tajikistan and prepare an over-arching national capacity development action plan to maximize synergies between these Conventions and address global environmental issues. The process included three thematic assessments – climate change, biodiversity and land degradation – and one cross-cutting analysis to delve into an assessment of foundational capacities to meet and sustain global environmental objectives and to search for synergies among the three thematic areas, as well as linkages with wider concerns of environmental management and sustainable development, such as persistent organic pollutants (POPs) and biosafety. Finally the analysis was the basis for the development of an action plan.
Five priority directions were identified in the NCSA combining capacity needs of not only from the three Conventions, but also from other national and international strategies and programs. It includes:
·  Public involvement and participation, partners' awareness, and environmental education
·  Coordination of activities based on monitoring and information exchange
·  Rational use of water and power resources of the Republic
·  Reforestation and land management
·  Disaster prevention and mitigation
Following the NCSA, the GEF funded the “Tajikistan Environmental Learning and stakeholder Involvement as Tools for Global Environmental Benefits and Poverty Reduction” project to address the first key priority identified through the NCSA process. This project started in September 2008 and was completed in March 2012 with a GEF budget of USD 500,000 and a co-financing of USD 470,000. The goal of this project was to expand Tajikistan’s capacity to generate global environmental benefits through educating and involving diverse national and local stakeholders in addressing Rio Convention themes. Its objective was to strengthen the capacity to use environmental learning and stakeholder involvement as tools to address natural resource management issues as part of poverty reduction.
