FINANCING DISABILITY SEMINAR: NEW FRONTIERS OF SOCIAL ECONOMY IN EUROPE

In Spain, the Spanish Bill for the promotion of personal autonomy and care for persons with dependency was approved in 2006. The 2009 report by the Expert Group designed by the Spanish Congress identified the achievements and failures of the new disability scheme with a main focus on financing issues.

The experience in Spain and in other European countries may contribute to better design and implement disability schemes in other regions of the world, particularly in a context of reshaping welfare states for a more sustainable finance.

Featured speakers;

Professor Guillem Lopez-Casasnovas, Professor of Applied Economics, Universitat Pompeu i Fabra (Barcelona) is a member of the Board Directors of the Spanish Central Bank since 2005. He is past-president of the International Health Economics Association (iHEA), member of the Royal Academy of Medicine and Member of the Advisory Council of the Spanish Ministry of Health.

Professor Richard Madden, Professor of Health Statistics and Director Director of the National Centre for Classification in Health. Prior to that, he was Director of the Australian Institute of Health and Welfare. He was also Head of the Treasuries of the Northern Territory (1983-86) and the Australian Capital Territory (1989-92). He co-chaired the WHO Network's Family Development Committee until October 2012 and leads development work for the International Classification of Health Interventions.
