CISDOMA is a non-governmental organisation (NGO) under the auspices of Vietnam–Asean Science Association, which was established in May 2000. The founding council of the institute is composed of three members led bycouncil chairman Ninh Van Hiep.

CISDOMA, with nine subsidiary centres and one newspaper agency, has 29 official members and over 50 officers working on contractual basis, in which two hold professor-doctorate degrees, three associate professor cum doctorate degrees, five doctorates, two MAs, and the remainder BA degrees in such industries as biological agriculture, environmental energy, economics, forestry, HIV/Aids prevention, gender, community development, ethnology, and sociology.

The objectives of CISDOMA are to do research and consultancy, and directly engage in preparing sustainable development projects for rural and mountainous areas, especially far-flung and ethnic minority areas and projects on community development with the participation from local people.

As an NGO without regular funding from the government, the institute’s financing sources mainly come from project consultancy and other chargeable services.

Below are some of projects carried out by CISDOMA:

-2001: raising awareness on gender and setting up book library for women in two communes of Trung Luong and Dong Trinh-Dinh Hoa district of Thai Nguyen province, funded by the Swedish-Danish Fund for the Promotion of Gender Equality in Vietnam

-2002: Rehabilitation and Development of the traditional weaving industry of Pa Then ethnic women in My Bac commune, Bac Quang-Ha Giang province, funded by the World Bank (WB) in Vietnam.

-2003: Assessment of rural energy in the Northern Highland region, a RENS. SNV project;

-2003: Construction of water supply and irrigation network for Nung ethnic group in Lung Chang village, Quang Minh commune, Bac Quang district, Ha Giang province, funded by the AusAid [CISDOMA is the technical consultant for project preparation]

-Apart from the above-mentioned project, CISDOMA has carried out a number of projects on biomass technology development in Cao Bang, Lang Son, and Ninh Binh, funded by Francophonie during 2002–2003 period.

-2004: Study on Pa Then ethnic group, funded by Swiss EMVG-Caritas.

II. PROJECT DESCRIPTION:

1. What does the project aim to resolve and why it is necessary to adopt such solutions?

The Hochiminh Communist Youth Union of Quang Binh district, Ha Giang province, or the Quang Binh District Youth Union as called for short, consists of 27 youth sub-unions (15 rural youth groups, one school group, and 11 groups of organisations and military forces).

The Unionhas 2,937 members and 8,723 youths, 30% of whom are studying at secondary schools. Young people of ethnic minority groups in the district almost have no access to understanding over gender, adolescent reproductive health, and socially transmitted diseases (STDs). Meanwhile, adolescent marriage is still common and drug-taking has occurred in the district and is likely to become an outburst.

According to the official statistics updated on December 31, 2003, Quang Binh district has 86 drug addicts and 78 commercial sex workers, most of whom are teenagers in which 41 are infected with HIV/Aids and 11 suffer full-blown AIDs.

In a bid to control these social vices, CISDOMA plans to coordinate with Quang Binh Youth Union to launch a programmes on HIV/Aids preventions including organising training courses and contests for dissemination of HIV/Aids information, and establishing task force groups for HIV/Aids prevention.

The main objective of the project is to change the behaviour, attitude, and awareness of young people and the community as a whole regarding the fight against HIV/Aids by:

-offering a number of solutions to socialise HIV/Aids prevention activities to people of ethnic minority groups living in far-flung areas, especially young people who are very dynamic and sensitive to HIV/Aids issues;

-providing skills training for grassroots instructors on HIV/Aids prevention for different localities, which is essential to retain sustainable development on HIV/Aids prevention in the district, even when the project finishes;

-Enriching local youths with knowledge over gender and HIV/Aids epidemic and how to avoid HIV/Aids infection.

2. How will the project address these issues?

2.1 CISDOMA will organise skill training courses for youth volunteers who will be future propagandists on HIV/Aids knowledge and prevention in the district, focusing on ways of infection, prevention skills, propaganda techniques, consultancy and care for HIV/Aids infected persons, and reintegration with the community.

2.2. The institute will also coordinate with Quang Binh district Youth Union to organise a contest on propaganda of HIV/Aids prevention.

Content of the contest: Knowledge and basic perception of HIV/Aids, gender, adolescent reproductive health and healthy marriage.

  1. drama contest (each team performs a drama)

Each team will send 5–6 members to play a comedy, introducing themselves on the stage. The team can use properties for better illustration of their performance concerning the relationship between families and the society

  1. eloquence contest: each team will appoint a person with eloquence skill to present on the HIV/Aids subject
  2. Knowledge contest: A basket of quizzes will be prepared by the contest organiser and participating teams will pick up the quizzes by random. Time for preparation and answering the quizzes will be not less than 5 minutes.

2.3. Establishment of a voluntary youth group for propaganda on HIV/AIDS prevention

A voluntary youth team to fight HIV/AIDS will be established and managed by the vice secretary of the district’s Youth Union. The team is composed of five (05) persons who are excellent members of the Union or members of the district’s art performance group.

The team will be equipped with audio instruments and speakers with an aim at disseminating information on negative influencesand ways of preventing HIV/AIDS epidemic in the community of ethnic minority people in Quang Binh district. The operation of the team will initially be lasted during the project’s lifecycle.

It is a common feature in the remote highlands and mountainous areas that the dwelling of ethnic minority people are often scattered. Therefore, the best method to obtain the set objectives of the programme is to propagandise information at market days where almost all people of different ethnic minority groups go to buygoods there.

The market daysin Quang Binh district are organised on the 5th, 10th, 15th, 20th, 25th and 30th days every month.

For better effects of the programme, all materials on HIV/AIDS prevention will be translated into different ethnic languages. This task will also be carried out by the team.

3. Innovativeness of the solutions

- To organise the contest onHIV/Aids prevention through the performance of arts, dramas in Vietnamese and ethnic languages;

- To propagandise HIV/AIDS prevention activitiesin ethnic languages at market days.

These tasks will be carried out by the Voluntary Youth Team.

3. Socioeconomic conditions of the project site

Quang Binh is a newly establisheddistrict, which was split from Bac Quang district in January 2004.It is a remote mountainous district with extremely poor socio-economic conditions.

The district consists of 15 communes in which nine are being subsidised by the government through various programmes including poverty reduction and afforestation programmes 133, 135, and 327. Quang Binh has total area of 64,270ha and a population of 57,680 of 16 different ethnic minorities.

The district has one combined secondary schools, eight junior secondary schools, and one boarding school for pupils of ethnic minorities.

About 42% of total households in Quang Binh district are living under the poverty line with average income of VND80,000–120,000 (US$5–7.5) per household per month.

5. Which group of people will be directly impactedby the project?

The project is intended to directly influence all young people in the district and also their families. While young generationis very sensitive and vulnerable to social vices, their behaviours can be easily changed if they get access to good education, which will also cause a positive effect to the community.

5. What is the socioeconomic impact of the project?

The project will leave a direct impact on young people of following target groups:

+ young people of ethnic minorities in rural areas

+ pupils and students at schools

+ young working people and soldiers

+ temporarily unemployed youth, and young people migrating to work in other regions.

It is expected the project will cause positive socioeconomic changesto the target groups in the location of the project. The project will help change the awareness and behaviour of target groups against HIV/AIDS and thus help prevent the spreading of HIV/AIDS,enhance the healthy lifestyle and consolidate the role of nuclear and extended families in the community.In addition, with the prevention of HIV/AIDS epidemic, the young generation will become the key force to boost business and production in the district.

7. Addition information

Should the project receive the funding from the Vietnam Innovation Day, it will be realised in Quang Binh with great supports from the district People’s Committee, involved agencies, the Youth Union, and especially young people.

+ Impact of the project

The implementation of the project will help basically change theawareness,attitude, and behaviour of the beneficiaries who are teenagers and young adults, creating a healthy playing field for young generation where they can get access to information on HIV/AIDS and the seriousness of the epidemic to the community. In addition, it will help change the negative attitude of the community against people with HIV/AIDS, and thus helping them re-integrate with the community.

If the project is carried out properly and according to the plan, it will leave a comprehensive impact on the community in socioeconomic terms. In addition, involved persons will be enriched with knowledge and experience in preventing HIV contraction,helping people with HIV/AIDS reintegrate with the community, and building a community of people “living with HIV/AIDS”.

+ Possibility of expansion

With various activities to fight HIV/AIDS including training, contest and propaganda on HIV/AIDS prevention, establishment of voluntary propaganda groups, combination of HIV/AIDS programme with other activities of the Youth Union, and especially dissemination of HIV/AIDS information in ethnic languages at market days, the implementation of this project will be a precious experience that can be expanded to other districts in the province.

III. PROJECT OUTLINE

The project will be implemented in a duration of nine (09) months.

-Month 1: + to establish a project management unit (PMU); + to establish two training classes on HIV/AIDS prevention for young adults: one for Youth Union members in 15 communes; and one class for young peopleworking in organisations, firms, and military forces in the district. Each class with 30 trainees: + to establish a voluntary youth team on HIV/AIDS prevention.

-Month 2: + to draw lessons from the first two training classes; + the PMU to launch a contest on knowledge of HIV/AIDS prevention with 19 participating teams (15 teams representing for 15 communes, one for the military forces, one for companies and organisations in the district, one for senior secondary schools, and one for junior secondary and boarding schools), each team with six (06) persons -> total: 115 contestants

-Month 3: + participating teams to arrange the subjects of the contest: drama,prose and verse composition, and play; performance practising; study and review of information and knowledge of HIV/AIDS prevention;

-Month 4: + participating teams to practise before the contest;

-Month 5: + the PMU to organise the contest on HIV/AIDS prevention;

-Month 5–8: + the Voluntary Youth Team to disseminate information and knowledge of HIV/AIDS prevention at market days and crowded public areas in the districts.

-Month 9: + to review the results of the project; prepare project report for submission to the donor.

IV. BENEFICIARIES AND PARTICIPANTS

1. Who are the beneficiaries and how will the implementing agency do to benefit the beneficiaries?

The beneficiaries of the project are teenagers and young adults, and the whole community of ethnic minorities in Quang Binh district. The implementing agency will hold a meeting with the Youth Union of Quang Binh district to work out a detailed implementation plan.

CISDOMAis responsible for preparing the plan on implementation of the project, while the coordinating agency will be in charge of preparing materials and facilities, directing local working groups, and contacting with local authorities with regards to implementing the project.

2. Is there any person belonging to the groups of beneficiaries who participates in the process of requesting for funding and project’s planning and preparation?

Mr. Sin Van Hai, secretary of the District Youth Union. Mr. Hai has requested for the funding and prepared the plan and provided materials to CISDOMA for preparation of the proposal.

3. How will the beneficiaries participate in implementing the project and to what extent?

Key members of the Quang Binh Youth Union will participate in the PMU and will be responsible for directing other members and young people in the district to engage in the programme. In addition, they will act as grassroots disseminators joining the project from the beginning and maintaining HIV/AIDS prevention activities even when the project finishes.

3. How will the beneficiaries participate in the HIV/AIDS prevention drive when the project finishes?

The beneficiaries will be trained to become voluntary disseminators and they will continue to maintain HIV/AIDS prevention activities even when the project finishes.

6. How will the project implementing agency maintain results of the project and what are their responsibilities after the expiry of the project?

The implementing agency will maintain operation of the PMU office, receive and process information in a bid to stop the outbreak of HIV/AIDS epidemic in Quang Binh district. After the expiry of the project, CISDOMAwill transfer the office to Quang Binh Youth Union and will continue to offer further professional training to grassroots disseminators.
