About The Project / The Odisha Health Sector and Nutrition Plan has been implemented since 2007. The United Kingdom’s Department for International Development (DFID) has contracted the Technical and Management Support Team (TMST) to help key departments of Government of Odisha (GoO) to implement the Odisha Health Sector and Nutrition Plan (OHSNP). The current Technical and Management Support Team (TMST) has been in existence for the last 7 years and has focused on technical support to the Department of Health and Family Welfare (DoH&FW) and the Department of Women and Child Development (DWCD), in order to enhance their efforts on the underserved KBK+ districts; introduce a range of innovations in service delivery,: and, to bring in systemic reforms in such areas as: human resources, financial management, procurement and monitoring. TMST has been and will continue to provide water and sanitation support for accelerated improvements in health, nutrition, water and sanitation outcomes and help implement the priority outputs under
OHSP. The focus of the current phase of technical cooperation will be to begin supporting the Rural Development Department (RD) in integrating and rolling out Water and Sanitation (WASH) strategies in selected districts.
Job Description / OBJECTIVE
To provide necessary assistance to the RD Department, DoH&FW and DWCD for planning, implementation, management, coordination and monitoring with respect to activities related to HNWASH & convergence of WASH with Health &Nutrition activities.
ACTIVITIES / KEY TASKS
The technical assistance to be performed by the District Coordinator: HNWASH (CP) include but not limited to following key task mentioned below:
The District TA primarily role in HNWASH convergence related services and community process work such as CLTS and Shakti Varta would be to ensure the following:
  • Point person for the Health and WASH & Convergence related activities in Field TA (Technical Assistance) team of Technical Management Support Team (TMST);
  • Planning and policy development for strengthening the Health and WASH component under the community process and convergence among DPMU (NRHM), NOP (DWCD), RWSS and DWSM (RD);
  • Support implementation for strengthening access to Health and sanitation services and hygiene promotion working through district nodal agencies of Health and WASH (DWSM) and partners like Water Aid, UNICEF and other active functional NGO;
  • Support DoHFW, DWCD and RD Department to plan and implement WASH & convergence activities in the assigned districts;
  • Ensure convergence with other line departments and implementing partners;
  • Support implementation of all evidence based community based strategy decided by TMST;
  • Coordinate with DoH&FW and RD Department for organizing orientations, meetings, training, etc. to implement WASH and community process related activities;
  • Facilitate regular reviews in the districts and report Health and WASH related progress at the district and sub district level to line manager and concerned departments;
  • Facilitate and coordinate with District/Block officials for supervision of WASH related activities on a regular basis;
  • Coordinate and facilitate various studies conducted in the WASH and convergence sector by TMST;
  • Over all responsible for preparation and submission of Monthly/Quarterly/Annual progress report related to WASH & Convergence;
  • Documentation of Case Studies & best practices for further dissemination.
  • Support DWCD, Health and Rural development in planning & implementation of nutrition & convergence activities and ensure programmatic convergence with other line departments, implementing partners and other NGOs at district and sub-district level;
  • Facilitate the data triangulation and share with nodal department and others stakeholders at districts and block level for effective decision making
  • Facilitate the web based MIS of community processes to be operational at the Districts by ensuring timely report collection, compilation and feedback;
  • Responsible for district level data analysis & sharing of data for effective decision making;
  • Facilitate institutionalization of concurrent monitoring for WATSAN with appropriate indicators;
  • Facilitate the capacity building in the effective use of information for Program improvement;
  • Produce monthly compilation of analytical report prepared on the nutrition, WATSAN and health status in targeted districts.
Training & Capacity Building Responsibilities
  • Provide necessary assistance to DWCD, DoH&FW and RD Department and TA team members for training/capacity building & communications with respect to activities related to WASH, community process and convergence;
  • Support the capacity building and monitoring plan at district level to enable frontline workers and district functionaries to promote Health, nutrition and WASH initiatives in the project districts as decided by the TMST;
  • Support roll-out of the capacity development of frontline providers, supervisors and Anganwadi workers (AWWs) on health, nutrition and WASH interventions for improved health and nutrition led by district TA team;
  • Capacity building of GaonKalyanSamitis (GKS) to promote use and improve awareness and demand for entitlements of health, nutrition, water and sanitation services among the target community;
  • Support in identification of partners working for Community process related to HNWASH & Convergence;
  • Implement the Community-based approaches in the targeted district to manage, demand and monitor HNWASH outcomes in coordination with other key departments:
  • Supervise and supports the partners involve in community process and provide feedback to line manager;
  • Coordinate with Block and District level stakeholders for community ownership, community mobilization on Health, nutrition and WASH & Convergence related activities;
  • Identify and utilize the resource for community mobilization ownership activities;
  • Undertake such other assignments, which may be assigned from time to time.
OUTPUT / KEY DELIVERABLES
  • By end of every first week of the current month she/he should submit the previous month report and current month action plan;
  • District and project related all Nutrition/WASH/Health related information as and when required by TMST;
  • All reports and deliverables mentioned in programme management support area
  • All project related photographs for documentation.
PROGRAMME MANAGEMENT SUPPORT
In addition to the above, District Programme Officer: HNWASH in consultation with the other members of the core team, will be expected to play an active role in the following activities:
  • Development of an annual work plan for the TMST, outlining a) priority tasks and measurable (qualitative and/or quantitative) benchmarks/deliverables, building on the scope /tasks given in the TMST ToR and thereafter every year; and b) areas where the three departments will need specific support and proposed actions. While developing the action plan, key stakeholders within and outside DoH&FW, DWCD and RD Department should be consulted and the plan should reflect the priority need of these departments;
  • Preparation of monthly written reports on progress and activities against the four outputs. These reports will include a) progress against each output with brief description of activities; b) a summary of any issues and concerns that need to be discussed; and c) plan for the following month;
  • Support the DoH&FW, DWCD and RD Department to produce annual progress reports which will be submitted to DFID and before the progress review missions to be held annually.

Qualification & Experience /
  • Post Graduate degree in Public Health/ Nutrition/ Social Sciences or related field
  • Minimum five years of experience in developmental field working related to Health;
  • Preferably with experience of working with RD Department or DoH&FW or DWCD.

Desirable / Ability to perform a gamut of managerial tasks related to human resource management, results management, events (workshop & meetings) management, providing support in planning activities and implementation, data management and reporting etc. S/he demonstrates openness to change and ability to manage complexities. S/he displays cultural, gender, religion, race, nationality age sensitivity and adaptability.
Following knowledge, skills and abilities may be acquired through a combination of formal schooling, self-education, prior experience or on-the-job training.
  • Knowledge on State Government Health, Nutrition and WASH Schemes and related activities by Non-Government Sectors;
  • Knowledge on issues related to accessibility of services by various socially diffident and outreach populations;
  • Communication, linguistics, presentation, Leadership, Organising, planning, Computer knowledge and Project Management Skills.
