EMPLOYEE ORIENTATION TRAINING

IN THE AREA OF HEALTH AND SAFETY

1.GENERAL INFORMATION ABOUT THE UNIVERSITY

The Higher School of Economics was founded on 27thNovember, 1992, by the Russian Federation Government Decree.

HSE operates in Moscow (main campus), St. Petersburg, Nizhny Novgorod, and Perm.

There are more than 41 research institutes and centers, 32 research laboratories, 13 international laboratories under the management of the leading foreign scientist.

The HSE is the founder of more than 21 scientific journals. The HSE research centers, faculties and departments have more than20 series of scientific publications.

2.MAIN PROVISIONS OF HEALTH AND SAFETY LEGISLATION

Health and safety working conditions, professional diseases and injuries prevention are specified by relevant clauses of regulatory legal acts on health and safety of the Russian Federation.

According to Article 212 of the Law Employer’s Duties on Ensuring Safe Working Conditions and Health and Safetyof the Russian Federation the duties to ensure safe working conditions and labour protection are imposed on employers.

According to Article 214 of the Law Employee’s Duties in Terms of Health and Safetyemployees are obliged to:

- meet health and safety requirements,

- use personal and collective protective equipment properly,

- learn safe working practices and methods,

- attend obligatory pre-employment and regular medical examinations.

According to Article 221 of the Law Provision of Personal Protective Equipment for Employees of the Russian Federation work in harmful labour or special temperature conditions, or related to pollution conditions involves free of charge special clothes, shoes and other personal protective equipment for employees subject to the established standards.

According to Article 225 of the Law Education and Professional Training in Health and Safetyof the Russian Federation all corporate staff including managerial staff is obliged to undergo occupational health and safety training and pass tests on requirements of occupational health and safety as established by the Government of the Russian Federation.

3.HSE INTERNAL LABOUR REGULATIONS

Labour schedule in organizations is subject to internal labour regulations.

Internal Labour Regulations are a University local legal act defining hiring and dismissal procedures for employees, employees’ and employers’ basic rights, duties and responsibilities, working schedule, rest time, incentives and penalties imposed on employees, and other issues concerning regulations of labour relations and training.

4.HEALTH AND SAFETY ORGANIZATION IN UNIVERSITY

University employees are entitled to:

- have a working place equipped according to the state regulatory labour protection and sanitation requirements,

-compensation for any harm inflicted on an employee in relation to performance of his/her labour duties and compensation for moral damage as established by the law of the Russian Federation,

- compulsory social insurance in the cases stipulated by federal laws,

- social benefits provided by University for its employees according to the established procedures.

Heads of structural subdivisions are responsible for labour protection in general in terms of their subdivisions; for failure to take measures to create healthy and safe working environment subject to labour protection requirements; for injuries and professional diseases; and for employees’ failure to follow rules, standards and instructions in terms of labour protection and legislation.

Occupational Health and Safety Service is responsible for taking direct measures in terms of labour protection and arrangements to create safe working conditions in HSE.

5.BASIC BEHAVIOR PRINCIPLES IN THE TERRITORY OF THE HSE

Employees are obliged to:

- follow rules, standards, and instructions in terms of labour and fire protection, and Internal Labour Regulations as well,

- inform immediately their direct or a next higher superior, or HSE OccupationalHealth and Safety Service of any situations threatening people’s lives and health, of every accident taken place in HSE, and of health deterioration including signs of acute professional diseases.

Use of alcohol and work being drug or alcohol intoxicated is forbidden.

Employees are obliged to follow requirements of labour sanitation and personal hygiene stipulated by the applicable legislation and other legal acts.

If an equipment fault is detected, employees are obliged to inform their superior. Faulty equipment is forbidden for use and application.

6.ELECTRICAL SAFETY

Electrical safety is to be regarded as a system of organizational and technical measures to protect people from electric current.
