The Programme for DRC in short

Phase 2014-2016

The 2014-2016 logical framework for the MIC Programme for the DRC provides one Specific Objective and five Results. It is a continuation of the previous programming phase.

Based on the achievements of the previous phase and challenges highlighted by both the partnerships themselves and the evaluators in their recommendations, the partners have focused on improving strategies for building the capacity of the civil status and population services within the municipality institution and in their relations with the populations, while ensuring networking, both within the territory (maternities, clinic, civil society, etc.) and externally (MIC platform, non-MIC municipalities or other partners).

The Specific Objective of the MIC Programme in the DRC for the period 2014-2016 also complies fully with the new 2014-2018 guidelines of the Congolese National Action Plan to revitalize civil status policies.

At the end of three years (2014-2016), the Congolese cities and municipalities taking part in the MIC Programme shall have effective civil status and Population Services.

The results below correspond to the key issues identified collectively:

1  the cities and municipalities have planned and implemented a proximity policy for the municipality and its antennas for improved access to civil status and Population Services;

2  the cities and municipalities work together and develop networks with key actors in the field in order to strengthen community management, and in priority, the civil status/population services for the benefit of citizens;

3  the cities and municipalities develop their census capacities to create an updated population register, harmonize and perpetuate the collection procedures, and secure the use of data;

4  Civil Status/Population Services have the necessary skills and tools for implementation and sustainability of their mission for the management of civil events (primarily births, deaths and marriages) and population events (movements and evolution);

5  the cities and municipalities have a functional and operational archiving system for civil status and population documents.
