1  Introduction

1.1  Overview

This document describes the enhancements and changes being made to the FPDS-NG system in Service Pack V1.3 SP10.0.

1.2  Schedule

The high level schedule with BETA, FQT and Production milestones is illustrated in Table 1.

FPDSHD-43223 / Problem: The description for the “Status of Actions” report wrongly indicates that the report displays final documents although final documents are not displayed in this report.
Solution: The description for the “Status of Actions” report will be modified to not show final documents. The updated description is as follows:
“This report displays Federal Government actions in the Draft, Error and Void status, created via Contract Writing Systems, FPDS-NG System, Web Portal and Migrated for the selected date range. It also offers drill downs and a detail.”

FPDSHD-43879 / Problem: FPDS-NG does not have a rule on the IDV modification documents to prevent the civilian agencies from not providing a value to the data element “Last Date to Order”.
Solution: On the civilian IDV modifications, “Last Date to Order” will propagate from the base IDV, but will be available for user input. If no value is provided, then a mandatory rule will fire.

FPDSHD-50141 / Problem: The common validation rule, 7A02 is not firing on the DoD modification documents even though the data element “Clinger Cohen Act” requires user input.
Solution: The system will be fixed such that validation rules 7A01A and 7A02B fire on the V1.0, V1.1 and V1.2 modifications for the Delivery/Task Orders, Purchase Orders and Definitive Contracts for DoD.

FPDSHD-50979 / Problem: The following statement needs to be removed from the appendix of the “Small Business Achievements by Awarding Organization” Report
“- Grants, Credit Cards, Personal Service Contracts that are issued under 5U.S.C.3109 (FAR Part 37).”
Solution: The appendix for the report will be updated.

FPDSIRB-87 / Problem: When an award is created using Business services and the Place of Performance location code is not sent in the request, the award is opening up fine from the Web portal. However, when ‘Save Draft’ button is clicked, the Place of Performance Zip+4 code is being appended to the 5-digit zip code and the entire 9-digit code is displayed in the 5-digit zip code field
Solution: The system will be modified such that the 5-digit and the 4-digit codes are displayed in the appropriate fields.

Solution: The V1.3 getList API on ContractSummary will be modified to return the list of other Awards and IDVs
