FPDS-NG Agency PIID Prefix

1  Introduction

1.1  Overview

This document describes the Procurement Instrument Identifier (PIID) prefix enhancement that GCE implemented in FPDS-NG in Service Pack 33.

2  Agency PIID Prefix Information

2.1  Overview of Change

The Federal Acquisition Regulation (FAR) has a requirement that each Procurement Instrument Identifier (PIID) be unique for a period of 20 years for the following document types:

·  GWAC

·  IDC

·  FSS

·  BOA

·  BPA

·  Purchase Order

·  Definitive Contract

These document types will require the agency prefix to be the first character(s) of the PIID.

For the following document types, each PIID in combination with the IDV contract number must be unique for a period of 20 years:

·  Delivery/Task Orders

·  BPA Calls

These document types will require the agency prefix to be supplied as the first character(s) of the PIID if the referenced IDV is a multi-agency contract; GWAC, FSS, or multi-agency IDC. If the referenced IDV is a single-agency contract, BPA, BOA, or Single-agency IDC, then these document types will not require the agency prefix be supplied as the first character(s) of the PIID.

To facilitate these requirements, each agency is required by FAR subpart 4 to register a unique PIID prefix in FPDS-NG. Please see Appendix A for a listing of agencies’ prefixes currently registered. If your agency has registered a prefix, you will be required to use it.If your agency has not registered a prefix, the PIIDs for your documents shall not use the prefix registered by another agency.

2.2  Modifications

Modifications to existing awards and IDV documents will use the same PIID as the base document. A modification number is required and may occur only once for each PIID.

2.3  PIID Validation Rule Changes

The following validations will be added to FPDS-NG and will apply to PIIDs for initial award documents only (not to modifications):

·  All IDVs will use the registered agency prefix and the PIID must be unique.

·  All Definitive Contracts and Purchase Orders will use the registered agency prefix and the PIID must be unique.

·  All Delivery/Task Orders and BPA Calls where the contract (IDV) is a Multi-Agency Contract (GWAC, FSS, and Multi-agency IDC) will use the registered agency prefix and the combination of PIID and referenced IDV contract number must be unique.

·  All Delivery/Task Orders and BPA calls where the contract (IDV) is a single-agency contract (BPA, BOA, and single-agency IDC) must have a unique combination of PIID and referenced IDV contract number.The registered agency prefix may be used, but is not required in this case.

·  An agency will not be permitted to use the PIID prefix registered by another agency.

2.4  Registration Procedure

Contact the FPDS Support Desk to register your agency PIID prefix. Once received and approved by GSA, it will become effective approximately two weeks later unless your agency designates a later effective date.
