Mayor Pro Tem Colvin called the meeting to order at 5:08 p.m.

Council Member Arp offered the invocation.

3.0PLEDGE OF ALLEGIANCE

Mayor Pro Tem Colvin led the Pledge of Allegiance

4.0ANNOUNCEMENTS

Council Member Arp announced he had received a note from Mr. Jason Freier stating negotiations are moving along at a good pace with the Houston Astros, we will probably have documents related to the Memorandum of Understanding (MOU) by the end of this week for our review.

5.0APPROVAL OF AGENDA

MOTION:Council Member Arp moved to approve the agenda

6.0ITEMS OF BUSINESS

6.1Master Plan for Proposed Baseball Stadium

Mr. Kristoff Bauer, Deputy City Manager presented this item, and provided a handout to everyone in attendance. Mr. Bauer reviewed the following:

Environmental Review / Soil Testing:

  • Phase I environmental has been completed
  • Follow-up environmental testing (Ten borings including six monitoring well) has been completed – some petroleum contamination risk identified – lab work to be completed in the next week with the full report to follow
  • Soils testing notice to proceed has been issued and will take about three weeks to complete

Planning Review:

  • Staff has initiated a preliminary site plan review to identify any set back or similar zoning or code issues that may impact site design (the TRC met Tuesday, August 23, 2016)
  • Stormwater will also participate in the review to identify anticipated site conditions

Conceptual Plan:

  • The comments of the Council and Committee regarding desired attributes for the baseball stadium have been communicated to HKS
  • HKS has offered to present a conceptual plan to the Council and Community on Sept. 12th (Manager / Council feedback needed to confirm)

Legal:

  • Researching property transfer and other contracting issues

Discussion ensued.

6.2Financing Plan for Proposed Baseball Stadium

This item was discussed in Closed Session

7.0CLOSED SESSION

MOTION:Council Member Arp moved to go into closed session for consultation with the attorney regarding negotiating strategies, financial matters, and economic development matters related to the proposed baseball stadium.

VOTE:UNANIMOUS (6-0)

The regular session recessed at 5:26 p.m. The regular session reconvened at 6:56 p.m.

MOTION:Council Member deViere moved to go into open session.

VOTE:UNANIMOUS (5-0)

6.0ADJOURNMENT

There being no further business the meeting adjourned at 6:57 p.m.
