General Summary:
Under the general direction of the Delegate Head Start Director, has primary responsibility for planning, organizing, and implementing the Family and Community Partnership service area. Recruits and enrolls children. Develops and implements individualized Family Partnership agreements with parents. Acts as community liaison for the agency.
Essential Functions:
- Organizes, facilitates and conducts meetings and training sessions for staff and parents (completing the Parent Education Training form, after each session).
- Conducts at least oneevening home visits a month to each enrolled family.
- Assists parents in developing individualized short-and long-term goals and in accomplishing them.
- Organizes and participates in delegate inter-agency meetings.
- Participates in community boards, councils, advisory groups, etc., representing the agency.
- Organizes and facilitates all Parent Committee and Policy Committee meetings according to federal and IMSHSP guidelines, and provides training to parent representatives.
- Attendsstate-wide pre-service training; participates in delegate pre-service training and maintains ongoing efforts for professional development.
- Maintains organized records of activities related to the FamilyEngagement, including but not limited to, family files.
- Coordinates efforts to encourage community members and parents as volunteers.
- Attends all center biweekly staffing, staff and management meetings.
- Identifies community agencies and resources which provide services to migrant and seasonal families, establishing and maintaining cooperative relationships with them.
- Acts as an advocate for Migrant and Seasonal Head Start families and promotes their ability to advocate for themselves.
- Ensures the delivery of social services, emergency and non-emergency services, directly or through referrals.
- Coordinates the development and update of the Community Resources Directory.
- Responds to children's three-day absencesby visiting or calling the parents, according to procedures.
- Submits accurate,prompt reports as requested by center director or grantee staff.
- Ensures absolute confidentiality with respect to information records concerning families and children.
- Performs ongoing recruitment, and documents accurately.
- Performs other duties, as requested.

Employment Qualifications
Education:
High School diploma or GED and National Head Start Association Family Services Coordinator certification required.AA or BSdegree in social work preferred. Fluent in written and spoken Spanish and English required.
Experience:
An understanding of the Head Start philosophy.Familiarity with child development or early childhood education. Understanding of the current state of social welfare, immigration laws, and concepts of empowerment of adults .Knowledge of community resources and the social services system.Experience organizing, implementing, and managing multiple responsibilities under pressure.Experience in the use of computer data base and/or word.Ability to manage time efficiently.Ability to participate in or facilitate case management.
Additional Requirements:
Regular access to a reliable vehicle; a valid driver's license; vehicle insurance.Ability to work flexible schedule, including evenings and weekends.Ability to pass a health examination, annual TB test, and criminal background check.Ability to learn and follow IMHSP procedures.Ability to work effectively with minimal daily supervision and guidance.Knowledge of community resources.Successful experience working in a team setting.Ability to present a positive image of the organization to members of the community.Ability to physically move through the center, classrooms and migrant labor camps. Visual and auditory acuity within professionally determined normal ranges, with correction needed. Ability to lift 55 pounds.Ability to operate a computer and other office equipment, including, but not limited to,computers, telephone, fax machine andcopier. Ability to travel, enter and exit a vehicle without assistance, and withstand exposure to adverse weather conditions. Ability to successfully work with culturally diverse staff and clients.
Working Conditions:
Tasks that involve infrequent exposure to blood, body fluids or tissue (category I). Risk involved with travel on main highway, side streets, and rural roads during business travel, including evening and weekend meetings. Tasks that involve handling implements or utensils, use of public or shared bathroom facilities or telephones (category III).Possible exposure to communicable diseases.Ability to travel extensively locally and out-of-area.
