FAMILY SELF-SUFFICIENCY COORDINATOR

REPORTS TO: Director of HOUSING operations

POSITION SUMMARY: A staff position focused on intake and working with families participating in and being recruited for the Public Housing Family Self-Sufficiency (PH-FSS) Program, identifying the families' basic needs, recommending services, education and training to meet their needs, and monitoring the families' progress throughout their participation in the program.

ESSENTIAL FUNCTIONS:

  1. Works with participant families and families being recruited to help determine financial and other needs.
  2. Stays in contact with each participating family and monitors and evaluates their progress, in order to assist them in obtaining their goals. Stays in contact with participating agencies to insure they fulfill their commitments.
  3. Revises Public Housing Family Self-Sufficiency Action Plan for the Agency as required summarizing overall family demographics, estimates of participating families, FSS selection procedures, incentives to encourage participation, possibilities for activities and supportive services.
  4. Maintains open lines of communication with participating agencies.
  5. Coordinates with staff to insure requirements of the Public Housing FSS program are met.
  6. Monitors participation in the program on individual and agency-wide basis, preparing participation and grant reports as necessary. Provides daily, weekly, and monthly reports.
  7. Counsels participating families on a one-on-one basis and working together with each family, develops a preliminary Individualized Training and Services Plan (ITSP) for each adult member of the family.
  8. Coordinates activities with Housing Authority scholarship program
  9. Serves as member of Housing Authority Family Support Team

RELATED DUTIES AND RESPONSIBILITIES:

  1. Interviews participating families and gathers pertinent information concerning their present situations.
  2. Conducts assessments and identifies basic needs of participating families.
  3. Recruits and then counsels’ families and youth for any available Individual Savings Account programs related to post-secondary education and homeownership.
  4. Presents the preliminary ITSP to the Director or designee for approval.
  5. Explains approved ITSP and its specific goals to each participation family.
  6. Contacts appropriate support agencies and sets up initial appointments for each participating family.
  7. Develops job development contract with eligible public housing applicants.
  8. Coordinates community service programs as required including reporting for such programs.
  9. Advises participating families of initial appointment and provides follow-up to ensure attendance.
  10. Reviews FSS Escrow Account Credit Worksheet and Individual Savings Accounts with each participating family.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

  1. Ability to develop and maintain cooperative relationships with participating families, Authority staff, and outside agencies (both public and private).
  2. Knowledge of social service programs.
  3. Ability to assess the needs of families.
  4. Ability to manage large caseload of families with diverse needs.
  5. Ability to perform duties in an organized manner under limited supervision within established deadlines.

EDUCATION AND EXPERIENCE:

1.Graduation from an accredited college or university with a Bachelor's degree in a social science, counseling, or a related field. Master’s degree preferred.

2.Minimum of two (2) years experience in an area directly related to position.

3.Extensive experience in an area directly related to the position may substitute for the college degree requirements, provided candidate for position can demonstrate that he/she has satisfactorily completed at least two (2) years of college.

SPECIAL REQUIREMENTS:

1.Must be bondable.

2.Possession of a valid State of Connecticut Driver’s License.
