Discussion New Category 1 to review is the Masters of Adapted Physical Education(MAPE).

Request for clarifying questions:

1. There is a discrepancy between the salary numbers used on the MAPE OSU Multi-year budget of $5810, and $4200 shown on the budget outline form.

Please reconcile the numbers and recheck all the numbers.The budget outline form was updated at the same time as the budget narrative. We may have not submitted that updated form. The correct budget outline shows the $5810 amount.

2. Some of the committee members were concerned about the FTE of 0.083 that was assigned to teach a three credit graduate course.–In CPHHS, teaching a standard 3-credit course is considered 0.25 FTE per term or 0.083 FTE per 9-month academic year.

3. Is the current program that this MS program would be replacing a 14-month program as well?Yes, the current program structure is 14-months. We were previously a 12-month program. Weadded an additional summer term to allow for the addition of the ED 572 course (teaching requirement) and the H 523: Foundations of Public Health (College requirement) course. The change to the current MS program was made in anticipation of the MAPE approval.

4. In general, the committee is concerned about the staffing levels for the program. There are many courses and only 5 faculty listed. It was also noted that some of the listed faculty already have high research levels. So please clarify if there are intentions to add other instructors.

One committee member has concerns about the assigned teaching FTE for the 14 months of curriculum and the faculty/staff listed. It would be helpful to have the originators identify who is going to teach what, especially during the summer the two summer terms overlap and when the same faculty will be teaching 6 classes (20 credits; none of which are internship).

Dr. Heidi Wegis is a Clinical Associate Professor, whose primary FTE is to teach and supervise the Physical Education Teacher Education Program. Dr. Wegis currently teaches 7-10 credits in the summer, depending on the availability of other faculty. The chart displays the faculty who teach each course. If there are two faculty listed, it illustrates who traditionally teaches the courses, but none of courses are team taught. The current proposal mirrors the current teaching practice and faculty coverage of the program. At this point, we do not plan to add additional instructors to support the change from a Master of Science degree to a Master of Adapted Physical Education degree.

Some of the faculty listed have high research loads (e.g., Logan and MacDonald). Dr. Logan is currently in his 3rd year at OSU, thus some of this high research effort was due to start-up negotiations.Pre-tenured faculty in their first two years of employment have reduced teaching loads per College policy. Dr. Logan’s teaching effort will increase in the coming years. Similarly, Dr. MacDonald is in her 6th year at OSU and has more time dedicated to teaching.

Additional Discussion items from the November 4th meeting of the FS Budget Committee

Discussion – New Category I to review is the Masters of Adapted Physical Education (MAPE). The Category I was submitted at the end of May and I would like to have our review completed and voted on at the first meeting.

  • It was pointed out that the online budget pages haven’t been updated yet.
  • One member was concerned about the .083 FTE
  • 12 courses over a 12-month period; works out to less per hour per term
  • It was pointed out that one instructor seems to be overloaded with courses. Papers said 7-10 credits but they are routinely teaching more than 10.
  • Are they teaching or supervisory courses?
  • Ask the originator to provide a table for other committees who may want to look into whether or not an instructor is being overworked
  • Does the course load for the instructors affect the budget estimates? Are they still accurate?
  • From a budgetary standpoint – will recruiting goals be met?
  • One member makes a motion for conditional approval of the program, seconded, passed.
  • Budget pages still need updating and a note will be made about the seemingly high workload for instructors.
