SECTIONIGENERALPROVISIONS

1.0Purpose

This document is used for annual inspections of electrical facility electrical distribution systems. Itistheintentofthisdocumenttoidentifytherelationshipandexpectationoftheprocessofelectricalinspections.TheElectricalInspection(EI)functionisintendedtosupportandenhancetheProjectManagersabilitytodeliverasafeproductontimeandonbudgetaswellasprovideelectricalcodereview,surveillance,andcompliancesupporttoallDepartmentofDefense(DoD)Offices,Branches,andSections.ElectricalInspectorswillcollaboratewithprojectmanagerstoprovideseamlessandtransparentsupporttotheprojectoptimizingbothcostandschedule.IntheeventofaviolationoftheNationalElectricalCode(NEC)oraconditionthatcompromisessafety,life,orproperty,theElectricalInspectorshallmakeanassessmenttostopoperations.TheElectricalInspectorwillworkexpeditiouslywithProjectManagementtoremedythecondition.

Thisdocumentpromotestheprotection ofthehealth,safety,andwelfareofthepersonnel andoccupantsofthespacesattheDepartmentofDefensebyimplementingreasonablesafeguardsandestablishingspecificrequirementsfortheinspection,installation,andrepairofelectricalsystemsandequipment.ThisdocumentisspecifictotheDoDandwillbeknownastheEIStandardOperatingProcedureforthe DepartmentofDefense.

2.0AdoptionofStandards

EIwillenforcecompliancetostandards setforthbyNationalFireProtectionAssociation,IEEE,andDoDinthatorderofincreasingauthorityonDoDinstallations.Theapplicablestandardsshallbethoserevisions thatwerecurrentatthetimeofprojectaward,unlesscontractedotherwise.TheNationalElectricalSafetyCodeasadoptedbytheInstituteofElectricalandElectronicsEngineersismadeapartofthisdocument.TheNEC,includingallannexes,asadoptedbytheNationalFireProtectionAssociationasNFPA70,isincorporated byreferenceinto,andismadeapartof,thisdocument.Allelectrical installationsattheDoDwillmeetthestandardsandrequirementssetforth.aspromulgatedbytheDoDandadoptedbyEI.

3.0Applicability

Nopersonmayinspect, install,replace,orerectanykindofelectricalwiring,raceway,conduits,orwiringtoorrepairofelectricalelementsorcircuitsofmachineryandfixedorstationaryappliances,motors,fixtures,signs,electricallyoperatedheatingequipment,elevators,oranyotherelectricallyoperatedapparatusordevicein,onoraboutanypremisesattheDoDwithouthavingobtainedapermit asrequiredbyDoDorhavingotherwisecomplied withtheserequirements,except:

Anyelectriclightorpowercompany,railwaycompany,telegraphortelephonecompany,orcabletelevisioncompany;oranypersonsperformingelectricalworkforanysuchcompanywhensuchworkisapartoftheplantorservicesusedbythecompanyinrenderingitsauthorizedservicestotheDODortobusinessesregulatedby thePublicServiceCommission.

4.0Definitions

ChiefofElectricalInspectionServices-TheChiefoftheDepartmentissuingelectricalinspectionpermitsandwhoseorganizationperforminspections.TheChiefofElectrical InspectionServices'authoritymaybedesignated,intheChief ofElectricalInspectionServices'absence.

Code-TheNationalElectricalCode(NEC),NFPA70E,andanyamendmentspursuanttothischapter.

CutInCard-ThewrittenauthorizationfromanauthorizedElectricalInspectortotheElectricalServicesBranchinordertoconnectpowertoanelectricalsystemortoturnonthepowerdistributioncircuit.

ElectricalPowerTeam-ThebodyofelectricalprofessionalsconsistingoftheChiefofElectricalInspections,ChiefofElectricalServices,ElectricalTechnicalDirectorIChiefElectricalEngineer,DivisionChiefof0M,DivisionChiefofProjectExecutionortheirdesignateswhoactinplaceof andonbehalfof theAuthorityHavingJurisdiction(AHJ).

ElectricalWork-Inspection,installation,replacement,alteration,addition.demolition,orerectionofallorpartofanyelectricalwiring,fixture,appliance,apparatus,racewayorconduitthatgenerates,transmits,transformsorutilizeselectricalenergyforlight,heat,power,orcommunications.Inspectionisanimplicitconstituentofelectricalwork.

MasterElectricianUnlimited- ApersonlicensedbytheStateofMarylandtoinstall,repair andmaintainaparticularappliance,apparatus,deviceorfixtureinaccordancewiththeNEC,includingbut notlimitedtoelectricalraceways,conductors,fixtures,signs,motors,switchgearsanddistributionsystems,fixedelectricalheating/coolingsystemsoranyotherfixedelectricalequipmentorapparatuswhichconductsorconsumeselectricity.

MasterElectricianLimited-ApersonlicensedbytheStateofMarylandtoinstall,repair andmaintainaparticularappliance, apparatus,deviceorfixtureinaccordancewiththeNEC,limitedtobranchwiringforautomaticheatingfurnaceswhoseprincipaloperationisderivedfromfueloil,gas,steamorcoal;refrigerationandairconditioningequipment;illuminatedsigns;elevators;x-raymachinesandsimilarspecialties.

ShelvedMasterElectrician-ApersonlicensedbytheStateofMarylandtomaintainaninactiveMasterElectricianlicense.

Inspection -A process bywhich areviewoftheinstalled electrical workoccursbyanInspectorafteranauthorizedpermithasbeenissuedbyEI toanelectricalcontractor

InspectionCertificate-Thecertificateofinspectionissuedbytheinspectorindicatingthat theinstallationisinconformitywiththeNEC.CopiesofthecertificatearerequiredtobeforwardedtotheDODProjectManagerandthecontractorortheiragentpriortouseoroccupancyofthestructure.

Inspector-Anindividualemployedbythegovernmentwhoisauthorizedorrecognized throughtheEIandhasbeenapprovedbytheChiefofEIandtheElectricalPowerTeam(AHJ)toperformelectricalinspections.AninspectormayalsobeanindividualwhoishiredbytheGovernmentwhomeetstherequirementsofthespecificjobdescriptionforthepurposeof performinginspectionswithasingle focusorwhoislimited to a specificprojectorprojects.

Permit-AnapplicationtodoelectricalworkattheDODthathasbeenfiledwithand approvedbyEI.

StandardOperatingProcedure-Department ofDefenseimplementationoftheabbreviationSOP.

5.0Code

All electrical work shall beguided bysafety, includingtheNational FireProtectionAssociation electricalsafetycode,NFPA70E. TheNECisadopted bytheDODforthepurpose ofestablishingrulesand regulations fortheinstallation,renewal, extension andreception ofelectrical wiringandelectricalapparatus inexistingbuildings,structuresoroutdoorelectricaldisplaysand signs,orintheconstruction, reconstructionalteration orrepairof buildings, structuresoroutdoor electricaldisplaysor signs, thatcertaincodeknownasthe"NationalElectricalCode",asrecommendedbytheNationalFireProtectionAssociation, being particularly thecurrent editionthereofandthewhole thereof, hereinafterreferredtoastheNEC,andthesameisrecognizedandusedbytheDODandfromthedateonwhichtheNECtakeseffect.Theprovisionsthereofandallamendmentstheretowillbecontrollingforallexistingandfutureelectricalwiringand apparatus inbuildings,structuresoroutdoorelectricaldisplaysorsignswithinthecontroloftheDOD.

16.0Judgments

AllinstalledinspectionsshallbeperformedbytheNECandtheapprovedproject documentation.Thehierarchyofinstalledinspectionjudgmentsrisingauthorityshallbetheperson(s)responsibleforperformingthework,theinspector,theGovernment'sprojectelectricalengineer,theGovernmentprojectmanagement,andthenChiefofEI.Thejudgmentisinforce,unlessitisrevisedbyAHJ.

17.0Appeals

AnypersonaffectedbyanydecisionmadeinconnectionwiththeenforcementofanyjudgmentprovisionmayrequestandmaybegrantedahearingbeforetheAHJandtheChiefofEIorhisdesignee.

Theappellantshallapplyforahearingonanyorder,noticeordecisionfromwhichtheyareaffectedorwhichtheyfeelwasunreasonable.Theappellantinanymattershallhave theburdenofproofandshallalsoberesponsiblefor anycostincurred.

SECTION III-ADMINISTRATION

20.0PermitRequired

A)Inthecaseofanyelectrical installationforwhichapermitisrequiredunderthischapter,itwillbeconsideredasnon-complianceforanypersontomaintain orallowtobemaintainedsuchinstallationifitwasinstalledwithoutapermitand/ordoesnotconformtotherequirementsofthischapter.Thecircuitmaybesubjecttobeingdeenergizedorthecircuit(s)maynotbeenergizeduntilcomplianceissatisfiedoranotherremedyisagreedupon,except:

Nopermitwillberequiredtorepairportableelectricalequipment,orlighting

fixtures.lorepairorreplacesockets,receptaclesorsnapswitches,ormakeotherminorrepairsalexistingoutlets,ortoreplacemotorswithmotorsofthe samehorsepowerrating.The motor-for-motorreplacementwillbelike-for-likereplacement.

B)AnypersonpermittedtoinstallelectricalworkmustfirstsecureapermittodosofromEIbeforestartinganysuchwork.UponnotificationtoEI,jncasesofemergencytheymayproceedwithoutpermits,inspections andapprovalbutwillacquireallsuchapprovalswithinareasonabletime.

C)Inthecaseofanyexistingelectricalinstallations,itwillberequiredfortheseinstallationstobemaintainedinasafeconditionandwherehazardsexisttheconditionmustbepresentedtotheGovernmentanditistheresponsibilityoftheContractortogainoramendthenecessarypermitstocorrectsuchhazardousand DoDconditionsinaccordancewiththeNEC.

D)Wherethemasterelectricianwhowasoriginallyissuedapermitisremovedfrom the workbytheownerandisbeingreplacedbyanothermasterelectrician,theownerwillnotifytheGovernmentProjectManager,inwritingoftheproposedchange.Anewpermitmaybeissuedandatthistime thenewmasterelectricianshallberequiredtosigndocumentationassuming responsibilityfortheworkfortheentireproject.

21.0Permitting

A)DeenergizedcircuitsshallcomplywithLockOut/TagOut(LOTO)procedure,thusthepersonwhoimplementedtheLOTOmustbepresentattheInspection.

B)EIshallapprove,store,maintain,andclosetheInspectionpermits.

C)TheelectricalcontractorshalldisplayacopyoftheInspectionpermit,during

electricalinstallation.

22.0Licensing

A)TherearethreeclassesofMasterElectricianlicensesasdefinedinSection4ofthischapter:

1)Unlimited

2)Limited

3)Shelved

B)Nocontractororpersonmayinstallorerectanykindofelectricalwiring,raceway, conduits,orwiringtoorrepairofelectricalelementsorcircuitsofmachinery andfixedorstationaryappliances,motors,fixtures,signs,electricallyoperatedheating/coolingequipment,elevators,orotherelectricallyoperatedapparatusordevicein,onoraboutanypremisesoftheDODwithoutpossessingorbeingunder thesupervisionofonewhopossess,anactiveStateofMarylandMasterElectricianlicenseandobtainedapermitasrequiredbytheDOD,except:

1)UtilitycompanyregulatedbythePublicServiceCommissionofMarylandwhenworkingonthelineside ofameter.

2)RadioandtelevisiontransmittingstationslicensedandcommissionedbytheFederalCommunicationsCommissionregulations.

23.0InspectionsandApprovals

A)Uponthecompletionofanyinstallationofelectricalequipmentthathasbeenmadeunderapermit,itshallbethedutyoftheperson,firm,orcorporationmakingtheinstallationtonotifytheGovernmentProjectManagerwhowillnotifyEIIInspector,whichwillinspecttheworkstatedinthescheduleoragreedtowiththeGovernmentProjectManager.

B)Certificationoftheelectricalinstallationsisrequiredwithin15daysaftercompletion,andeachsuchinstallationwillbecertifiedbyEI/Inspector.

C)Whenanyportionofanelectricalinstallationwithinthejurisdictionistobehiddenfrom viewbythepermanentplacementofpartsofthebuilding,theperson,firmorcorporationinstallingsuchequipmentshallnotifyEI /Inspector,andsuchequipmentshallnotbeconcealeduntilithasbeeninspected.Where theconcealmentofequipmentproceedscontinuously,theperson,firmorcorporation installingtheequipmentshallgiveEIIInspectorduenoticeinadvanceandinspectionsshall bemadeperiodicallyduringtheprogressofthework.

D)Anyconcealmentofelectricalworkorproceedingwithouttheproperinspectionsmayresultinthestoppageofworkand/oropeningorexposingtheworkforinspectionatthedirectionoftheGovernmentProjectManagerortheContractingOfficer.Theremovalofsuchpartsofabuildingtoinspecttheworkproperlywillberequiredtoperformtheproperinspections.AllcostsandscheduledelaysincurredbytheGovernment,Government'sagent,constructioncontractor, orconstructionsubcontractorshallbetheexpenseofthepartyresponsiblefortheconcealmentor ordertoproceed.

E)Uponinspectionifanyinstallationisfoundnotinconformitywiththeapplicableelectricalcodesandanyotherrules,regulationsorordinances.TheInspectormakingtheinspectionwillatonceforwardtotheprojectmanager,person,firmorcorporationmakingtheinstallationawrittennoticestatingthedefectsthat havebeenfoundtoexist.Thecontractorwilluponreceiptofnotificationimmediatelymaketherepairsandcorrecttheviolations.

F)Atanystageofapprovalordenialoftheinstallation(rough,final,etc.,),theInspectorwillplace/postinaconspicuouslocationonthepropertyorstructureastickerorsimilarindicatorthatthejobhasbeeneitherapprovedordisapproved.

G)WheretheInspectorfindstheinstallationtobeinconformitywithallapplicablelocalordinancesandallrulesandregulations,theInspectorwillissuetotheproject manager,person,firmorcorporationmakingtheinstallationacertificateofapproval,withaduplicatecopyfordeliverytotheowner,authorizingtheconnectiontothesupplyofelectricityandwillsendwrittennoticeofsuchauthorizationtotheElectricalServicesBranch.

H)Whenatemporaryapprovalisissuedauthorizingconnectionofaninstallation,thecertificateofapproval willbeissuedtoexpireatatimetobedeterminedthereinandwillberevocablebytheInspectorwiththeapprovaloftheChiefofEIforjust cause.

24.0EmergencyInspections

WheneverinthejudgmentoftheGovernment,OHESS(OccupationalHealth,Environmental,andSafetyServices),LocalFireChieforIncidentCommander ortheirdesignee,thereexistsapotentialsituationwhichrequirestheinspectionbytheEIoranInspector;aninspectorwillbecalledfromthelistofInspectorspostedbyEI.

25.0Inspectors

ThisSOPrequiresanindividualtoobtainwrittenapprovalfromtheChiefofEI,tobeanInspector. AnInspectorshallberequiredtodemonstrateknowledgeandexperienceinthecodesandstandardsthatareapplicabletothe electricalworkbeinginspected.

28.0Cut-InCertificates

NoelectricalpowerwillbeprovidedtocircuitsorequipmentunlessitwasinstalledunderthesupervisionofaMasterElectricianlicensedbytheStateofMarylandanduntilatemporaryorpermanentcut-incertificatehasbeenissuedbytheEIoranInspectorand senttotheElectricalServicesBranchtoturnonpowertothecircuit.Anytemporaryorpermanent cut-in certificate may be revokedby theAHJ uponpresentation to theAHJofsufficientevidencethatcontinued useofelectricalenergywill orcouldresultinrisktolife,persons,orproperty.

29.0RightofEntry

WhenitisnecessarytomakeaninspectiontoenforcetheprovisionsoftheNEC,orwheretheInspectorhasreasonablecausetobelievethatthereexists inastructureoruponapremisesaconditionwhichiscontrarytoorinviolationofthiscodewhichmakesthestructureorpremisesDoD,dangerousorhazardous,theInspectorisauthorizedtoentertheareaatreasonabletimestoinspectorperformthedutiesimposedbythisSOP.

30.0VIOLATIONSANDCOMPLAINTS

A)WhereanyequipmentisdeterminedbytheInspectortobeanimmediatethreattothesafetyofpersonsorproperty,theInspectoruponconsultingwiththeChiefofEI andtheGovernmentProjectManagerwillhavetheauthoritytorendertheelectricalequipmentsafeortobedisconnectedimmediatelywithoutpriornoticetotheContractor.

B)Whenaviolationoccursoracomplaintisreceived,suchcomplaint/violationwillgenerateareport,whichisforwardedtotheChiefofEIorhisdesignee.Uponreceiptofthecomplaint/violationreport,theChieforhisdesigneewillcontactoneoftheInspectorsandrequestthataninvestigationbeperformed.

C) Whenever theInspectordeterminesthattherehasbeenaviolationoftheNECorhasreasonablegroundstobelievethataviolationhasoccurred,acopyoftheviolationwillbeforwardedtotheChiefofEIorhisdesigneewhowilltaketheappropriateactionnecessarytoresolvethecomplaint/violation.

D)Noticewillbegiventothe Contractorandpartyresponsibleprovidingspecificinformationandcodecriteriainregardstotheviolationandwillgiveaspecifictimeinwhichthesaidviolationwillberesolved.

A)AtanytimethattheInspectordeterminesthatanelectricalcontractorhasinstalled.repairedmaintainedorerectedanykindofelectricalwiring,raceway,conduits,orwiringtoorrepairofelectricalelementsorcircuitsofmachineryandfixedorstationaryappliances,motors,fixtures,signs,electricallyoperatedheating/coolingequipment, elevators,orotherelectricallyoperatedapparatusordevicein,onoraboutanypremisesattheDOD inviolationoftheNEC,noticewillbesenttoProjectManageradvisingthemoftheviolation.

B)Forthepurposesofthissection,"electricalcontractor"willbedefinedtomeanthepartytowhomtheelectricalpermitforthebuilding/installationnotincompliance wasissuedandwillalsoincludeanypartyactuallyperformingtheworkofconstruction/installationuponthebuilding/project.Theelectricalcontractor will alsoincludeanyofficerofanycorporation,anypartnerofanypartnershiporanyrelatedcorporation,partnership,limitedliabilitycompanyorlimitedliability partnershipownedinwholeorinpartbyanyaforementionedparty.

C)WhileanyviolationisineffectandhasnotbeenrectifiedtothesatisfactionoftheChiefofElectricalInspections,hisdesignee,ortheInspector,allpermitsrelatedtotheprojectforwhichtheviolationexistsalsomaybesuspended,denied,withdrawn orrescinded.

ElectricalInspector-WorkRole

1.Summary

TheElectricalInspectorwillbeabletoconducttechnicalinspectionsofworktoensurecompliancewithlocalordinancesandNationalElectricalCode(NEC)articlescoveringtheinstallationandoperationofelectricalsystemsandequipment.Employeewillnormallyworkindependentlyonfieldinspections,makingdecisionsrequiringtheuseoftechnicaljudgmentanddiscretion.EmployeewillconsultwiththeChiefofElectricalInspectionServicesonunusualcases.Performanceevaluationisbasedonreviewofreportsandspotinspections.

2.SpecializedTasks

TheworkoftheElectricalInspectormayconsistof,butisnotlimitedto,thefollowing:

Conductinspectionsofnewelectricalinstallationsinbusiness,public,and/orindustrialbuildingsforconformancewithsafetystandards,localordinances,andNECrequirements.

l.Reviewdailyinspectionworkschedulesandprepareworkassignmentsandovertimeauthorization.

2.Conductsplanreviewpriortoconstruction.Resolvesnon-compliancewithapproved plansandspecifications;workswithdesignprofessionalsandtradespeopletoresolveissues.

3.Conductpre-constructionmeetingswithdesignprofessionalsandtrades people;resolveissuesthatmayconflict withotheragenciesand/oroffices.

4.Conductinspectionsofexistingwiringinstallationsofvacatedbuildingspriortoreconnectiontothemainpowercircuit.

5.AuditslicensureandqualificationsofelectriciansworkingatDoDmeetrequirementsasdeterminedbyAuthorityHavingJurisdiction(AHJ).

6.Conductfieldinspectionstoauditcontractor'sworkmanshipandqualityofconstruction;

7.Coordinateinstallationand/orrelocationofutilitieswithlocalutilityprovider.
