Job Summary:

Under the direction of theDirector of Utilities and Energy Management,the Energy & Compliance Manager manages, implements, and coordinates the activities of the utility metering facilities, environmental compliance data systems, and tracks performance of utility productionand procurement of utility commodity and deliveryin the most economical manner consistent with the budgetary and sustainability goals of the University of Connecticut. The Energy & Compliance Manager ensures that the metering systems, data acquisition systems,data historian systems, and reporting systems operate efficiently and effectively by collaborating with and utilizing the assets of the Facilities Operations and Building Services Department and other University Departments as required. The Energy & Compliance Manager oversees and supervises assigned staff; analyzes and optimizes utility acquisition and consumption data;and maintains environmental compliance records while achieving budget stability and expense reduction goals for testing, permitting, and compliance.

Characteristic Duties and Responsibilities:

  1. Understand utility rates and use these rates for cost allocation with full responsibility for the metering and sub-metering systems that allocates utility costs as well as the creation of the apportionment matrix. Generate and submit to management charts, reports, graphs, trends, etc., which depict results and information as needed.
  2. Performance Awareness and Repair Coordination
  3. Conduct/Manage detailed survey/description of existing utility meters servicing selected buildings
  4. Develop an execution plan for a complete end to end solution including budgetary estimate for calibration and repair
  5. Monitor procurement process and manage installation/commissioning activities
  6. Manage installation acceptance and connection to PI and/or Andover interface
  7. Trending
  8. Trend all utility meter and building performance data
  9. Add or modify trends as needed
  10. Determine applicable building management trending for major HVAC systems and components identified during the Technical Feasibility effort.
  11. Assist in the development of policies for senior management review and acceptance; manage policies and systems for analyzing utility commodities, delivery services and support of contract negotiations. Review utility purchase agreements, track supply and consumption. Work constructively with others to pursue an aggressive program to reduce energy costs and consumption while working towards environmental compliance goals.
  12. Compile compliance budgets and conservation measure cost estimates based upon needs
  13. Responsible for invoice auditing and tracking for all utility bills and other auxiliary bills
  14. Responsible for project performance monitoring;establish project metrics including environmental monitoring and recordkeeping
  15. Develop on-going internal and external messaging utilizing Measurement and Verification data
  1. Compile, maintain, and file utility reports, compliance filings, billings, and other documents as required; provide regular reports as to the overall effectiveness of utility production, procurement, conservation, and usage.
  2. Responsible for managing utility energy engineering, compliance, andmetering staff. Schedule conditional maintenance needs as well as capacity analysis, planning and utilities master planning, to include systems such as steam, condensate, chill water, electrical, sewage, waste water, reclaim water, potable water and others.
  3. May have supervisory responsibility for technicians responsible for ensuring proper generation and demand side control and operation activities when installing and maintaining data acquisition systems.
  4. Implement the policies established by federal and state law in the area of energy production and environmental compliance.Maintain working relationships with agencies such as FERC, NERC, ISO-NE, DOE, and OSHA, CT DEEP, CT DPH, and Connecticut OSHA.
  5. Monitor the performance of the metering and data acquisition systems and identify any potential problems in the operation of the equipment and control system through analysis of data. Investigate performance problems and work with operations and maintenance to oversee performance issues including instrument calibration and metering repairs.
  6. Specify, track and trend performance of the components including individual gas turbines, generators, HRSG's, boilers, steam turbines, chillers, cooling towers, fuel cells, solar arrays,sludge processors, sewage clarifiers, waste water head-works, sewage lift stations, chemical treatment systems such as TRASAR, biological digestion, alkalinity control systems, SCADA, iFix, and all other large equipment.
  7. Coordinate the development, installation, and maintenance of display dashboards to publicize the performance of conservation measures. Work with UCONN Public Relations department to communicate project metrics to the larger higher education community.
  8. Advise and make recommendations to the Building Automation group of the best usage schedules based on the supply and demand economics.
  9. Collaborate with the plant(s)staff to ensure the plant(s)(are)is operated in a manner to maximize availability and efficiency by ensuring the dispatching of the equipment is optimized for both efficiency and maintenance needs. Develop training options and/or improvement plans to ensure the best operation of the plant(s).
  10. Approve, review and recommend maintenance supply and equipment purchases to ensure metering and data acquisition systems replacements are being specified and replaced at appropriate intervals. Participate in the bidding process for equipment upgrades and retrofits; track plant and building equipment availability.
  11. Act as the external plant advisor by ensuring that Facilities Operations and Work Order are aware of the operational capabilities and restrictions on utilities production or acquisition of the plant(s) when issues arise.
  12. Responsible for supporting Facilities Operations & Building Services in troubleshooting operations and maintenance problems.
  13. Responsible for supporting University Planning, Design, and Construction utilities master planning and compliance program development.
  14. Ensure operational capacity and environmental compliance tests are performed on all equipment and equipment systems on a routine basis.Monitor, track, and identify areas of improvement for three performance criteria: heat rate, availability, and capacity of the plant(s).
  15. Monitor all plant(s) designs, modifications, and construction activities as relates to Energy & Compliance Management.
  16. Identify operations and maintenance problems in the metering and data acquisition systems and assist assigned engineering and technical staffto resolve.
  17. Interact with external organizations and vendors, such as equipment suppliers and others to maintain up-to-date knowledge of equipment, trends, issues, best practices, etc.
  18. Provide leadership in the management of Energy and Environmental Compliance and serve as a role model for all staff displaying professional, ethical, and responsible behavior.
  19. Attend meetings, conferences and training to develop professional skills appropriate to job assignments.
  20. Serve as the Director’s designee as required.
  21. Perform related duties as required.

Minimum Acceptable Qualifications and Skills:

  1. Bachelor's degree in an appropriate discipline or equivalent combination of education and experience with an emphasis on utilities, compliance, facilities, and power plant operations.
  2. Ten years of experience in the engineering, compliance, facilities, construction or operations field that includes supervising professional and/or technical personnel.
  3. Experience in project management and interacting with a multi-faceted University environment.
  4. Demonstrated ability to conceptualize and resolve problems of a highly technical and administrative nature.
  5. Knowledge and ability to use various computer programs must include one or more systems such as iFix, Andover Continuum, Solar Insight, Allen-Bradly PLC programming ladder logic, HACH WIMS and OsiSoft Pi Data Historian, and Windows Office Suite.
  6. Strong data management and/or spreadsheet abilities with proven ability to analyze data.
  7. Ability to maintain working relationships with agencies such as FERC, NERC, ISO-NE, DOE, and OSHA, CT DEEP, CT DPH, and Connecticut OSHA.
  8. Engineering ability to troubleshoot metering mechanical and operational problems.
  9. Excellent communication skills and strong leadership skills.
  10. Demonstrated integrity and the ability to act without consideration of personal gain and take prompt action in the case of unprofessional and unethical behavior.
  11. Must have reliable transportation.
  12. Must be willing and able to be on-call and report to work during emergency closures, inclement weather or significant events that effect campus utilities.
  13. Must be willing and able to work occasional evening and weekend hours as needed.

Preferred Qualifications and Skills:

  1. Bachelor’s degree in an appropriate discipline.
  2. Experience working with large university tri-generation in operations or compliance.
  3. Proven track record for strong operational common sense.
  4. K erienceropriate discipline.tc?during emergencies, inclement weather, etc.
    nowledge of building safety and health codes.
  5. Ability to analyze business/industry trends.
  6. Professional registration in the State of Connecticut and/or required licenses in the appropriate discipline, as applicable.
