Asset Manager

JOB SUMMARY:

Under the direction of designated administrator, establishes and manages a comprehensive asset management program for UCONN Facilities Operations and Building Services building infrastructure assets and manages the replacement strategies of building system assets. The incumbent spends a significant amount of time in the field at the Storrs and Depot campuses conducting building asset inspections and overseeing maintenance, repairs, installations and replacements as needed.

JOB DUTIES AND RESPONSIBILITIES:

  1. Carries out the overall asset management program that may include overseeing and directly supervising technical and clerical staff members; assists in developing operational priorities, goals, and objectives related to asset management.
  2. Establishes, communicates and integrates risk-based and quantitative methodologies to manage and optimize building infrastructure assets.
  3. Obtains and maintains documentation of building assets and the condition of each building asset; continually updates the Asset Works system with installation, repair, maintenance, warranty and replacementinformation.
  4. Develops and maintains a comprehensive inventory of assets and condition assessment of those assets to facilitate the decision-making process for asset management based on quantifiable risk mitigation strategies.
  5. Creates and maintains a 5 year plan and schedule; sets targets for the identification of assets, location of assets, levels of service and condition of assets requiring an understanding of product life cycles.
  6. Works directly with technicians and vendorswhobuilt or installed equipment to develop and maintain inspection, reliability and preventative maintenance schedules.
  7. Responsible for condition assessment reporting, benchmarking and forecasting future levels of service.
  8. Coordinates the creation ofdata standards with internal and external stakeholders involved in construction and renovation activities.
  9. Explains and interprets complex technical jargon and concepts to both technical and non-technical staff.
  10. Partners with the FOBS Service unit and department managers to effectively manage and maintain building assets.
  11. Develops and documents processes and procedures for asset management.
  12. Assessesconditions ofassets through inspection and testing equipment, products and services to ensure quality and performance.
  13. Oversees collection and analyses of all data on physical assets to include inspection history, repairs and failures.
  14. Performs analysis of data contained in Computerized Maintenance Management System (CMMS) as compared to key performance indicators (KPI)s.
  15. Works closely with the Report Writer to develop meaningful reports and create, modify or update asset management system requirements and specifications.
  16. Verifies that completed projects meet established program goals and standards defined within the asset management program.
  17. Makes recommendations on asset replacement prioritization, alternative solutions and approaches and funding requests.
  18. Keeps current on latest trends in industry asset management principles, practices, procedures and technology; makes recommendation for implementation of industry best practices.
  19. Performs related duties as assigned.

Minimum Qualifications:

  1. Bachelor’s degree in Engineering or related field or an equivalent combination of education and experience.
  2. Five (5) years’ experience in an appropriate discipline.
  3. Must have mechanical knowledge of an array of building equipment and design, including the application of principles, techniques, procedures and processes to maximize effective and efficient production of product life.
  4. Experience with computerized service request/work order processing, scheduling programs, project and/or asset management systemssuch as a CMMS.
  5. Excellent communication and interpersonal skills including the ability to communicate technical information to all levels of staff and various stakeholder audiences.
  6. Demonstrated experience to conceptualize and resolve problems of a highly technical and administrative nature.
  7. Proficiency reading and interpreting blueprints, drawings and technical specifications.
  8. Demonstrated ability to achieve operating efficiencies through technology.
  9. Demonstrated knowledge of creating and maintaining methodologies and procedures.
  10. Must have reliable transportation.
  11. Must be willing and able to report to work during emergency closures, inclement weather or significant events that effect campus operations.

Preferred Qualifications:

  1. Bachelor’s Degree in engineering or technology related field.
  2. Experience with selecting and monitoring Key Performance Indicators.
  3. Demonstrated ability or three years’ experience supervising technical personnel.
  4. Working knowledge of integrated workplace management systems (IWMS) or CMMS.
  5. Working knowledge of applicable laws, regulations, nationally recognized standards and guidelines, as related to occupational safety and health.
  6. Experience working in a complex environment such as a University, small city or similar enterprise environment.

Physical Requirements:

Must be able to inspect and review facilities issues near live electrical equipment, rotating machinery and other mechanical systems. Use of personal protective equipment is required when/where necessary.
