Facilities Manager—WMS Band 3

TheWashington State Criminal Justice Training Commission (WSCJTC) isseekingan experienced and collaborative leader for the position of Facilities Manager. The position is responsible for the planning, maintenance, care, and operations of the WSCJTC’s campus which is comprised of nine buildings (221,000 square feet) on a 38-acre campus. The WSCJTC provides basic and in-service training to over 300 law enforcement and corrections agencies across the State. The Facilities Manager reports to the Deputy Director.

The Facilities Manager:

Provides effective, orderly, and innovative management of WSCJTC’s buildings and infrastructure and for providing for the operations and maintenance of the WSCJTC’s physical plant, campus grounds, utility infrastructure, and all official vehicles and equipment.

Assists executive leadership in creating master operational plans in an effort to meet current and future campus needs.

Oversees the operations and the maintenance of HVAC, custodial services, grounds, fleet vehicles, residence halls, food service contract and facilities, facilities scheduling (including rental), environmental health and safety, sustainability and project management to ensure the operational and maintenance goals and needs of the WSCJTC are achieved, and to ensure compliance with all applicable federal, state and local laws.

Plans, manages, supervises, reviews, and evaluates the work of staff.

Oversees temporary workers, vendors, outside contractors, and corrections work crews. Oversees the procurement of facilities equipment, supplies, and services. Monitors and approves expenditures. Monitors all work performed by contractors and vendors.

Plans, recommends, and manages a comprehensive short- and long-range facilities maintenance and operations program.

Qualifications:

Required

Bachelor's degree in related field or an equivalent combination of education and experience.

Minimum of ten years of progressively responsible senior level management experience (or equivalent level of practical experience) managing plant, capital projects, and construction.

Demonstrated exceptional understanding of complex capital finance and planning matters; experience in the planning, delivery, maintenance, and operations of facilities, infrastructure, and grounds; experience with complex issues surrounding public safety.

Ability to manage multiple complex projects with varying scope and multiple stages of completion. Effective organizational, prioritization, and multitasking skills are required. Flexibility and capability to adapt to changing priorities and schedules

High-level experience in the administration of a complex organization including planning, organizing, and directing a diverse workforce represented by a labor union.

Sophisticated skills in strategic planning, systems planning, and change management.

Demonstrated ability to conceptualize broad institutional goals and systematically analyze complex issues and data.

Excellent speaking and writing skills, excellent interpersonal skills, and a deep understanding of organizational dynamics.

Must be philosophically aligned with the executive management goals and objectives and be able to clearly articulate these to a broad range of audiences on a wide range of capital planning, facilities, and safety issues.

Knowledge of current federal, state, and local laws and regulations related to the function.

Extensive knowledge of the materials, methods, tools, and equipment used in building and mechanical maintenance and repair work, and in the maintenance of plumbing, heating, air conditioning, and electrical systems.

Ability to utilize a computer and related software programs to successfully perform the essential functions of the position.
