He or she is at least at the high beginner level. High beginner level students should know the English Alphabet and be able to speak in simple present tense. The ELI does not accept low beginners at this time.

TO APPLY FOR A STUDENT (F-1) VISA

The United States Department of Homeland Security (DHS) requires the English Language Institute to ensure that all students who apply for an F-1 student visa are able to pay for their education and living expenses when they are studying here. Students may not work off-campus while studying on an F-1 visa. F-1 students must study full time.

As of September 1, 2004 the Department of Homeland Security began collecting a SEVIS fee for all foreign citizens seeking a student visa. You are subject to this fee and must pay it and receive a return receipt before your appointment at the embassy. FINANCIAL INFORMATION

To request admission, you must send the ELI an original bank statement showing that you have sufficient funds to study at the ELI. The chart below shows the minimum amount that must be available.
