Decision of the National Tripartite Cooperation Council:

The Ministry of Finance shall establish a special working group where the Ministry of Welfare, the Ministry of Economics, the Employers’ Confederation of Latvia, the Free Trade Union Confederation of Latvia, the Latvian Association of Local and Regional Governments will be represented.In budget formation, the working group must put forward the proposals thereof to the government regarding the way for increasing the minimum wage in future, taking into consideration that the minimum wage increase will have to be reviewed together with the non-taxable minimum increase.

Regarding Increasing the Minimum Monthly Wage in 2009

Decision of the National Tripartite Cooperation Council:

1. The opinions of the social partners regarding the draft protocol decision of the Cabinet, Regarding Increasing the Minimum Monthly Wage in 2009, shall be noted:

1.1. FTUCL supports the proposal of the Ministry of Welfare to increase the minimum monthly wage from LVL 160 to LVL 220, starting from 1 January 2009;

1.2. ECL supports the proposal to increase the minimum monthly wage from LVL 160 to LVL 200, starting from 1 January 2009, if a range of conditions (see Annex) is taken into consideration.

2. The issue regarding the minimum monthly wage increase in 2009 in relation to the amount of the non-taxable minimum of the personal income tax shall be included in the agenda of the NTCC meeting of 30 April 2008 repeatedly.

Remark of ECL:ECL points out that the Ministry of Finance must calculate the costs of the minimum wage increase when increasing wages for the entire public sector.

3. Representatives of ECL and FTUCL shall be included for participation in the working group of the Ministry of Finance, On Formulation of the Guidelines for the Development of the State Tax and Fee System.

Note.The working group has been established by the Order No. 372 of the Ministry of Finance of 31 March 2007, Regarding the Working Group forFormulation of Guidelines for the Development of the State Tax and Fee System.

1.3. relief for dependants – 70% from the non-taxable minimum.

Decision of the National Tripartite Cooperation Council:

1. The proposal of the Ministry of Welfare that the minimum monthly wage shall not be reviewed in 2011 and that the amount of the minimum monthly wage shall remain in the amount of the present LVL 180 shall be supported.

2. The discussion regarding the possibilities for increasing the monthly non-taxable minimum for the personal income tax in the course of the budget formation shall be continued.

3. The Ministry of Welfare shall in co-operation with the social partners formulate the mid-term concept regarding the minimum wage for the three-year period.

4. The Guidelines for the Development of the Tax and Fee System in 2011-2016 of the Ministry of Finance shall be improved.The improved document shall be reviewed repeatedly in the meeting of NTCC together with the results of the formulation of the budget for 2011.

5. The issues regarding the proposals and solutions for application of the norms included in collective agreements in the present economic situation, and regarding approving the composition of VEETCC, shall be included on the agenda of the next NTCC meeting.

Decision of the National Tripartite Cooperation Council:

The 1st option for determining the minimum monthly wage provided for in the Concept On Determination of the Minimum Monthly Wage for Subsequent Years of the Ministry of Welfare shall be supported and adjusted, prescribing that:

1. the review of the minimum monthly wage shall be carried out once a year in the meeting of NTCC, by reaching an agreement with the social partners;

2. the amount of the minimum monthly wage shall be determined by analysing the macro-economic indicators, changes in the minimum wage in other Baltic States, planned changes related to the non-taxable minimum of the personal income tax and other criteria;

3. the amount of the minimum monthly wage shall gradually reach the average annual value of the basket of goods of the minimum subsistence level calculated by the Central Statistical Bureau;

4. the minimum monthly wage shall be increased gradually, evenly and according to forecasts.

Decision of the National Tripartite Cooperation Council:

1. The report of the Ministry of Welfare regarding the proposals concerning the amount of the minimum monthly wage in 2012 shall be noted.

2. The proposal of the Ministry of Welfare that the minimum monthly wage shall not be reviewed in 2012 and the amount thereof shall be LVL 200 shall be supported.

3. The Ministry of Finance shall, by October 2011, prepare an impact assessment for various scenarios related to gradual increasing of the non-taxable amount of the personal income tax, so that it reaches the level of the Baltic States.
