Expression of Interest for UNDP/UNFPA/UNOPS Outsourced PeopleSoft Production Environment

The United Nations Development Programme (UNDP), the United Nations Fund for Population Activities (UNFPA) and the United Nations Office for Project Services (UNOPS) are organizations of the United Nations system, and have headquarters based in New York (for more information on UNDP, UNFPA and UNOPS, please visit www.undp.org, www.unfpa.org, www.unops.org). UNDP along with UNFPA and UNOPS are in the process of implementing PeopleSoft Enterprise Resource Planning (ERP) products in headquarters, country offices and project locations, with a target date of 1st January 2004 for operating 17 modules in Human Capital Management, Financial Management, Enterprise Portal, Enterprise Data Warehouse and Directory authentication. UNDP/UNFPA/UNOPS plan to outsource the production hosting and operation of the PeopleSoft ERP to a Global Service Provider capable of providing central services, 24 hours seven days a week, to 166 country locations with a user population for whom a total of 7,500 licenses have been purchased. The upgrades and management of the network from country locations to the PeopleSoft hosts are outside the scope of this outsourcing proposal.

Outsourced PeopleSoft Production Environment Requirements

The present PeopleSoft development/testing environment is hosted at the Cap Gemini Ernst and Young (CGEY) Data Centre in Kansas City, Missouri till end 2003. In preparing for the production environment, the transfer and migration of PeopleSoft applications and databases from development/testing will have to be made, in parallel with any development activities being undertaken at that time.

Reliable, efficient and cost effective hosting of the PeopleSoft production environment, including the PeopleSoft administration, data base administration and security management to provide continuous access to PeopleSoft services by UNDP/UNFPA/UNOPS staff and designated users worldwide are critical to the international operations of these organizations. Access to the central PeopleSoft services is to be made using Microsoft Internet Explorer browser with the Secure Socket Layers (SSL) and/or Country Office Virtual Private Network (VPN). All country locations currently have Internet access through the local Internet Service Providers (ISPs), the SITA (airline) network, or the Very Small Aperture Terminals (VSAT). UNDP/UNFPA/UNOPS will undertake the upgrades and management of the network from country locations to the PeopleSoft hosts.

The implementation schedule dictates that the PeopleSoft production environment be tested and available within three months of the contract award, and no later than the beginning of October 2003. UNDP/ UNFPA/UNOPS seek the interest of global service providers with a solid performance and financial track record in this area to:

1)  Design, procure, implement, operate and manage the back-end server computing environment for the PeopleSoft ERP products. There is no preference on the technical platform for the production environment, even as the present development/testing environment is on Sun Microsystem Solaris with Oracle as the Relational Data Base Management System (RDBMS). The development/testing environment comprises two SunFire 3800, four 280R, two StorEdge D240 and two Dell PowerEdge servers. The production environment is expected to be three times the capacity of the development environment;

2)  Provide facilities management for the technical and operational support to the back-end server and networking environment. Change management and implementation of PeopleSoft ERP and the RDBMS and Operating Systems (as proposed by the interested vendors) upgrades and patches/ fixes are to be included;

3)  Provide production and access control support to PeopleSoft products such as scheduling of jobs, adding and deleting of users and security profiles. Pre-production staging environment is also required.

4)  Provide business continuity plan for the out-hosted environment with different recovery times. Disaster recovery plan is an integral part of the required services.

5)  Offer other services such as round the clock PeopleSoft Help Desk support in English, French and Spanish to all staff in country locations, the administration of VPNs to country locations with their CISCO PIX Firewall devices, and the possible transfer of hosting of the present development/testing/training environments.

The contract for the outsourcing of PeopleSoft production environments will be awarded through a Request for Proposal (RFP) reserved for the short-listed pre-qualified vendors arising from this Expression of Interest. Participation in this pre-qualification is open to all international vendors/contractors, but potential interested bidders should take note of the criteria/qualifications that are required of them. Bidders should respond in accordance with the attached pre-qualification checklist format with no more than 30 pages or 60,000 characters. The UNDP/UNFPA/UNOPS General Conditions for Professional Services will be used as a basis for contract formulation, and bidder attention is drawn to the UN organization’s special status and the forum for arbitration, if needed. Bidders are required to indicate their compliance with these terms or to list any specific provisions with which it is unable to comply with in the prequalification document. This should be an integral part of the bidder initial response.

UNDP/UNFPA/UNOPS reserve the right to accept or reject any expression of interest without thereby incurring any liability or any obligation to inform the affected company of the grounds for such action. Only bidders qualified and judged to be technically and financially competent for the project shall be invited to participate in the RFP to follow. Bidders are fully responsible for any cost they may incur in responding to this expression of interest. Bidder information provided in the prequalification documents will be treated in the strictest confidence, and will only be used for the short-listing process.

Pre-Qualification Checklist

The following include criteria that will be used by the UNDP/UNFPA/UNOPS Project Assessment Team in analyzing the pre-qualification documents received. Changes to the evaluation criteria/ qualifications will be made as the Team sees appropriate.

UNDP General Conditions for Professional Services

1.  LEGAL STATUS

The Contractor shall be considered as having the legal status of an independent contractor vis-à-vis UNDP. The Contractor's personnel and sub-contractors shall not be considered in any respect as being the employees or agents of UNDP or the United Nations.

2.  SOURCE OF INSTRUCTIONS

The Contractor shall neither seek nor accept instructions from any authority external to UNDP in connection with the performance of its services under this Contract. The Contractor shall refrain from any action, which may adversely affect UNDP or the United Nations and shall fulfill its commitments with the fullest regard to the interests of UNDP.

3.  CONTRACTOR'S RESPONSIBILITY FOR EMPLOYEES

The Contractor shall be responsible for the professional and technical competence of its employees and will select, for work under this Contract, reliable individuals who will perform effectively in the implementation of this Contract, respect the local customs, and conform to a high standard of moral and ethical conduct.

4.  ASSIGNMENT

The Contractor shall not assign, transfer, pledge or make other disposition of this Contract or any part thereof, or any of the Contractor's rights, claims or obligations under this Contract except with the prior written consent of UNDP.

5.  SUB-CONTRACTING

In the event the Contractor requires the services of sub-contractors, the Contractor shall obtain the prior written approval and clearance of UNDP for all sub-contractors. The approval of UNDP of a sub-contractor shall not relieve the Contractor of any of its obligations under this Contract. The terms of any sub-contract shall be subject to and conform to the provisions of this Contract.

6.  OFFICIALS NOT TO BENEFIT

The Contractor warrants that no official of UNDP or the United Nations has received or will be offered by the Contractor any direct or indirect benefit arising from this Contract or the award thereof. The Contractor agrees that breach of this provision is a breach of an essential term of this Contract.
