EXPLANATORY MEMORANDUM TO THE PROVISIONAL AGENDA

  1. OPENING OF THE MEETING

The meeting will open at 09:30 a.m. on 11September 2010in thePress Room, at the WMO Secretariat, Geneva, Switzerland

  1. ADOPTION OF THE AGENDA

2.1Adoption of the agenda

The provisional agenda, as given in EC-CB/(2010)/Doc. 1, is submitted for adoption. [Doc 1]

  1. REVIEW OF EC-CB

3.1Terms of Reference

The meeting will considerthe TOR for the EC-CB [Doc 2.1]

3.2 Report of previous EC-CB Meeting and completion of actions

The Meeting will be advised of the outcomes of the previous meeting and actions arising.

  1. DEVELOPMENT COOPERATION INITIATIVES

4.1 Resource Mobilization and Strategic partnerships

The meeting will be provided with an overviewof current and emerging major partnerships / regional development programmes being facilitated by RMO-DRA.

4.2 Voluntary Cooperation Programme

4.2.1 Statement from the Chair of the Informal Planning Meeting of the VCP

The Chair of the VCP IPM will make brief statement to the meeting.

4.2.2 Review of Overhead Cost Policy

The meeting will review the WMO Programme Support Cost Policy (Resolution 19 EC-LVI)and consider recommendations for updating the Policy. [Doc 4]

  1. BUILDING CAPACITY IN DEVELOPING AND LEAST DEVELOPED COUNTRIES

5.1 Global Framework for Climate Services

The meeting will be informed on the GFCS and the progress made by the High Level Task Team towards the development of the GFCS. The participants will be invited to exchange views on how the GFCS mechanism can be utilized for building capacity in developing and least developed countries.

5.2 Service Delivery

The Chair invitesparticipants to exchange views on how the matter of improved Service Delivery in developing and least developed countries can be addressed in the coming financial period. [Doc 5]

5.3 Assistance to LDCs and SIDS

The Secretariat will inform the meeting on activities in support of LDCs and SIDS on the preparatory process of UN – LDC IV to be held in Turkey in May 2010 to assess the implementation of the Brussels Programme of Action for LDCs (2001-2010) and formulate new strategies for the sustainable development of LDCs into the next decade.

The participants will be invited to provide guidance on this matter.

5.4 Expert Panel on Education and Training

The meeting will be informed on the work of the Expert Panel on Education and Training. Participants will be invited to exchange views on how EC-CB and Expert Panel on ETR can cooperate for building capacity in developing and least developed countries.

6.VOLUNTEERISM WITHIN THE WMO COMMUNITY AS A MEANS OF SUPPORTING DEVELOPING COUNTRIES AND EMERGENCY ASSISTANCE

The main objective is to exchange views on volunteerism as an instrument that could be utilized in WMO as a means of supporting developing countries requiring assistance under normal and emergency situations. [Doc 6]

7.COUNTRY PROFILE DATABASE

The WMO Secretariat will inform the meeting on the progress made with the Country Profile Database and ask their views on this initiative.

8.FUTURE ORGANISATION AND WORK OF THE EC-CB

This Round Table Session will consider how to move forward the Capacity Development Strategy within WMO and the future organization and workings of the EC-CB in supporting articulation of a Capacity Development Strategy within WMO that brings together the various related areas and programmes (Least Developed Countries, Regional Coordination, Education and Training, Resource Mobilization and Regional Offices) in a more coordinated and comprehensive manner.Aspects to consider include:

  • Relationship between EC-CB and EC Expert Panel on Education and Training;
  • Relationship between EC-CB and VCP IPM;
  • Role of volunteerism;
  • Possible actions to be carried out by the EC-CB before the next WMO Congress; (Cg-XVI) and in the next financial period;
  • Actions or resolutions to propose to CGXVI and EC63
