Explanation of Minor Revisions to Straw Proposal Technical Appendix Documents

Technical Appendix

A Microsoft Word document entitled “TECHNICAL APPENDIX Revised 4-3-08” contains the Straw Proposal Technical Appendix, as revised to date. Minor revisions were made to ensure that the “System-wide Program (SWP)” energy efficiency program being conducted by NYSERDA on behalf of Con Edison is represented properly. In addition, information on a potential New York City municipal energy efficiency program was added. These revisions do not result in a change to the projected allocations, targets and costs.

(1)The “Combined IOUs - Wedges” chart and table on Page 2 was revised to include a wedge representing the SWP energy efficiency program being conducted by NYSERDA on behalf of Con Edison.

(2)The “Con Edison Wedges” chart and table on Page 5 was revised to include a wedge representing the SWP energy efficiency program being conducted by NYSERDA on behalf of Con Edison.

(3)A New York City Municipal Government chart and table was added on Page 17. It shows the energy efficiency that could be achieved in a potential New York City municipal energy efficiency program with an annual budget of $80 million (assuming a first year cost of $305/MWh and annual implementation beginning in 2009 and continuing through 2015).

Workpapers

A Microsoft Excel spreadsheet entitled “Straw Proposal Workpapers Revised 4-3-08” contains the calculations underlying the Straw Proposal Technical Appendix, as revised to date. Minor revisions were made to ensure that the “System-wide Program (SWP)” energy efficiency program being conducted by NYSERDA on behalf of Con Edison is represented properly. In addition, information on a potential New York City municipal energy efficiency program was added. These revisions do not result in a change to the projected allocations, targets and costs.

(1)A new “Incremental NYC” worksheet was added. It shows the energy efficiency that could be achieved in a potential New York City municipal energy efficiency program with an annual budget of $80 million (assuming a first year cost of $305/MWh and annual implementation beginning in 2009 and continuing through 2015).

(2)A new “WGIII Option 2 (Rev)” worksheet was added for information purposes. It incorporates the minor revisions to the original WGIII Option 2 worksheet that were made in preparation of the original Straw ProposalTechnical Appendix. Both versions of the worksheet are provided in case someone wants to compare the two.

(3)The “Combined IOUs Wedges” chart was revised to include a wedge representing the SWP energy efficiency program being conducted by NYSERDA on behalf of Con Edison.

(4)The “Con Edison Wedge Chart” was revised to include a wedge representing the SWP energy efficiency program being conducted by NYSERDA on behalf of Con Edison.

(5)The “TABLE Baseline Sendout” worksheet was revised in three places to reflect the SWP energy efficiency program being conducted by NYSERDA on behalf of Con Edison.

(6)The “Program Cost Budgets” worksheet was revised to add the potential New York City municipal energy efficiency program.

Bill Impacts

A Microsoft Excel spreadsheet entitled “EEPS SP Bill Impacts Revised 4-3-08” contains the Straw Proposal bill impact calculations, as revised to date. As a result of these revisions, the percentage bill impact numbers increased slightly, primarily due to reflection of the Gross Receipts Taxes (GRT).

(1)The “EEPS SP Costs & Savings” worksheet was revised to add Gross Receipts Taxes (GRT) as an adder to the EEPS Costs.

(2)The “Commercial Bill Impacts” worksheet was revised to correctly reflect the Monthly Adjustment Charge (MAC) and Gross Receipts Taxes (GRT) for Con Edison.

(3)The “Industrial Bill Impacts” worksheet was revised to correctly reflect the Monthly Adjustment Charge and Gross Receipts Taxes (GRT) for Con Edison.

(4)The “Industrial Bill Impacts” worksheet was revised to correctly reflect the Competitive Transition Charge (CTC) for Niagara Mohawk.

(5)The “Com Rates” worksheet was revised to correctly reflect the Monthly Adjustment Charge (MAC) for Con Edison.

(6)The “Ind Rates” worksheet was revised to correctly reflect the Monthly Adjustment Charge (MAC), MSC, and Gross Receipts Taxes (GRT) for Con Edison.
