The third meeting of the ESS Expert Group on Standardisation was held on 21 March 2016 from 10:00 to 11:30 CET using video and teleconferencing facilities. The following persons participated to the meeting:

1. Agenda

The agenda was adopted without comments.

2. Results of the written consultation of the expert group

2a. Concerning fast-track candidates

  • From the list of 27 fast-track candidates, 5 received no comments from the group and are considered as a first lot of ESS standards validated by the group. This concerns the following standards:
  • SDMX 2.0 and 2.1
  • GSBPM 5.0
  • Business registers recommendations manual version 2010
  • ESS Guidelines on Seasonal Adjustment version 2015
  • EDAMIS current version
  • The European Statistics Code of Practice is already approved by the ESSC and should be removed from the list of items to be considered by the group.
  • Some normative documents fully embedded in European legislation are still present in the list, they should be taken out.

2b. Concerning attributes to be recorded in the catalogue

  • The group adopted the list of attributes with some final comments.
  • Eurostat will prepare the finalised list of attributes based on latest input received.

3. Next normative documents to pass through the process of standardisation

  • At this stage prioritisation over time of normative documents to consider will be performed based on the criteria of generality with regards to statistical domains:
  • A proposal for a concrete criteria evaluating domain-specificity of standards will be made by Eurostat, for example the standard should support more than a certain number of DISA[1] statistical domains at level 1 or at lower level.
  • This criteria will be used differently for classification and other normative documents:
  • Classification (as far as they are not legislated) will be kept in scope even if they are domain-specific ;
  • Other normative documents will be prioritised according to their generality regarding coverage of statistical domains.
  • At a later stage other criteria might be considered to prioritise normative documents to be considered by the Expert Group such as the contribution to comparability of statistics or contribution to the reduction of duplication of work.
  • Several standards will be produced by ESS Vision 2020 projects, these need to be monitored by the Expert Group and to be included in the process. Eurostat would provide a list of possible standards to become available.

4. Hosting of the catalogue of standards

  • Eurostat informed on the on-going collection of information internally on potential solutions. Further information would be provided to the group at a later stage.

5. Events

  • Conclusions of the DIME-ITDG plenary meeting of 24-25 February 2016 and feedback from the ESS Modernisation Workshop of 16-17 March 2016 in Bucharest was shared.
  • It was recalled that the Working Group on Standardisation is the parent governance body of the ESS Expert Group on Standardisation and that it has to adopt its mandate and validate its work. The next meeting of the Working Group on Standardisation will be on 6-7 June 2016.
  • No specific involvement of the Expert Group is expected at the Q2016 conference.
  • The HLG is organising on 21-23 September 2016 a workshop on Implementing Standards for Statistical Modernisation[2].

6. AOB and next meeting

  • Eurostat will make a first proposal for high-level business process diagrams describing operations of the Expert Group for fast-track process and full process. These diagrams will be further elaborated by the group.
  • Next virtual meeting of the group will take place in May, Eurostat will launch a Doodle poll to set the date.
