2.1The meeting will recall Action 2 defined by the CAeM MG/1 meeting (Cape Town, 2015):

In order to collect background material as a base line for the assessment of Members’ governance issues, a global survey should be conducted in collaboration with the Regional Associations.

The task for preparing such a survey was assigned to ET-GOV.

2.2In addition to the survey that should take place, it will be important to collect information from other relevant sources. One of these sources is the results from the ICAO USOAP audits, which have been conducted over the last 5 to 10 years. ICAO further developed to Continuous Monitoring Approach (CMA) through which State report on the resolution of the audit findings. During the recent training on Technical Regulations in the Secretariat, ICAO made a presentation of the database built to hold the results of the USOAP audits and the CMA information. ICAO expressed readiness to share the information on MET in the database in order to help WMO in building our own repository of institutional and compliance data.

2.3 The set of MET-related questions in the ICAO USOAP protocol questionnaire are provided in Appendix to this document. We should keep in mind that the questions are formulated based on the main objective of the ICAO USOAP, namely, to assess the ability of the State to exercise effectively its safety oversight functions. Thus, the MET part is covered mostly at the level of national institutional and oversight functions required.

2.4It should also be noted that the USOAP included also a Compliance Check List through which States were making their self-assessment of compliance with the full range of ICAO regulations, including Annex 3. WMO Secretariat also plans similar approach as part of the enhanced “culture of compliance” action endorsed by Cg-17.
