Empire Homes of Maryland (EHM) is non-profit a Community Housing Development Organization who develops and manages affordable rental housing for individuals and families who are low income and/or disabled. EHM owns and/or operates more than 250 housing units in Baltimore City and County. EHM is looking the fill the Executive Vice President, Property Management position. The EVP, Property Management is responsible for the total operation of the property; including marketing, leasing operations, occupancy levels, rent collections, maintaining accurate resident files and resident receivable system. The EVP, Property Management ensures profitable portfolio management, regulatory compliance, staff training, and financial analysis for EHM. The EVP, Property Management supervises the Property and Asset Manager, Administrative Property Manager, Maintenance Manager and Administrative Assistant. The EVP, Property Management is a member of the Senior Management Team and as such reports directly to the President & CEO.

Responsibilities: Personnel Management

Supervises the Maintenance Technician. Managers must oversee the completion of all Maintenance projects and the implementation Preventative Maintenance Schedule.

Profitability

Manage a high quality staff through implementation of effective recruitment , training , motivation and development programs

Communicate effectively with staff members and ensure compliance of all personnel management policies and procedures

Effectively perform and document appropriate staff evaluations including, but not limited to, performance and corrective action reviews.

Vendor Management including overseeing the collection of bids and scopes of work for pending projects.

Achieve the highest possible net operating income through the implementation of effective cost control and revenue improvement programs

Manage the properties in the most efficient and profitable manner possible given mission concerns and existing market conditions consistent with the goals and objectives of the organization and property owners.

Effectively monitor all income, including delinquencies

Administrative

Participate in organization meetings and trainings as required.

Computer

Experience with YARDI or other property management software

Quality Leasing

Develop yearly operating budgets and marketing plans. Accurately prepare and convey all operational and financial data to the CEO in a timely manner with the assistance of other members if the staff. Work with the CEO to identify program, subsidy and property goals and objectives. Be responsive and receptive to the needs goals and objectives of the organization and its program partners

Analyze operational information for impact on NOI, identify trends and recommend appropriate strategies and adjustments

Maximize rental income while minimizing expenses through effective planning and control

Work proactively with the Senior Management Team to ensure seamless service delivery including support service coordination, financial management/cash flow, project conversion from development to operating phase

Prepare and ensure staffing schedules are consistent with organizational needs

Monitor the timely receipt and reconciliation of rent collection and ensure landlord/tenant statues are followed

Analyze and evaluate monthly financial statements. Write clear and concise management reports to substantiate the analysis

Direct efforts to ensure all purchasing guidelines are followed and posting of the budget control ledger is accurately completed

Ensure timely completion of all salary, benefit and compensation paperwork

Ensure that accurate submissions of all corporate reporting paperwork is accomplished timely and includes approvals as required

Effectively operate the computer and ensure all required staff is properly trained to perform their computer duties

Prepare and complete Lease Agreements and other pertinent Section 8 and Tax Credit documents.

Effectively show, lease and move-in prospective residents

Establish and implement leasing goals

Adhere to established policies and procedures for screening applicants for residency- Marketing and leasing activities to include waiting list management and the initial screening and process of income verifications for prospective tenants Provide training and motivation to property managers relative to leasing

Marketing

Evaluate and recommend changes on rent/pricing strategies

Resident Retention

Ensure publication and distribution of resident newsletters and other communications to residents as required

Maintenance & Quality Control

Promote and teach safe work practices among staff and ensure all safety programs are implements and followed

Customer Service Orientation

Create the greatest possible satisfaction and well being of all others associated with the property

Miscellaneous

Effectively maintain product knowledge of property and competitive properties and organizations through consistent evaluation of market conditions and trends. Ensure leasing staff develops similar knowledge

Direct efforts to implement sales and marketing plans, which effectively maximizes rental income and results in high occupancy

Direct and manage resident functions in such a manner as to win and maintain the respect and goodwill of all residents

Enforce resident retention and service request follow-up programs

Assist and ensure all customer complaints are handled and documented promptly and appropriately

Implement and monitor effective lease renewal programs

Ensure that all physical aspects of the property are at all times fully functional and maintained in an attractive condition

Ensure all properties are maintained at a high standard as determined by key performance indicators such as REAC scores, etc.

Monitor an effective preventative maintenance program

Ensure that an adequate number of units are market ready

Monitor service request turnaround and ensure the responsiveness of the maintenance staff

Maintain a high level of customer service awareness in relation to both residents , prospects, landlords and vendors

Communicate effectively with owners, residents and staff. Ensure that any areas of concern are addressed promptly and thoroughly

Assist EVP, Housing Development with new property transitions and other responsibilities as required

Other tasks as assigned by the CEO

MINIMUM QUALIFICATIONS

Valid Driver’s License; Clean Driving Record- The position requires individuals to furnish their own automobile to attend company meetings, visit properties, make deposits and run property errands as required. Individuals must have the ability to drive without jeopardizing the safety of staff and residents

Bachelor’s Degree or equivalent experience preferred

At least four years of experience in Property Management. Experience with Affordable Housing including Section 8 and Low Income Housing Tax Credit preferred.

Applicants must have experience in planning, scheduling and completing major projects with minimum guidance.

Applicants must have experience in concise, pertinent oral and written communications, including client presentations, memorandums and notifications.

At least two years of experience in personnel supervision, training and evaluation
