Executive Team Portfolio Structures and Responsibilities

Outlined below is a summary of the portfolio structures and high level indicative areas of responsibility:

Chief Executive and Head of Paid Service

●In line with Section 4 of the Local Government & Housing Act 1989 this post will ensure that Northumberland County Council fulfils its duty to designate one of their officers as its Head of Paid Service.

●The Head of Paid Service has overall responsibility for the management and coordination of the employees appointed by the Council.

●Regulations made under the Local Government Act 2000 reinforce these duties by making the appointment of staff below chief officer level the exclusive function of the Head of Paid Service or someone nominated by him or her.

●The Chief Executive and Head of Paid Service will report to the Leader of the Council

●Business Support Team for the Chief Executive’s Office

●Policy, Inclusion and Voluntary Sector Services

●Oversight of delegated functions to Northumbria Healthcare Foundation Trust

●Responsibility for Commercial Services eg ARCH Group Ltd (Wholly owned subsidiary of NCC)

●Commercial International lead for NCC and System Transformation support with Northumberland Commissioning Group (CCG) (separately remunerated)

The roles of Service Directors will report to either the Executive Director or Chief Executive/Head of Paid Service as follows:

  • Service Director: Local Services reporting to Executive Director of Place
  • Service Director: Finance reporting to Executive Director of Finance
  • Service Director: Childrens Services reporting to Executive Director of Childrens Services
  • Service Director: Adult Social Care and Strategic Commissioning reporting to Executive Director of Adult Social Care and Strategic Commissioning
  • Service Director: Integration reporting to the Chief Executive/Head of Paid Service
  • Service Director: Devolution and Joint Working reporting to the Executive Director of Place and also indirectly reporting to the Chief Executive/Head of Paid Service

Whilst not formally part of the Executive Management Team there are several roles which will remain directly accountable to the Chief Executive and Head of Paid Service.
