GENERAL INFORMATION

Position Title / Executive Officer
Responsible To / Lalor LLC Committee of Governance (CoG)
Salary Range / $73,447 to $79,040 negotiable; plus annual leave loading and superannuation.
Hours Of Work / Full time (38 hours per week)
Occasional evening and weekend work
Location / French Street, Lalor; some travel for meetings required (metro area)
Term of Appointment / Ongoing, pending satisfactory completion of a six month probation period

ABOUT THE ORGANISATION

Lalor Living & Learning Centre Inc. (LLLC) has been providing quality education and social engagement activities in its local community since 1987. Located in the southern end of the City of Whittlesea, LLLC is a community based incorporated not-for-profit association.The organisation has enjoyed a period of stability and consolidation and is ready for a new phase of growth and innovation.

This welcoming, friendly and professional Centre is a Registered Training Organisation (TOID 3902), Learn Local education provider and a Neighbourhood House. We provide nationally accredited and pre-accredited adult education courses, in particular English, Literacy and introductory level Information Technology. The Centre also provides Occasional Childcare and After School Tutoring programs. Lalor Living & Learning Centre is very supportive of learners of all ages from culturally and linguistically diverse (CALD) backgrounds and has a diverse staffing profile.

The Centre employs approximately 27 staff with an average annual income of $550,000. The Centre derives income through more than five government funding programs,from fees, the City of Whittlesea and has access to a Deductible Gift Recipient (DGR) Fund.

Lalor Living & Learning Centre has various partnerships with other organisations, is involved in a number of networks and frequently operates special projects.

POSITION PURPOSE

Working under the delegated authority of the Committee of Governance, the Executive Officer (Manager) is responsible for achieving the organisation’s Vision, Purpose and Strategic Goals and Objectives. This includes:

- maintaining the ongoing viability and good practices of the organisation

- generating the next phase of growth and innovative practice

- maintaining the positive environment for all stakeholders which is safe, empowering, team-oriented and task-focussed.

The Executive Officer will provide leadership to the organisation in the areas of:

- people

- programs

- innovation

- outreach

- operations

KEY RESPONSIBILITIES

Corporate & Business Planning

- Ensure registration, compliance, licence and membership obligations are met including RTO registration with VRQA, Learn Local registration, Childcare and others.

- Annual business planning including Strategic Objectives,Business Plan, Budget.

- Program planning oversight for existing and new & innovative programs.

- Regular review and development ofpolicies and procedures.

- Support Committee of Governance including monthly meetings and reporting.

- Oversee Association business and Annual General Meeting (in conjunction with Secretary).

- Identify and obtain additional sources of funding.

- Develop organisational capacity (people and systems).

Outreach & Engagement

- Drive marketing and client recruitment activity includingmarket research, advertising, publicity, website, social media, branding.

- Energise LLLC’s relationships in the local community through events and partnerships.

- Maintain strong partnerships with networks and peak bodies.

- Strengthen relationships with agencies and partners including Centrelink, jobactives, HWLLEN and other agencies.

- Strengthen relationships with the City of Whittlesea.

Stakeholder andContract Management

- Ensure compliance with existing funding contract requirements including Skills First Funding Contract (accredited courses), Learn Local Service Agreement (pre-accredited courses), Neighbourhood House Coordination Program, National Occasional Care and Family Learning Support Program (or successor). This includes

- external or Departmental audits

- internal auditing, monitoring and evaluation

- reporting.

- Respond to new funding and contractual opportunities and expressions of interest.

- Manage relationships with City of Whittlesea with reference to the Memorandum of Understanding, existing and new funding.

- Ensure compliance with other State & Commonwealth Government legislation includingWorkSafe, ChildSafe Standards.

Operations

- Ensure program delivery is relevant and accessible to local community.

- Maintain and improve business administration and compliance systems.

- Plan and resource Information Technology for both program delivery and administration.

- Lead meetings including RTO/Teacher’s, Administration and CoG.

- Ensure provision of appropriate facilities including lease management and maintenance.

Human Resources

- Developan effective human resource management framework across the Centre.

- Lead and direct paid and volunteer staff.

- Oversee recruitment and induction.

- Manage performance progression including reviews and professional development planning and monitoring.

- Ensure compliance with current industrial Agreement and other employment legislation.

The Executive Officer will be expected to perform duties from time to time outside those described in the role description but which are within the employee’s skills, qualification, experience and competence level, in order to meet the organisation’s operational needs.

SKILLS, ABILITIES AND ATTRIBUTES including Selection Criteria

The dynamic Executive Officer will have a high degree of initiative, outstanding leadership communication skills, exceptional attention to detail and time management.

Key Selection Criteria (Qualifications & Experience)

1. Significant experience in management (preferably in a Registered Training Organisation or Adult Community Education environment) with highly developed leadership, strategic planning and team building skills.

2. Understanding of the values that underpin community based education.

3. Demonstrated experience in needs analysis, program development and evaluation in a community development context.

4. Demonstrated understanding of highly complex compliance environments (preferably the Vocational Education & Training sector) and the capacity to work constructively with funding bodies and other stakeholders.

5. Demonstrated understanding of business development and planning including budgets, financial monitoring and financial reporting.

6. Understanding ofthe importance of marketing and branding for an organisationand demonstrated experience with promotional & publicity activity with a view to client recruitment.

7. A tertiary qualification, preferably in education, management or community development, is highly desirable.

Interpersonal Skills

- Ability to engage with people from a broad spectrum including donors/funders, community members, staff, senior government officials and leaders of other organisations.

- Ability to communicate complex concepts including strategic priorities and compliance.

- Empathy and the ability to gain co-operation and assistance from a range of people, in particular teaching and senior staff.

- Ability to discuss and resolve problems and conflict openly and appropriately.

- Excellent communication skills, verbally and in writing,withan ability to present at public/group eventsand represent the organisation at a variety of external forums.

Other Desirable Criteria

- Drivers licence and ability to use own car (travel to be reimbursed).

- Experience as a teacher.

- Knowledge of the teaching of foundation skills: language, literacy and numeracy.
